CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, November 14, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, November 14, 2016, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Aaron Ammons; Bill Brown; Eric Jakobsson; Michael P. Madigan; Diane Marlin; Dennis Roberts; Charles Smyth; Phyllis Clark; ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Laurel Lunt Prussing, Mayor STAFF PRESENT: Brandon Boys; Celeste Choate; Patrick Connolly; William Gray; Elizabeth Hannan; Mike Monson; Brian Nightlinger; James Simon; Scott Tess; Elizabeth Tyler OTHERS PRESENTE: Elderess Melinda Carr; David “Gene” Cossey; Mary Ellen Dorner; Don Elmore; Durl Kruse; Diana Reynolds; Craig Rost; Rev. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Brown called the meeting of the Committee of the Whole to order at 7:00 p.m. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve the minutes from the meeting held on October 24, 2016. Alderman Smyth seconded. Motion carried by voice vote. 3. ADDITIONS TO THE AGENDA Chair Brown added an item to presentations at the request of Community Development staff. 4. PUBLIC INPUT Diana Reynolds and Becky Weber addressed the committee with safety concerns in the Southeast Urbana Area. Mary Ellen Dorner did not wish to speak, but is in support of more resources to address safety concerns in the southeast Urbana area. Durl Kruse addressed the committee with concerns regarding the recently released IDOT task force report findings and having access to the statistician for feedback. Discussion ensued. Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. Champaign County Economic Development Corporation Executive Director Craig Rost and Small Business Development Center Director Don Elmore gave a PowerPoint presentation regarding their agency and what they do to help the Regional Economic Development growth in Champaign County. Mr. Rost and Don Elmore explained their roles in the corporation and how they help mentor businesses to help them to be successful. Willard Airport Director Gene Cossey was also available to address questions from the board. Discussion ensued. 6. Staff Report Economic Development Manager Brandon Boys presented the October Business & Development report and addressed questions from the board. • Urbana Arts Grants Program is now accepting applications for 2017. • Open Scene has 12 community stakeholders selected to be part of the event. • November 12 at 8:00am, Urbana Business Association will have their first indoor market day at Lincoln Square Mall. • November 22 at Urbana Civic Center from 12-1:30pm, Urbana Business and Economic Development will be hosting their luncheon with presentations from Craig Rost and Carly McCory from Champaign County Economic Development Division. • 25 O’clock Brewery - remodeling in progress • Dr. G’s Brainworks closed in Urbana and moved to Market Place Mall in Champaign • New – and under construction - Burger King that will be opening at 1106 E. University • New - funeral home Leek & Sons, will be located at 1215 Bradley Avenue • New Eastland Apartments at 1905 N. Cunningham are complete • Planet Fitness at 1704 E. Amber Lane is now open. • Marco’s Pizza at 1901 S. Philo is complete Community Development Director Elizabeth Tyler gave a couple of announcements. Habitat for Humanity will have their 90th home dedication Thursday at 6pm at 1403 Heath Street Urbana. Also a reminder to submit RSVP’s for the Economic Development luncheon next Tuesday. Public Works Director William Gray gave an update regarding improvement projects currently in progress throughout the city at various facilities. He also announced the opening of Windsor road. 7. Resolution No. 2016-11-066R: Resolution to Support the Establishment of a Property Assessed Clean Energy (Pace) Program for Commercial Properties in Urbana, Illinois Environmental Sustainability Manager Scott Tess presented Resolution No. 2016-11-066R with recommendation for approval. Mr. Tess explained that this resolution is to support SB0116 which is a bill that authorize the creation of a green special service area. Committee of the Whole Monday, November 14, 2016 Page 3 of 3 Chair Brown relished the chair to Alderman Roberts from 08:52-08:55pm to joined discussion. After discussion Alderman Roberts made a motion to send Resolution No. 2016-11-066R to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 8. Resolution No. 2016-11-067R: A Resolution Estimating the Tax Levy (Fiscal Year 2016 – 2017) Finance Director Elizabeth Hannan presented Resolution No. 2016-11-067R with recommendation for approval and gave a summary of the proposed property tax levy for 2016. Discussion ensued. After discussion Alderman Smyth made a motion to send Resolution No. 2016-11-067R to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 9. Ordinance No. 2016-11-108: An Ordinance of the City of Urbana, Champaign County, Illinois Removing a Certain Property from the Downtown Urbana Tax Increment Redevelopment Project Area Number Two Economic Development Manager Brandon Boys presented Ordinance No. 2016- 1108 with recommendation for approval. Mr. Boys explained that this ordinance will correct an error that was found for a property that should have been taken out of the TIF 2, but was overlooked. Alderwoman Marlin made a motion to send Ordinance No. 2016-11-108 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 10. Adjournment There being no further business before the committee, Chair Brown declared the meeting adjourned at 9:12pm. _Wendy M.
