Clark, City Clerk URBANA CITY COUNCIL Monday, June 20, 2016 The City Council of the City of Urbana, Illinois, met in regular session Monday, June 20, 2016 at 7:00 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:03 p.m. **Started late due to prior Town Board Meeting**. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Ammons made a motion to approve minutes from the meetings held on June 6, 2016 and June 13, 2016 (Special Meeting). Alderwoman Marlin seconded. Alderman Smyth made a correction to the June 6 meeting. After the correction, the motion to approve the minutes carried by voice vote. C. ADDITIONS TO THE AGENDA 1. MTD Presentation (Designated Bus Program – Green Street) Bryan Smith, Chief Operating Officer for the Champaign-Urbana Mass Transit District gave a presentation to council members to explain the Designated Urbana City Council Minutes: June 20, 2016 Page 2 of 5 Stops Program, which will start in fall 2016. During his presentation, Mr. Smith answered questions and concerns from council members. D. PETITIONS AND COMMUNICATIONS Chris Lukeman, owner of a small business in Urbana called C-U Adventures in Time and Space, expressed his gratitude for the small business development grant he received from the City and how it helped him in the startup of his business. Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. Ryan Hughes, a member of the Champaign County Racial Justice Task Force, spoke to council in support of Urbana and changes that have been made to help reduce racial disparity based on recommendations by the Traffic Stop Data Task Force. Alderman Roberts reminded everyone that the City of Urbana was founded on June 21, 1833. E. UNFINISHED BUSINESS 1. Social Service Alderman Jakobsson presented the results of the allocation of social service funds and explained the methods he used to compute the allocations. After discussion Alderman Jakobsson made a motion to accept the Social Service allocation results. Motion seconded by Alderman Smyth and carried by roll call vote as follows: Ammons – Aye Marlin – Aye Brown - Aye Roberts – Aye Jakobsson – Aye Smyth - Aye Madigan – Nay Prussing – Aye Disposition: Social Service funding allocations accepted by roll call vote (7-Aye; 1-Nay) F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2016-06-047: An Ordinance Amending Urbana City Code Chapter 25, Legacy Tree Program (Section 25-65 Consent; Sec. 25-69 Public Awareness Programs; Section 25-72 Delisting an Unhealthy or Declining Legacy Tree) Alderwoman Marlin made a motion to approve this ordinance. Motion seconded by Alderman Smyth and carried by roll call vote. Votes were as follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Disposition: Ordinance No. 2016-06-047 was approved by roll call vote (7–Aye; 0-Nay) b. Resolution No. 2016-06-034R: A Resolution Authorizing an Intergovernmental Agreement between the City of Urbana and the Urbana City Council Minutes: June 20, 2016 Page 3 of 5 Urbana Park District (Inclusion of Urbana Park District Trees in City of Urbana Legacy Tree Program) Alderwoman Marlin made a motion to approve this resolution. Motion seconded by Alderman Smyth and carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Disposition: Resolution No. 2016-06-034R was approved by roll call vote (7–Aye; 0-Nay) c. Resolution No. 2016-06-035R: A Resolution Authorizing Acceptance of Grant for Market at the Square (First Federal Savings Bank – Sprouts at the Market Grant) Alderwoman Marlin made a motion to approve this resolution. Motion seconded by Alderman Brown and carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Disposition: Resolution No. 2016-06-035R was approved by roll call vote (7–Aye; 0-Nay) d. Resolution No. 2016-06-036R: A Resolution Authorizing Acceptance of Grant for Market at the Square (Snap Double Value Program At Market Grant) Alderwoman Marlin made a motion to approve this resolution. Motion seconded by Alderman Brown and carried by roll call vote. Resolution No. 2016-06-037R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement for the 2016 Champaign-Urbana Folk & Roots Festival in Downtown Urbana Alderwoman Marlin made a motion to approve this resolution. Motion seconded by Alderman Brown and carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Disposition: Resolution No. 2016-06-037R was approved by roll call vote (7–Aye; 0-Nay) Urbana City Council Minutes: June 20, 2016 Page 4 of 5 f. Resolution No. 2016-06-040R: An Amendment to an Urbana Home Consortium Tenant Based Rental Assistance Program Agreement (Community Elements TBRA 2012-2013 Alderwoman Marlin made a motion to approve this resolution. Motion seconded by Alderman Roberts. Community Development Specialist Matt Rejc explained that Community Elements has had a change in ownership. He stated that the changes to the resolution will be substantial, and that the resolution will have to go back to committee. Alderwoman Marlin withdrew her motion to approve this ordinance and made a motion to send the resolution back to committee. Motion was seconded by Alderman Smyth and carried by voice vote. G. REPORTS OF SPECIAL COMMITTEES Alderman Roberts announced that the Sister Cities Committee will participate in the Fourth of July parade. H. REPORTS OF OFFICERS There were none. I. NEW BUSINESS 1. Ordinance No. 2016-06-048: An Ordinance Approving a Special Use Permit (Special Use Permit to allow construction of a 95-foot monopole telecommunications tower with antennas and a telecommunications equipment enclosure in the B-3, General Business Zoning District - Plan Case No. 2279-SU-16 / 2000 North Cunningham Christopher Marx, Planner I, presented this ordinance. Jack Voltz, with PI Tower Development, LLC was also present. There was discussion, during which Mr. Marx and Mr. Voltz along with Planning Manager Lorrie Pearson responded to questions and concerns from council members. Alderman Smyth made a motion to approve this ordinance. Motion seconded by Alderwoman Marlin and carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Disposition: Ordinance 2016-06-048 was approved by roll call vote: (7-Aye; 0-Nay) 2. Dale Snider - appointed 4/12/12 Mayor Prussing presented the Mayoral re-appointments to boards and commissions. Alderman Smyth made motion to accept all Mayoral re- appointments as presented. Motion seconded by Alderwoman Marlin and carried by voice vote. J.
