Clark, City Clerk URBANA CITY COUNCIL Monday, January 4, 2016 The City Council of the City of Urbana, Illinois, met in regular session Monday, January 4, 2016 at 7 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:17 p.m. * Started late due to a Township Meeting*. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve minutes from meetings held on December 7, 2015 and December 14, 2015 (Special) meeting. Alderwoman Marlin seconded. PETITIONS AND COMMUNICATIONS UBA (Urbana Business Association) Director Paris Blalock presented the Annual financial report with recent and future activities, including future plans for the agency. Discussion ensued. Bishop King James Underwood and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES There were none. G. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS Community Development Manager Brandon Boys presented the monthly Economic Development report. Mr. Boys gave a brief update on all of the activities that took place during the month of December, 2015 including a new format for the report. I. NEW BUSINESS 1. Mayoral Staff Appointment: a. Human Relations Commission – Samuel Byndom term to expire June 30, 2017 Mayor Prussing introduced the appointment of Samuel Byndom to Human Relations Commission. Alderman Smyth made a motion to approve appointment as presented. Alderman Roberts seconded. No discussion. Motion carried by voice vote. Disposition: The appointment of Samuel Byndom to Human Relations Commission was approved by a voice vote. 2. Ordinance No. 2016-01-001: An Ordinance Annexing Certain Territory to the City of Urbana (3106 N. Cunningham Avenue / DGS Properties, LLC) Christopher Marx, Planner I, presented Ordinance No. 2016-01-001 to council with recommendation for approval. Planning Manager Lorrie Pearson was also available to address any questions regarding this annexation. After presentation and addressing council member’s questions and concerns, Alderwoman Marlin made a motion to approve Ordinance No. Urbana City Council Minutes: January 4, 2016 Page 3 of 3 2016-01-001 as presented. Alderman Smyth seconded. Motion carried by roll call vote. Votes were as follows: Aaron Ammons – Aye Diane Marlin - Aye Bill Brown – Aye Dennis Roberts - Aye Eric Jakobsson – Aye Charles Smyth - Aye Michael P. Madigan – Aye Mayor Prussing - Aye Disposition: Ordinance No. 2016-01-001 was approved by roll call vote (8–Aye; 0-Nays) 3. Ordinance No. 2016-01-002: An Ordinance Approving a Major Variance (to Allow a Change in the Required Front Yard Setback from 25 feet to 0 feet at 410 W. Florida Avenue in the R-1, Single-Family Residential Zoning District / Case No. ZBA0-2015-MAJ-09) Christopher Marx, Planner I presented Ordinance No. 2016-01-002 to council with recommendation for approval. Planning Manager Lorrie Pearson and the applicant were also available to address any questions regarding this major variance. After presentation and addressing council member’s questions and concerns, Alderman Smyth made a motion to approve Ordinance No. 2016-01-002 as presented. Alderman Jakobsson seconded.
