Clark, City Clerk *** SPECIAL MEETING *** URBANA CITY COUNCIL MEETING Monday, June 13, 2016 The City Council of the City of Urbana, Illinois, met in special session Monday, June 13, 2016 at 7:00 p.m. in the Council Chambers at the Urbana City Building. Call To Order and Roll Call There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:00 p.m. II. Petitions and Communications Tamara Chaplin addressed the council with a request that the City’s noise ordinance be revised and enforced due to the daily magnification of music from the church in the neighborhood that amplifies the music several times a day for a period of 15 minutes at a time. Angie Estes addressed the council with the same request and echoed the same concern as Ms. Chaplin on the number of times a day that the music is amplified. Urbana City Council (Special Meeting) Minutes: June 13, 2016 Page 2 of 3 III. ORDINANCE NO. 2016-05-033: An Ordinance Amending Urbana City Code Chapter Fourteen, Section 14-7, Regarding Schedule of Fees Subsection A – “Liquor Licenses” (July 1, 2016 Through June 30, 2017) – [cow 05/09/16] **Alderman Madigan recused himself due to conflict of interest as a liquor license holder in the City of Urbana. Elizabeth Beaty presented Ordinance No. 2016-05-033 with recommendation for approval. Ms. Beaty addressed questions from council. Alderman Roberts made a motion to approve Ordinance No. 2016-05-033. Alderman Smyth seconded. Motion carried by roll call. Votes were as follows: Bill Brown – Aye Dennis Roberts - Aye Michael P. Madigan – Recuse Charles Smyth - Aye Diane Marlin - Aye Disposition: Ordinance No. 2016-05-033 was approved by roll call vote (4–Aye; 0-Nay) IV. ORDINANCE NO. 2016-05-034: An Ordinance Amending Urbana City Code Chapter Fourteen, Section 14-7, Regarding Schedule of Fees Subsections B Through P – “Licenses And Permits,” Excluding Liquor (July 1, 2016 Through June 30, 2017) [cow 05/09/16] Alderman Roberts made a motion to approve Ordinance No. 2016-05-041. Alderman Smyth seconded. Motion carried by roll call vote. Votes were as follows: Bill Brown – Aye Dennis Roberts - Aye Michael P. Madigan – Nay Charles Smyth - Aye Diane Marlin - Aye Disposition: Ordinance No. 2016-05-034 was approved by roll call vote (4-Aye; 1-Nay) V. SOCIAL SERVICE Community Development Director Elizabeth Tyler said that at this time her department is still waiting on the allocation list from council. Alderman Smyth requested that this item be added to the next council meeting. VI. MAYORAL APPOINTMENTS TO BOARDS AND COMMISSIONS 1. LIBRARY a. Bill Brown - Apptd. 06/03/13 - term to expire June 30, 2019 b. Beth Scheid - Apptd. 03/06/00 - term to expire June 30, 2019 Mayor Prussing presented the appointment of Bill Brown and Beth Scheid to the library board. Alderman Smyth made a motion to approve appointments as presented. Alderwoman Marlin seconded.
