CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:52 p.m. **Started late due to prior Town Board Meeting**. II. PETITIONS AND COMMUNICATIONS 1. PRESENTATION: TWG Development, LLC Economic Development Manager Brandon Boys introduced Dennis Dye, J. Page 1 of 2 Urbana City Council (Special Meeting) Minutes: December 14, 2015 B. Curry, Tony Knoble and Tony Whitsett from TWG Development, LLC. Mr. Boys stated that TWG Development will engage with the City in a full block redevelopment of 200 Vine Street. Ideas for the project were discussed. 2. Chair Prussing acknowledged a card from Bishop King James and Reverend Dr. Evelyn Underwood, and further acknowledged that neither wanted to verbally express their concerns regarding Dr. Ellis Subdivision sewer issues, but asked that these issues be mentioned for the record. III. A MOTIION TO FORMALLY ACCEPT THE URBANA IDOT TRAFFIC STOP DATA TASK FORCE A motion to accept the Urbana IDOT Traffic Stop Data Task Force Report was made by Alderman Smyth and seconded it by Alderman Roberts. Motion was carried by voice vote. IV. RESOLUTION NO. 2015-12-071R: A Resolution to Authorize the Entry Into and Execution of an Agreement between the City of Champaign as Lead Agency for METCAD and the City of Urbana Regarding Payment of METCAD Fees ( Agreement Concerning the City of Urbana’s Financing of the Payment of Certain METCAD Fees) Mayor Prussing presented Resolution No. 2015-12-071R to the Council. Discussion followed. Alderman Smyth made a motion to approve the resolution. Alderman Roberts seconded the motion, which was carried by roll call vote as follows: Smyth – aye Jakobsson – nay Ammons – aye Madigan – nay Brown – aye Marlin – nay Mayor – aye Roberts - aye Disposition: Resolution No. 2015-12-071R was approved by a roll call vote [5-aye; 3-nay] V. ORDINANCE NO. 2015-12-115: An Ordinance Revising the Fiscal Year 2015 – 2016 Annual Budget (METCAD Contribution and Other Items) Alderman Roberts made a motion to approve Ordinance No. 2015-12-115. Alderman Ammons seconded the motion. ORDINANCE NO. 2015-12-116: An Ordinance Amending Urbana City Code Chapter Fourteen, Section 14-7, Regarding the Schedule of Fees (BASSET Certification Fee) ***NOTE: Alderman Madigan recused himself from 9:05pm to Page 2 of 2 Urbana City Council (Special Meeting) Minutes: December 14, 2015 9:10pm prior to the presentation and discussion, due to a possible conflict, as Alderman Madigan is a liquor license holder in the City of Urbana, Illinois.*** After discussion, Alderman Smyth made a motion to approve Ordinance No. 2015-12-116. Motion was seconded by Alderman Roberts and carried by roll call vote as follows: Smyth – aye Jakobsson – aye Ammons – aye Marlin - aye Brown – aye Roberts – aye Disposition: Ordinance No. 2015-12-116 was approved by a roll call vote. [6-aye; 0-nay] VII. ORDINANCE NO. 2015-12-117: An Ordinance Levying Taxes for the Fiscal Year Beginning July 1, 2015, and Ending June 30, 2016 Finance Director Elizabeth Hannan presented Ordinance No. 2015-12- 117. After discussion, Alderman Smyth made a motion to approve the ordinance. Alderman Jakobsson seconded the motion. Motion carried by roll call vote as follows: Smyth – aye Jakobsson – aye Ammons – aye Madigan – nay Brown – aye Marlin – aye Roberts – aye Mayor - aye Disposition: Ordinance No. 2015-12-117 was approved by a roll call vote. ORDINANCE NO. 2015-12-118: An Ordinance Directing the Champaign County Clerk to Abate the Tax Levy for the General Corporate Fund for the Year Beginning July 1, 2015, and Ending June 30, 2016 Alderman Smyth made a motion to approve Ordinance No. 2015-12-118. Motion was seconded by Alderman Roberts and carried by roll call vote as follows: Smyth – aye Jakobsson – aye Ammons – aye Madigan – aye Brown – aye Marlin – aye Roberts – aye Mayor - aye Disposition: Ordinance No. 2015-12-118 was approved by a roll call vote. ORDINANCE NO. 2015-12-119: An Ordinance Directing the Champaign County Clerk to Abate a Portion of the 2015 Tax Levy Related to General Obligation Bonds, Series 2012, and General Obligation Bonds, Series 2014 Alderman Brown made a motion to approve Ordinance No. 2015-12-119. Alderman Roberts seconded the motion. ORDINANCE NO. 2015-12-120: An Ordinance Approving a Waiver of the Requirement to Construct Sidewalks at Oakbrook Circle (Birchcrest Third Subdivision – Plan Case No. 2267-S-15) A motion to approve Ordinance No. 2015-12-120 was made by Alderman Ammons and seconded by Alderman Madigan. Planning Manager Lorrie Pearson presented details concerning the ordinance to Council. After discussion Alderman Smyth made a motion to approve the ordinance. Alderman Jakobsson seconded the motion. After discussion Alderwoman Marlin made a motion to defeat the resolution. Alderman Smyth seconded the motion.
