CITY OF URBANA COMMITTEE OF THE WHOLE – July 11, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, July 11, 2016, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Bill Brown; Eric Jakobsson; Michael P. Madigan; Diane Marlin; Dennis Roberts; Charles Smyth; Phyllis Clark; Laurel Lunt Prussing ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Aaron Ammons, Alderman Ward 3 STAFF PRESENT: Brandon Boys; Patrick Connolly; William Gray; Elizabeth Hannan; Mike Monson; Brian Nightlinger; James Simon; Elizabeth Tyler OTHERS PRESENTE: Karen Carter; Pastor Angel Johnson; Angelica Johnson; Rev. Dr. Evelyn B. Underwood; Bishop King James Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Charles Smyth called the meeting of the Committee of the Whole to order at 7:37 p.m. *Meeting started late due to prior public hearing. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Charles Smyth made a motion to approve the minutes from the meeting held on June 27, 2016. Alderwoman Marlin seconded. Motion carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC INPUT Alderman Jakobsson acknowledged public input cards received from the following residents: Karen Carter; Pastor Angel Johnson and Angelica Johnson regarding funding for AYC youth center. Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. 5. Presentations There were none. 6. Staff Report Economic Development Manager Brandon Boys went over the June Business and Development report. He reported the purchase of a new interactive sculpture that is located at the Urbana Free Library which was purchased with contributions from Commissioner Virginia Waaler and her husband Jack Waaler. Community Development Director Elizabeth Tyler will be speaking at the Local Leaders Council of Smart Growth America Committee of the Whole Monday, July 11, 2016 Page 2 of 3 in Washington DC July 18th. Mr. Boys also gave dates for upcoming events: July 25th Food Truck Rally, August 23 Business and Development Luncheon, August 26-27 Sweetcorn Festival. After the presentation he addressed questions from committee members. 7. Ordinance No. 2016-07-054: An Ordinance Revising the Fiscal Year 2015 – 2016 Annual Budget (Corrections to FY 2016 Estimates) Finance Director Elizabeth Hannan presented Ordinance No. 2016-07-054 with recommendation for approval. Ms. Hannan explained that the purpose of this Ordinance is to correct errors in the expenditure for the fiscal year that ended on June 30, 2016. Alderman Smyth made a motion to send Ordinance No. 2016-07-054 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 8. Ordinance No. 2016-07-055: An Ordinance Revising the Annual Budget Ordinance for FY 2016-2017 (Rebudget Boneyard Creek Expenses) Public Works Director William Gray presented Ordinance No. 2016-07-055 with recommendation for approval. He gave a history of the properties, which are located along the Boneyard Creek Trail, and corrected the size as it had been presented in the memo. Mr. Gray also explained where the funds for the purchase of the properties came from. Discussion ensued. After the presentation, Alderman Roberts made a motion to send Ordinance No. 2016-07-055 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 9. Ordinance No. 2016-07-056: An Ordinance Authorizing the Purchase of Certain Real Estate (202 and 204 North Wood Street) Alderman Smyth made a motion to send Ordinance No. 2016-07-056 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 10. Resolution No. 2016-07-047R: A Resolution Approving Property Tax Rebates for a Certain Property within the Beringer Commons Subdivision (2809 E. Clarion Road) Community Development Director Elizabeth Tyler presented Resolution No. 2016-07-047R with recommendation for approval. This Resolution would correct the oversight that excluded the subject property in the previously adopted resolution offering tax rebates to similar properties within the Beringer Commons Subdivision. Discussion ensued. After discussion, Alderman Smyth made a motion to send Resolution No. 2016-07-047R to council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 11. Adjournment There being no further business before the committee, Chair Smyth declared the meeting adjourned at 8:16pm.
