Clark, City Clerk URBANA CITY COUNCIL Monday, December 5, 2016 The City Council of the City of Urbana, Illinois met on Monday, December 5, 2016 at 7:00 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:24pm. **Meeting started late due to a prior meeting. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Jakobsson made a motion to approve minutes from the meeting held on November 21, 2016. Alderman Roberts seconded. Motion carried by voice vote. Urbana City Council Minutes: December 5, 2016 Page 2 of 4 C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Jane Saberg had questions about sanctuary cities and hiring additional police officers. Robert Naiman spoke in support of Keith Ellison as chair of the Democratic National Committee. The following people spoke against hiring additional police officers: Jacqueline Hannah; Kate McDowell; Benjamin Stone; Marva Wright. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2016-11-110: An Ordinance Approving a Power Purchase Agreement with WCP Solar Services, LLC Environmental Sustainability Manager Scott Tess answered questions and made clarifications for committee members on this ordinance. Alderman Ammons made a motion to approve Ordinance No. 2016-11-110, using option one. The motion was seconded by Alderwoman Marlin. There was more discussion and clarification, after which Alderwoman Marlin withdrew her second to the motion made by Alderman Ammons. There was more discussion after which Alderman Smyth seconded the motion made by Alderman Ammons. After further discussion Alderman Jakobsson moved to make an amendment to the motion which would direct staff to contact the solar array company and get a firm commitment to option two. Alderman Madigan seconded the amendment to the motion. Alderman Smyth stated that the correct motion would be to send this ordinance back to committee for more information. Alderwoman Marlin made a motion to send Ordinance No. 2016-11-110 back to committee. Motion seconded by Alderman Jakobsson and carried by voice vote. b. Ordinance No. 2016-11-111: An Ordinance Amending Urbana City Code Chapter 20, Articles IV and V Alderman Roberts made a motion to approve Ordinance No. 2016-11-111. Motion seconded by Alderman Smyth and carried by roll call vote as follows: Urbana City Council Minutes: December 5, 2016 Page 3 of 4 Ammons - Aye Madigan – Aye Smyth - Aye Brown – Aye Marlin - Aye Jakobsson – Aye Roberts - Aye Disposition: Ordinance No. 2016-11-111 was approved by roll call vote (7–Aye; 0-Nay) c. Ordinance No. 2016-11-112: An Ordinance Approving a Final Subdivision Plat (Replat of Lot 452 Beringer Commons Subdivision No. 4 – Plan Case No. 2292-S-16) Alderman Roberts made a motion to approve Ordinance No. 2016-11-112. Motion seconded by Alderman Madigan and carried by roll call vote as follows: Ammons - Aye Madigan – Aye Smyth – Aye Brown – Aye Marlin - Aye Jakobsson – Aye Roberts - Aye Disposition: Ordinance No. 2016-11-112 was approved by roll call vote (7–Aye; 0-Nay) d. Resolution No. 2016-11-068R: A Resolution Assigning an Urbana Home Consortium Tenant Based Rental Assistance Program Agreement (Community Elements TBRA FY 2013-2014) Community Development Specialist Matt Rejc, Rosecrance Executive Director Sheila Ferguson and Lisa Benson, Community Services Director at the Champaign County Regional Planning Commission answered questions and concerns from committee members. Alderman Roberts made a motion to approve Resolution No. 2016-11-068R. Motion seconded by Alderman Smyth and carried by roll call vote as follows: Ammons - Aye Madigan – Aye Smyth – Aye Brown – Aye Marlin - Aye Jakobsson – Aye Roberts - Aye Disposition: Resolution No. 2016-11-068R was approved by roll call vote (7–Aye; 0-Nay) **Mayor Prussing called for a recess from 9:11 to 9:16pm. G. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS 1. Discussions a. Additional Police Personnel Police Chief Patrick Connolly discussed the report he had provided for council members and answered questions and concerns. There was discussion about the funding of the additional police officers and the possibility of hiring fewer than five. There were concerns expressed by council members about the types of revenues suggested for funding the additional officers. Also discussed was the possibility of some sort of community resource center staffed with mental health workers who would work with police. Discussion concluded when Alderman Smyth stated that because of lack of time, he would like to have a continuation of this discussion at the committee meeting on December 12. Urbana City Council Minutes: December 5, 2016 Page 4 of 4 b. Sanctuary Cities Mayor Prussing suggested moving this discussion to the December 12 committee meeting due to lack of time. Alderman Jakobsson made a motion to discuss sanctuary cities at the December 12 Committee of the Whole meeting. Motion was seconded by Alderman Roberts and carried by voice vote. c. Community Development Director Elizabeth Tyler announced some updates to council members, including an online survey for people 50 years and older to see how age-friendly Champaign-Urbana is. She reminded everyone that the Arts Grants Program is still open, and applications must be received by February 26, 2017. Ms. Tyler said there are still openings on Community Development boards and commissions that need to be filled. Alderman Jakobsson requested that the board and commission openings be posted on the city website so they can be easily found by anyone interested in them. Ms. Tyler also announced that the Assist Urbana Program is open again. Referrals can be made by contacting the Grants Management Program in Community Development. The program is an assist home ownership program and might be able to help with the down payment and closing costs for those unable to afford those. Human Relations Officer Alex Bautista announced the 16th annual Rev. Dr. Martin Luther King, Jr. Countywide celebration will take place at Parkland College on Friday, January 13, 2017 from 4:00pm until 5:00pm. I. NEW BUSINESS 1. Mayoral Appointments to Boards and Commissions a. Community Development Commission 1. Michael Braun – term to expire June 30, 2018 Mayor Prussing presented the appointment of Michael Braun to Community Development Commission. Alderman Smyth made a motion to approve the appointment. Motion seconded by Alderman Roberts and carried by voice vote. J.
