CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:42 p.m. *Started late due to prior meetings. Urbana City Council Minutes: June 6, 2016 Page 2 of 7 B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve minutes from the meetings held on May 16, 2016 and May 23, 2016(Special Meeting). Alderman Roberts seconded. Motion carried by voice vote. C. ADDITIONS TO THE AGENDA Mayor Prussing asked to remove item 5f under New Business. This appointment did not need renewal. D. PETITIONS AND COMMUNICATIONS Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melina Carr did not wish to speak but asked that her concerns for the Dr. Ellis Subdivision sewer issues and historic impact be entered into the record. E. REPORTS OF OFFICERS Mayor Prussing announced that she has sign up for a program with the National Wild Life Federation to help with saving the Monarch Butterflies. She also met with local children who are very interested in this. Mayor Prussing would like to designate September as Monarch Butterfly month in the City of Urbana. Alderwoman Marlin announced that the Urbana Pops Orchestra is given a free Videogames Theme concert at the Urbana High School Auditorium this coming Saturday, June 11, 2016 at 7pm. I. NEW BUSINESS 1. Consolidated Social Service Allocation (2016-2017) Urbana City Council Minutes: June 6, 2016 Page 4 of 7 Alderman Jakobsson reported that the report is not ready at this time. 2. Ordinance No. 2016-06-045: An Ordinance Approving the Fiscal Year 2016 – 2017 Annual Budget Finance Director Elizabeth Hannan presented Ordinance No. 2016-06- 045 with recommendation for approval. Ms. Hannan addressed council questions regarding the budget and implemented changes. She also gave a detailed listing of changes, which are housekeeping items. Discussion ensued. After discussion Alderwoman Marlin made a motion to approve Ordinance No. 2016-06-045 as presented. Alderman Smyth seconded motion carried by roll call. Ordinance No. 2016-06-046: An Ordinance Revising the Fiscal Year 2015 – 2016 Annual Budget (FY 2016 Estimates) Finance Director Elizabeth Hannan presented Ordinance No. 2016-06- 046 with recommendation for approval. Ms. Hannan explained that this Ordinance amends the FY 2017 estimates to conform to those included in the proposed budget and again a detailed listing of changes was provided. After presentation Alderman Smyth made a motion to approve Ordinance No. 2016-06-046 as presented. Alderman Roberts seconded motion carried by roll call. Resolution No. 2016-06-033R: A Resolution Adopting Financial Policies Finance Direct Elizabeth Hannan presented Resolution No. 2016-06- 033R with recommendation for approval. Council members concur with the direction this policy will make the city finances more transparent. After presentation Alderman Smyth made a motion to approve Resolution No. 2016-06-033R as presented. Alderman Roberts seconded. Motion carried by roll call.
