***SPECIAL MEETING*** CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, January 4, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in special session Monday January 4, 2016 in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Aaron Ammons; Bill Brown; Eric Jakobsson; Diane Marlin; Michael P. Madigan; Dennis Roberts; Charles Smyth; Laurel Lunt Prussing; Phyllis D. Clark ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Brandon Boys; Patrick Connolly; William Gray; Christopher Marx; Mike Monson; Brian Nightlinger; Lorrie Pearson; James Simon; Scott Tess OTHERS PRESENT: Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Smyth called the special meeting of the Committee Of The Whole to order at 8:25 p.m. 2. PUBLIC INPUT There was none. 3. Resolution No. 2016-01-001R: A Resolution Approving a Professional Energy Consulting Services Agreement with Good Energy, L.P. (Municipal Electrical Aggregation) Environmental Sustainability Manager Scott Tess and Chief of Staff Mike Monson presented Resolution No. 2016-01-001R with recommendation for approval. Mr. Tess and Mr. Monson gave a brief description of the program and its structure. After presentation Mr. Tess and Mr. Monson addressed the questions and concerns from the board regarding the current plan. Mr. Monson also said that representatives from Good Energy will be available for question at the special city council meeting January 11, 2016. After presentation and discussion Alderwoman Marlin made a motion to send Resolution No. 2016-01-001R to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 4. Resolution No. 2016-01-002R: A Resolution Authorizing Execution of a Service Agreement with the Lowest Responsible Bidder for the Supply of Electricity for Residential and Small Commercial Customers Who do Not Opt out of Such a Program (Municipal Electrical Aggregation/2016) City of Urbana Committee Of The Whole Minutes: January 4, 2016 (Special Meeting) Page 2 of 2 Environmental Sustainability Manager Scott Tess and Chief of Staff Mike Monson presented Resolution No. 2016-01-002R with recommendation for approval. No discussion. Alderman Ammons made a motion to send Resolution No. 2016-01-002R to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 5.
