The City Council of the City of Urbana, Illinois, met in regular session Monday,
May 16, 2016 at 7:00 p.m. in the Council Chambers at the Urbana City Building.

A. CALL TO ORDER AND ROLL CALL
There being a quorum, Mayor Prussing called the special meeting of the
Urbana City Council to order at 7:13 p.m. **Started late due to prior
Town Board Meeting**.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Roberts made a motion to approve minutes from the meeting held on
May 2, 2016. Alderman Jakobsson seconded. Motion carried by voice vote
C. ADDITIONS TO THE AGENDA
There were none.
D. PETITIONS AND COMMUNICATIONS
Durl Kruse voiced his thoughts to council members about TIF districts.
Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak,
but asked that their position be entered into the record regarding the Dr.
Ellis Subdivision sewer issues.

Anna Barnes spoke in support of a moratorium on gaming hall licenses in
Urbana.
Rachel Storm voiced her concerns about the addition of a liquor license
allowing a gaming hall on East Washington Street near the Lierman
neighborhood.
Alderman Roberts read a letter from Robin Arbiter in which she spoke in
favor of a moratorium on gaming halls.
Mayor Prussing proclaimed May 17 – May 23, 2016 as National Public Works
Week in the City of Urbana.
Alderman Ammons announced a Day of Gratitude with Hakeem Salaam on May 26
at the Urbana Civic Center from 6:30pm to 8:30pm. He also announced a
community event in celebration of the birthday of Carol Ammons on June 1
at King Park from 5:00pm to 7:00pm.
1. Discussion – Budget Overview
a. Executive Department
Finance Director Elizabeth Hannan and Mayor Prussing presented an
overview of the Executive Department budget for fiscal year 2016-
2017. There was discussion during which Ms. Hannan and the Mayor
answered questions and concerns from council members.
b. Finance Department
Ms. Hannan went over the budget for the Finance Department with the
council members. Ms. Hannan answered questions from council members
and explained changes in the Finance Department budget.
c. Community Development
Community Development Director Elizabeth Tyler presented the budget
for Community Development. As she went over the budget she spoke
about staff and explained the duties of each division in Community
Development. She also spoke about accomplishments of the department.

a. Resolution No. 2016-05-027R: A Resolution Approving and Authorizing
the Execution of a Promotional and Marketing Agreement for Pygmalion
Festival (Fein-Bursoni, Inc., FY 2016-2017)
Alderman Brown made a motion to approve this resolution. Motion
seconded by Alderman Ammons and carried by roll call. Votes were as
follows:

Disposition: Resolution No. 2016-05-027R was approved by roll call

Chapter Fourteen, Section 14-7, Regarding Schedule of Fees
Subsection A – “LIQUOR LICENSES” (July 1, 2016 through June 30,
2017)
This item will be presented in a special meeting of City Council on
June 13, 2016.
d. Ordinance No. 2016-05-034: An Ordinance Amending Urbana City Code
Chapter Fourteen, Section 14-7, Regarding Schedule of Fees
Subsections B Through P – “Licenses and Permits,” Excluding Liquor
(July 1, 2016 through June 30, 2017)
This item will be presented in a special meeting of City Council on
June 13, 2016.
e. Ordinance No. 2016-05-035: An Ordinance Amending Urbana City Code
Chapter 3.5 (Amendments to Ambulance Services Ordinance)
Alderman Brown made a motion to approve this ordinance. Motion
seconded by Alderman Smyth. There was discussion about having a
document available with the breakdown of what is included in this
amendment. After discussion Ordinance No. 2016-05-035 was approved
by roll call. Votes were as follows:

Disposition: Ordinance No. 2016-05-035 was approved by roll call

f. Ordinance No. 2016-05-036: An Ordinance Amending Urbana City Code
Sections 15-67 and 1-18-Possession of Cannabis Paraphernalia and
Penalty (Reduction of Fine for Cannabis Paraphernalia Possession
from $300 to $25)
Alderman Brown made a motion to approve this ordinance. Motion was
seconded by Alderman Ammons and approved by roll call vote. Votes
were as follows:

Disposition: Ordinance No. 2016-05-036 was approved by roll call

g. Ordinance No. 2016-05-037: An Ordinance Amending Urbana City Code
Section 1-17 – Settlement of Violations Prior to Suit Being Filed
(Increase in Time for Settling Violations from 14 Days To 35 Days
with an extension of 28 Days)
Alderman Brown made a motion to approve this ordinance. Alderman
Smyth seconded the motion.

Alderman Smyth suggested a review of the fine schedule to look at
the fine amounts charged for other offenses. He then made a motion
to amend this ordinance to change the amount of time for
settlement, changing the settlement time to 60 days, instead of 35
days with an extension of 28 days. He also added that the date this
would take effect would be July 15, 2016 to allow for the change
and ordering of new forms. There was discussion. Alderman Roberts
seconded the motion. Motion to amend this ordinance was approved by
voice vote.
This ordinance was approved by roll vote as amended. Votes were as
follows:

Disposition: Ordinance No. 2016-05-037 was approved as amended by
roll call vote. (5-Ayes; 0-Nay)
h. Ordinance No. 2016-05-038: An Ordinance Amending Urbana City Code
Chapter 1 and Chapter 3 (Notice Requirement for Hearing on Class G-
2 Liquor License Application, Fine for Basset Violation)
Alderman Brown made a motion to approve this ordinance. Motion was
seconded by Alderman Roberts. There was discussion about some of
the mailed notifications for public hearing being returned. After
discussion this ordinance was approved by roll call vote. Votes
were as follows:

Disposition: Ordinance No. 2016-05-038 was approved by roll call

Planning Manager Lorrie Pearson announced upcoming events including a
lecture on vernacular building types at the Urbana Free Library, a walking
tour of historic east Urbana, and a lecture on antebellum houses

1. Resolution No. 2016-05-029R: A resolution To Authorize Execution of
an Easement Agreement between the City of Urbana and the Board of
Trustees of the University of Illinois (MCORE Project – Installation
of Street Lights and related Equipment along Green Street between
Wright Street and Lincoln Avenue
Public Works Director William Gray presented this resolution.
Alderman Ammons made a motion to approve this ordinance. Motion was
seconded by Alderman Smyth and approved by roll call vote. Votes
were as follows:

2. Ordinance No. 2016-05-039: An Ordinance Amending the Zoning Map of
the City of Urbana, Illinois (Rezoning a 0.81 acre parcel at 805
North Lincoln Avenue from the B-1, Neighborhood Business zoning
district to the B-3, General Business zoning district. – Plan Case
2278-M-16 / Lacey’s Place LLC Series Urbana
Planner I Christopher Marx presented this ordinance. Mr. Marx
answered questions and concerns from council members. After
discussion Alderman Smyth made a motion to deny the zoning change.
Motion was seconded by Alderman Ammons and approved by roll call
vote. Vote was as follows:
Ammons – Aye Roberts – Aye
Brown – Aye Smyth – Aye
Jakobsson – Aye
Disposition: Ordinance No. 2016-05-039 was denied by roll call vote:

3. Mayoral Appointment
a. Sustainability Advisory Commission
1. Stacy Gloss – term to expire June 30, 2018

1. Jenelle Orcherton – term to expire June 30, 2019
c. Property Maintenance Code Board of Appeals
1. Daniel Harmon – term to expire June 30, 2019
Alderman Smyth made a motion to approve these Mayoral appointments.
Motion seconded by Alderman Ammons. Motion approved by voice vote.
Disposition: The appointments of Stacy Gloss to the Sustainability
Advisory Commission, Jenelle Orcherton to the Public Arts Commission
and Daniel Harmon to the Property Maintenance Code Board of Appeals
were approved by voice vote
4. Discussion
a. Moratorium on gaming hall licenses in Urbana
Alderman Roberts introduced this topic. He voiced concerns about the
number of gaming halls and possible location of future gaming
halls. Discussion about the licenses, establishments and locations
ensued. It was decided to continue dissuasion at a later date.
J. ADJOURNMENT
There being no further business to come before the City Council, Mayor
Prussing declared the meeting adjourned at 10:19 p.m.
