The City Council of the City of Urbana, Illinois, met in regular session
Monday, May 2, 2016 at 7 p.m. in the Council Chambers at the Urbana City
Building.

A. CALL TO ORDER AND ROLL CALL
There being a quorum, Mayor Prussing called the meeting of the Urbana
City Council to order at 7:09 p.m.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderwoman Marlin made a motion to approve minutes from the meetings held
on April 4, 2016 and April 18, 2016. Alderman Ammons seconded. Motion
carried by voice vote.

D. PETITIONS AND COMMUNICATIONS
1. Presentation - Community Elements Reentry Program
Mr. Bruce Barnard a consultant representative from Community Elements
Program, addressed the committee and presented a PowerPoint
presentation regarding the program and its success. Mr. Barnard also
addressed questions from council members.
2. Windsor Road Update
Public Works Director William Gray addressed the council and said
that the city and the contractor are working together to resolve the
pavement issues with Windsor road project. He stated that there was
no further information available at that time.
From 5:30-7pm City council members took a bus ride around town. Due to
lack of proper notification, no questions or concerns could be addressed
during the trip. During the meeting Mayor Prussing opened the floor for
anyone who had any questions about the trip. Among the various concerns
expressed were lighting issues along the Lincoln Ave., development
projects in the Colorado/Philo Rd. area, concern with gaming parlor
sites, road repairs, Lincoln Avenue updates and possible housing
developments. Discussion ensued with Public Works Director William Gray
and Community Development Director Elizabeth Tyler.
Andrew Fell addressed council regarding Ordinance No. 2016-05-032.
He asked that this item be postponed till next council meeting in order
to address some revisions to the proposed variance project. Mr. Fell
answered questions and concerns from the council members.
Rich Cahill addressed the council to express his concerns regarding
Ordinance No. 2016-05-032.
Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak,
but asked that their position be entered into the record regarding the
Dr. Ellis Subdivision sewer issues.
Mayor Prussing read three proclamations:
• Proclaiming Bernadine Stake as an Urbana Treasure.
• Proclaiming May 7, 2016 as Social Justice Day.
• Proclaiming May 3, 2016 as Bike to Work Day
• May 4, 2016 as Bike to School Day.
Champaign County Bike Executive Director Jeff Yockey addressed the
council and introduced this year' s campaign theme as "Youth Bicycle
Education". He encouraged all participants to register at CUBike.org.
Mayor Prussing announced that she received a call from the Associated
Press regarding a study done by researches about the cost of hospitals.
Of the 3,000 American hospitals surveyed, Carle Foundation Hospital
ranked tenth in total profits and sixth in profit per patient. Total
profit for 2015 was $164 million.

H. REPORTS OF OFFICERS
Public Works Director William Gray announced a new pilot program of Bike
Corrals and encouraged people to ride their bikes and use the bike corral
that is located in front of Lacy' s on Main Street.
Public Works Director William Gray and Assistant City Engineer Brad
Bennett presented information regarding the history of the Brick Arch
sewer system. Discussion ensued.
Alderwoman Marlin made an announcement regarding the annual Southeast
Urbana Neighborhood Association meeting (SUNA) that will take place this
Thursday May 5th at 7pm. at the St. Lutheran church on Philo Road.
Alderwoman Marlin also acknowledged that iTV3 has added the public access
channel as stated in their contract. Ms. Marlin also recognized the

efforts of the Christie Clinic Marathon staff and volunteers. Lastly,
the Savannah Green neighborhood was added to the Boneyard Creek clean-up
day due to a neighborhood concern.
Community Development Director Elizabeth Tyler reminded everyone about
the first Farmers Market at the Square Day this coming Saturday.
I. NEW BUSINESS
1. Ordinance No. 2016- 05-031: An Ordinance Approving a Major Variance
(Allow an Increase in the Maximum Allowable Height for a
Freestanding Monument Sign from 8 feet to 13 feet at 1106 West
University Avenue in the B- 3, General Business District. I Case No.
ZBA-2016-MAJ-05)
Planner I Christopher Marx gave a PowerPoint presentation of
Ordinance No. 2016-05-031 to council with recommendation for
approval. The applicant was also available to answer any question
and concerns.
After the presentation Alderman Smyth made a motion to approve
Ordinance No. 2016-05-031 as presented. Alderman Madigan seconded.
Motion carried by roll call vote. Votes were as follows:

Mr. Andrew Fell addressed the council at an earlier time to
postpone Ordinance No. 2016-05-032 to the next council meeting.
3. Mayoral Appointment
a. Police Pension Fund Board
1. Todd Rent - term to expire May 31, 2018
Alderman Smyth made a motion to approve the appointment
of Todd Rent to the Police Pension Fund Board.
Alderman Roberts seconded. Motion carried by voice
vote.
