Clark, City Clerk URBANA CITY COUNCIL Monday, November 7, 2016 The City Council of the City of Urbana, Illinois, met in regular session Monday, November 7, 2016 at 7:00 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 8:25 p.m. **Started late due to prior meeting**. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Ammons made a motion to approve minutes from the meetings held on October 17, 2016; October 24, 2016(Special) and October 27, 2016(Special). Alderman Roberts seconded. Motion carried by voice vote. C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Tommy Askins Sr. addressed the council to express his concerns regarding the Aspen Court neighborhood and the current crime activities. Robin Arbiter addressed the council to express her concerns regarding the Lierman neighborhood. She engaged in a conversation with council members regarding the current situation in the neighborhood. Ms. Arbiter also wanted to publically thank the Urbana police department, Chief Connolly, Lt. Sanders, HRO Alex Bautista and council members Marlin, Brown and Roberts for their participation at the various events held at the Lierman neighborhood. Discussion ensued with council. Carletta Donaldson addressed the council to express her concerns regarding various issues and also to acknowledge all Veterans and asked for a moment of silence. Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. 1. Healthcare Presentation Human Resource Manager Todd Rent; Police Deputy Chief Sylvia Morgan and Firefighter Steven Doggett presented this item. Mr. Rent gave a PowerPoint presentation on behalf of the Health Insurance Committee. The insurance committee is composed of employee representatives from AFSCME, IAFF, FOP, non-bargaining and human resources. The committee’s purpose is to evaluate health insurance proposals with the goal of recommending the option that is most beneficial to employees and is within the constraints of the City’s budget. At this time there are four options to choose from a. Health Alliance with an increase of 4% from the existing plan b. IPBC possible increase of 9.2% with undetermined benefits c. United Healthcare with an increase of 21.9% with undetermined benefits d. BCBS-IL with a decrease of 11.5% as a PPO and customized to match existing plan. Urbana City Council Minutes: November 7, 2016 Page 3 of 6 Mr. Rent said that the committee has recommended the city accept Blue Cross Blue Shield of Illinois as the City’s 2017 health insurance provider. Ordinance No. 2016-10-097: An Ordinance Revising the Annual Budget Ordinance for FY 2016-2017 (Staffing Adjustment – New Position) Alderman Ammons made a motion to approve Ordinance No. 2016- 10-097 as forwarded from committee. No discussion. Alderman Smyth seconded. Motion carried by roll call vote. Ordinance No. 2016-10-100: An Ordinance Amending Schedule H of Section 23-93 of the Urbana Local Traffic Code Requiring Stop Signs at a Certain Intersection (Orchard Street at California Avenue) Alderman Ammons made a motion to approve Ordinance No. 2016- 10-100 as forwarded from committee. No discussion. Alderman Smyth seconded. Motion carried by roll call vote. Ordinance No. 2016-10-102: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Bradley Avenue between Lincoln Avenue and Western City Limits of Urbana) Alderman Ammons made a motion to approve Ordinance No. 2016- 10-102 as forwarded from committee. Alderman Roberts seconded. Motion carried by roll call vote. Ordinance No. 2016-10-101: An Ordinance Amending Schedule K of Section 23- 184 of the Urbana Local Traffic Code Prohibiting Parking during Certain Hours on Certain Streets (Michigan Avenue) Alderman Ammons made a motion to approve Ordinance No. 2016- 10-101 as forwarded from committee. Madigan - Recused Disposition: Ordinance No. 2016-10-105 was approved by roll call vote (6-Ayes; 0-Nay). *Alderman Madigan recused himself from 9:46-9:47pm due to conflict of interest as a liquor license holder in the City of Urbana. G. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS Police Chief Patrick Connolly and statistician Melissa Hayes gave a PowerPoint presentation in response to the request by City Council for more information Traffic Stop Data. The information is collected by the Urbana Police Department and reported to the Illinois Department of Transportation. This report was presented in several different categories: all traffic stops, benchmarks, officer’s decisions to stop, individuals stopped multiple times, searches conducted during traffic stops. Each has a recommendation from Ms. Hayes. Discussion ensued. I. NEW BUSINESS 1. Mayoral Re-Appointments to Boards and Commissions a. Building Safety Code Board of Appeals – term to expire June 30, 2021 1. Brad Houk - Appointed 06/19/06 Mayor Prussing presented the reappointment of Brad Houk to the Building Safety Code Boar of Appeals. Alderman Smyth made Urbana City Council Minutes: November 7, 2016 Page 6 of 6 a motion to approve reappointment as presented. Alderman Jakobsson seconded. Motion carried by voice vote. J.
