CITY OF URBANA COMMITTEE OF THE WHOLE – June 13, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, June 13, 2016, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Bill Brown; Michael P. Madigan; Diane W. Marlin; Dennis Roberts; Charles Smyth; Phyllis D. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Diane Marlin called the meeting of the Committee of the Whole to order at 7:30 p.m. **Meeting started late due to prior special City Council meeting. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve the minutes from the meeting held on May 23, 2016. Alderman Brown seconded the motion with one correction to the attendance list. After corrections the motion carried by voice vote. 3. ADDITIONS TO THE AGENDA Alderwoman Marlin stated that item 5a has been removed and rescheduled for next meeting on July 11, 2016. 4. PUBLIC INPUT Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. Durl Kruse addressed the committee to express his concerns regarding TIF incentive programs and how they are being used. Committee of the Whole June 13, 2016 Page 2 of 4 5. Presentations a. Presentation by Adams Outdoor Advertising on Digital Billboards **This item was removed and rescheduled for the next meeting on July 11, 2016. b. Retrospective Review of Urbana TIF Districts One and Two Community Development Elizabeth Tyler and Economic Development Manager Brandon Boys gave a PowerPoint presentation which provided a detailed view and analysis of the two Downtown TIF Districts. Both TIF Districts have enabled and supported major private commercial, public infrastructure investments and major accomplishments of community plans and goals. The downtown area has changed for the better and is evidence of successful redevelopment elements that together have helped to bring more jobs, more activities, and more occupancy levels. After the presentation Ms. Tyler, Mr. Boys and Ms. Horwitz addressed questions from the committee. No action taken. c. Central Redevelopment Project Area TIF Presentation Community Development Director Elizabeth Tyler and Economic Development Manager Brandon Boys gave a PowerPoint presentation. Mr. Boys presented a review of how TIF works and introduced the proposed Downtown TIF. He compared the current and proposed TIF districts. • The proposal outlined the intent to replace the expiring TIF 1 to continue work of revitalizing Downtown Urbana. • Includes underutilized properties from the current TIF 2 by “de-TIFing”. • Includes many options for publicly owned property and infrastructure in need of reinvestment. Property that was successfully develop is released back onto regular tax rolls, and a new tax baseline is set that redeems over $ 7.8 million in EAV back to all taxing districts. Discussion ensued with committee members. Mr. Boys and Ms. Tyler addressed questions from committee. No action taken. 6. Staff Report There was none. 7. Ordinance No. 2016-06-047: An Ordinance Amending Urbana City Code Chapter 25, Legacy Tree Program (Section 25-65 Consent; Sec. 25-69 Public Awareness Programs; Section 25-72 Delisting an Unhealthy or Declining Legacy Tree) City Arborist Mike Brunk presented Ordinance No. 2016-06-047 to council with recommendation for approval. Mr. Brunk explained that the purpose Committee of the Whole June 13, 2016 Page 3 of 4 for this ordinance is to partner with Urbana Park District to recognize park district trees under the Legacy Tree Program. After the presentation Alderman Smyth made a motion to send Ordinance No. 2016-06-047 to council with recommendation for approval with corrections. Alderman Roberts seconded. Motion carried by voice vote. 8. Resolution No. 2016-06-034R: A Resolution Authorizing an Intergovernmental Agreement between the City of Urbana and the Urbana Park District (Inclusion of Urbana Park District Trees in City of Urbana Legacy Tree Program) All questions were covered in the previous item without any further discussion. Alderman Smyth made a motion to send Resolution No. 2016- 06-034R to council with recommendation for approval with the suggested corrections. Alderman Roberts seconded. Motion carried by voice vote. 9. Resolution No. 2016-06-035R: A Resolution Authorizing Acceptance of Grant for Market at the Square (First Federal Savings Bank – Sprouts at the Market Grant) Farmers Market Director Natalie Kenny-Marquez presented Resolution No. 2016-06-035R and Resolution No. 2016-06-036R. She explained the purpose for the two resolutions is to accept awarded grants from two different sponsor names are as follows: • First Federal Savings Bank of Champaign will be sponsoring Sprouts at the Market program. • Farm Credit Illinois will be sponsoring the Alimentary program known as SNAP double Value Program. After presentation Alderman Roberts made a motion to send Resolution No. 2016-06-035R to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 10. Resolution No. 2016-06-036R: A Resolution Authorizing Acceptance of Grant for Market at the Square (Snap Double Value Program at Market Grant) After presentation Alderman Roberts made a motion to send Resolution No. 2016-06-036R to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 11. Resolution No. 2016-06-037R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement for the 2016 Champaign-Urbana Folk & Roots Festival in Downtown Urbana Scott Dossett representing the Champaign-Urbana Folk & Roots Festival in Downtown Urbana gave a PowerPoint presentation. Mr. Dossett reminded the committee that this group is strictly a volunteer base and they are reaching out to Urbana once again through the Public Arts Program for assistance with the event. After presentation Alderman Dennis Roberts made a motion to send Resolution No. 2016-06-037R to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. Committee of the Whole June 13, 2016 Page 4 of 4 12. Resolution No. 2016-06-038R: A Resolution Approving a Subrecipient Agreement between the Urbana Home Consortium and Highland Green, LLC. Community Development Specialist Matthew Recj introduced Resolution No. 2016-06-038R with recommendation for approval at the June 27, 2016 meeting. Community Development Director Elizabeth Tyler informed the committee that these items 12 and item 13 need to be approved no later than July 5th, 2016 in order to allow for grant money to be used. After presentation Alderman Smyth made a motion to keep these items in committee to complete required project details. Alderman Roberts seconded. Motion carried by voice vote. 13. Resolution No. 2016-06-039R: A Resolution Approving a Subrecipient Agreement between the City of Urbana and Highland Green, LLC. After presentation Alderman Smyth made a motion to keep this item in committee to complete required project details. Alderman Roberts seconded. Motion carried by voice vote. 14. Resolution No. 2016-06-040R: A Resolution Amending an Urbana Home Consortium Tenant Based Rental Assistance Program Agreement (Community Elements TBRA FY 2012-2013) Community Development Specialist Matthew Recj introduced Resolution No. 2016-06-040R with recommendation for approval. This Resolution is to extend the agreement by one additional year to allow Community Elements time to spend the funding in the Tenant Based Rental Assistance Program. After the presentation Alderman Brown made a motion to send Resolution No. 2016-06-040R to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 15.
