CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, September 12, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, September 12, 2016, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Aaron Ammons; Bill Brown; Eric Jakobsson; Michael P. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Marlin called the meeting of the Committee of the Whole to order at 7:01 p.m. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve the minutes from the meeting held on August 22, 2016. Alderman Smyth seconded. Motion carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC INPUT Several residents addressed the committee concerning the North Dakota Pipeline project, and voiced their opposition to the pipeline. The pipeline will carry oil from western North Dakota to Illinois. The residents would like Urbana to draft a resolution of solidarity, showing support in trying to stop this project. Names of the residents in opposition to the pipeline project are: Angela King; Stephen Kaufman; Penny Hanna; Robert Naiman; Jacqueline Potter; Richard Antisdel; Barbara Antisdel; Lois Kain. Gina Pagliuso addressed the committee with comments regarding the August Economic Development report. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. Committee of the Whole Monday, September 12, 2016 Page 2 of 5 Durl Kruse addressed the committee at the time of Ordinance No. 2016- 09-084, 2016-09-085 and 2016-09-086 to express his concerns regarding these items. Gurdeep Kaur addressed the committee on behalf of the U of I students in Urban Planning to extend an invitation to a community event called (Parking Day) that will take place at Goodwin and Nevada September 16, 2016 from 9am-3pm. Council Input After public input Alderman Ammons made a motion to add the subject brought by concerned citizens regarding the North Dakota pipeline to the agenda as item 15. Alderman Smyth seconded. Motion carried by voice vote. 5. Presentations Alderman Ammons expressed some concerns regarding the sex offender registry. He also acknowledged an email he received from a constituent. Alderman Ammons also acknowledged the Fire department for the Flag ceremony in honor of 9/11. 6. Staff Report Community Development Director Elizabeth Tyler also announced the Parking Day event that will take place this coming Friday, September 16, 2016 at Goodwin and Nevada. Ms. Tyler also reminded everyone that the annual Consolidated Annual Performance and Evaluation Report (CAPER) is available for viewing at the City Clerk’s office, Library, City’s website and Community Development office. Economic Development Manager Brandon Boys presented the August Business and Development Report giving updates on various items as follows: • Highland Green project updates • Eat Local Challenge – Urbana’s Market at the Square is one of many Central Illinois farmers market promoting a month-long eat local challenge. • William Kolschowsky – New Economic Development Specialist • Pygmalion Festival – September 16-24 at the Tech Conference, Krannert Center for the Performing Arts. • Downtown Urbana Food Truck Rally – Civic Center September 27 from 11am-2:00pm. • Bangkok Thai – New restaurant now open Mr. Boys also gave a brief summary of all projects currently taking place on University Avenue, Downtown, Cunningham Avenue and South Urbana. Discussion ensued with committee members. Alderwoman Marlin reported that at the request of committee members there will be an update presented at the next committee of the whole meeting on September 26, 2016 regarding the Windsor road project. Committee of the Whole Monday, September 12, 2016 Page 3 of 5 Alderwoman Marlin invited committee members and the public to the ribbon cutting for the new 1 million gallon elevated water tank September 28, 2016 1pm at 2814 Hundman Drive, Champaign. Public Works Director William Gray gave an update on a couple of projects (street resurfacing and concrete patching) that will take place during the next couple of weeks. 7. Ordinance No. 2016-09-080: An Ordinance Approving Agreements For Relocation of Ameren Distribution Facilities (Relocation of Ameren Utilities in and about the North Lincoln Avenue Construction Project Area) Public Works Director William Gray presented Ordinance No. 2016-09-080 with recommendation for approval. Mr. Gray addressed the committee’s questions and concerns. Mr. Gray also explained that this action is needed in order to move forward with the North Lincoln Avenue Construction Project. Discussion ensued. Alderman Roberts made a motion to send Ordinance No. 2016-09-080 to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 8. Ordinance No. 2016-09-081: An Ordinance Naming a Street, Avenue, Alley, or other Public Place (Changing “O’Brien Drive” to “Napleton Way”)” Public Works Director William Gray presented Ordinance No. 2016-09-081 with recommendation for approval. Mr. Gray addressed the committee’s concerns regarding the name change and the possible impact on other businesses, of which there is none in this particular case. Mr. Gray also emphasized that the petitioner will be taking care of the incurred expenses. Discussion ensued. After presentation and discussion Alderman Jakobsson made a motion to send Ordinance No. 2016-09-081 to council with recommendation for approval. Alderman Ammons seconded. Motion carried by voice vote. 9. Ordinance No. 2016-09-082: An Ordinance Revising the Annual Budget Ordinance for FY 2016-2017 (Staffing Changes at Landscape Recycling Center) Public Works Arbor Manager Bruce Cubberley gave a PowerPoint presentation for Ordinance No. 2016-09-082 with a recommendation for approval. This change will only increase the customer service interaction with the public. Discussion ensued. After presentation Mr. Gray and Bruce Cubberley addressed the committee’s questions and concerns. Alderman Roberts made a motion to send Ordinance No. 2016-09-082 to council with recommendation for approval. Alderman Ammons seconded. Motion carried by voice vote. 10. Ordinance No. 2016-09-083: An Ordinance Revising the Annual Budget Ordinance for FY 2016-2017 (Grant Award for the Urbana Public Arts Program) Economic Development Manager Brandon Boys presented Ordinance No. 2016- 09-083 with recommendation for approval. This Ordinance will allow the Committee of the Whole Monday, September 12, 2016 Page 4 of 5 city to accept the awarded grant of $6,800.00 from the Illinois Arts Council Agency. Mr. Boys addressed the committee’s questions and concerns. After discussion Alderman Jakobsson made a motion to send Ordinance No. 2016- 09-083 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 11. Resolution No. 2016-09-060R: A Resolution Authorizing Entering Into and Execution of an Illinois Arts Council Agency Grant Agreement Economic Development Manager Brandon Boys presented Resolution No. 2016-09-060R with recommendation for approval. No discussion. Alderman Smyth made a motion to send Resolution No. 2016-09-060R to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 12. Ordinance No. 2016-09-084: An Ordinance Adopting and Approving the Redevelopment Plan and the Related Redevelopment Projects for the Proposed Central Redevelopment Project Area of the City of Urbana, Champaign County, Illinois Economic Development Manager Brandon Boys presented Ordinance No. 2016- 09-084 with recommendation for approval. Mr. Boys addressed the committee’s questions and concerns while explaining the purpose of the following three ordinances. Mr. Boys explained that these steps are needed in order to be in compliance with the TIF Act. To complete the adoption of the Urbana Central TIF District, these Ordinances will have to go to October 17, 2016 City Council meeting for final action. Discussion ensued. After discussion Alderman Smyth made a motion to send Ordinance No. 2016-09-084 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 13. Ordinance No. 2016-09-085: An Ordinance Designating the Central Redevelopment Project Area of the City Of Urbana, Champaign County, Illinois Economic Development Manager Brandon Boys presented Ordinance No. 2016- 09-085 with recommendation for approval. No further discussion. Alderman Smyth made a motion to send Ordinance No. 2016-09-085 to council with the recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 14. Ordinance No. 2016-09-086: An Ordinance Adopting Tax Increment Financing for the Central Redevelopment Project Area of the City of Urbana, Champaign County, Illinois Economic Development Manager Brandon Boys presented Ordinance No. 2016- 09-086 with recommendation for approval. No further discussion. Alderman Smyth made a motion to send Ordinance No. 2016-09-086 to council with the recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. Discussion – North Dakota Pipeline Project Mayor Prussing volunteered to draft a resolution regarding the North Dakota Pipeline Project. Alderman Smyth also volunteered to collaborate with Mayor Prussing. Alderman Smyth made a motion to send this resolution to council with consideration for approval. Alderman Jakobsson seconded.
