The City Council Committee of The Whole of the City of Urbana, Illinois, met
in regular session Monday, December 12, 2016, in the Council Chambers of the
Urbana City Building.

1. CALL TO ORDER AND ROLL CALL
There being a quorum, Chair Madigan called the meeting of the Committee
of the Whole to order at 7:02 p.m.
*Chair Madigan joined the meeting at 7:02pm.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Roberts made a motion to approve the minutes from the meeting
held on November 28, 2016. Alderman Smyth seconded. Motion carried by
voice vote.
3. ADDITIONS TO THE AGENDA
There were none.
4. PUBLIC INPUT
The following residents addressed the committee in support of adding
more police officers: Shannon Burnett, Jeremy Hale, Matt McElhoe,
Loren Sanders, Kim Surles, Kenneth Sprague, Laurie Sprague, Christine
Rivers and Matt Rivers.
Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to
speak, but asked that their position be entered into the record
regarding the Dr. Ellis Subdivision sewer issues.
Lauren Karplus addressed the committee in opposition and with questions
about Urbana Landmark Hotel and future development projects.
Discussion ensued with committee and staff.

Francis Boyle addressed the committee with language suggestions for
item 9. He read the changes and gave a copy to the City Clerk.
Changes submitted were as follows:
1. No city employee or official or department or agency of the City
of Urbana shall request information about or otherwise
investigate or assist in the investigation of the citizenship or
immigration status of any person unless such inquiry or the
investigation is required by a court order.
2. No city employee or official or department or agency of the City
of Urbana shall condition the provision of City benefits,
opportunities or services on matters related to citizenship or
immigration status unless required to do so by state or federal
law or by a court order.
Alderman Madigan relinquished the chair to Alderwoman Marlin from
7:51-7:53pm to join discussion.
The following residents addressed the committee in support of Sanctuary
City: Karen Aram, Eric Jakobsson, Sage Johnson, Geovanny Vega and
Julie Watkins.
Annie Adams addressed the committee to express her support for item 21
regarding the Bicycle Master Plan.
Durl Kruse addressed the committee at the time agenda item was
presented to express his concerns about Crystal Lake Sediment removal
and financial impact to the City of Urbana.
Bill Rose did not speak but his position in support of Renewable Energy
Credits is hereby entered for the records.
5. Presentations
a. Pygmalion Festival Report
Seth Fein gave a brief report about the events that took place
during the 12th annual Pygmalion Festival 2016. Mr. Fein also
thanked the City of Urbana for their sponsorship.
6. Additional Police Personnel
Mayor Prussing gave a report concerning the need for additional police
officers and the funding options. A more detailed report will be given
in January with other funding options. At this time, hotel/motel seems
to be the best source of funding.
Alderwoman Marlin read emails she received from the president of CU-
Lodging and other hotel/motel managers regarding the proposed increase
in taxes. The managers wondered why none of the businesses that would
be affected were consulted and asked how this change could affect their
businesses. Discussion ensued.
Alderman Jakobsson suggested that Cunningham Township take care of
all of the social service funding in order for the city to allocate its
portion to fund the police officers.
Alderman Roberts also read communication from constituents regarding
the presence of officers and that more emphasis should be directed to
the evening hours.

Alderman Ammons stated he was not in support of additional officers
without a sustainable form of funding.
Alderman Brown stated he was in support of additional officers but not
at the expense of a hotel/motel tax increase.
7. IDOT Traffic Stop Discussion
Police Chief Patrick Connolly introduced Statistician Melissa Hayes,
Human Relations Officer Alex Bautista and Lieutenant Fitzgerald. The
report being presented would address some of the questions that were
brought up at the previous IDOT presentation.
The PowerPoint presentation given by Statistician Melissa Hayes covered
questions previously asked by committee members and also showed
accomplishments made since the last meeting:
Monthly meetings with Human Relations Office and Urbana Police
Department
Crime Analysis email created (CrimeAnalysis@urbanaillinois.us),
Added “Beyond Scope” checkbox
Meetings with council members individually
Request for Proposals for crime mapping program
STEP & motivation for stop descriptions, and traffic stop policy
attached. All policies available online:

Additional analysis
Ms. Hayes also reported that the presentation would be available on the
city’s website the following day for public viewing.
Lt. Fitzgerald, Ms. Hayes, Mr. Bautista and Police Chief Connolly
addressed questions and concerns from committee.
8. Staff Report
There was none.
9. Resolution No. 2016-12-070R: A Resolution Reaffirming Urbana as a
Sanctuary City
Mayor Prussing distributed an updated, shorter version of the original
proposed resolution. Mayor Prussing also acknowledged provision
suggestions submitted by Professor Boyle at the beginning of meeting.
Discussion ensued.
Since there were many things to be decided concerning the language,
Alderman Smyth made a motion to send Resolution No. 2016-12-070R to
council without recommendation for approval. Alderman Ammons seconded.
Motion carried by voice vote.
10. Ordinance No. 2016-12-113: An Ordinance Approving a Power Purchase
Agreement without Renewable Energy Credits with WCP Solar Services, LLC
Environmental Sustainability Manager Scott Tess presented Ordinance No.
2016-12-113 and Ordinance No. 2016-114 in omnibus fashion. He said
that staff is currently seeking direction as to which option they would
like to forward to council.

11. Ordinance No. 2016-12-114: An Ordinance Approving a Power Purchase

After discussion of both options (Ordinance No. 2016-12-113 and
Ordinance No. 2016-12-114) Alderman Ammons made a motion to send
Ordinance No. 2016-12-114 to council with recommendation for approval.
Alderman Smyth seconded. Motion carried by voice vote.
Alderman Madigan relinquished the chair to Alderwoman Marlin from
10:01-10:02pm to express his position in voting for option 2 which is
Ordinance No. 2016-12-113. This option would save money for the City of
Urbana.
12. Ordinance No. 2016-12-115: An Ordinance Approving a Right-of-Way
License Agreement with MCDJ, LLC (208 West Griggs Street)
Assistant City Engineer Brad Bennett presented Ordinance No. 2016-12-
115 with recommendation for approval. The owner of 25 O’clock Brewing
was also present to address any questions.
This ordinance will allow an installation of an entryway for access to
their business and outdoor seating. City policy requires a license
agreement which is being proposed. No discussion.
Alderwoman Marlin made a motion to send Ordinance No. 2016-12-115 to
council with recommendation for approval. Alderman Smyth seconded.
Motion carried by voice vote.
13. Resolution No. 2016-12-069R: A Resolution Approving an
Intergovernmental Agreement between the City of Urbana and the Urbana
Park District (Agreement for Removal of Sediment from Crystal Lake
Sediment Basin)
Assistant City Engineer Brad Bennett, Urbana Park District Executive
Director Tim Bartlett and Project Manager Caitlin Lill gave a
PowerPoint presentation with background and facts about Crystal Lake
and its current condition.
Mr. Bennett explained to the board that this resolution is needed in
order to execute an intergovernmental agreement between the City of
Urbana and the Urbana Park District for the Sediment Removal and
Disposal project. The joint effort will contribute to the compliance
of permit requirements by NPDES (National Pollutant Discharge
Elimination System). Discussion ensued.
After discussion, Alderwoman Marlin made a motion to send Resolution
No. 2016-12-069R to council with recommendation for approval. Alderman
Roberts seconded. Motion carried by voice vote.
14. Ordinance No. 2016-12-116: An Ordinance Revising the Annual Budget
Ordinance for FY 2016/17 (Crystal Lake Sediment Removal)
Assistant City Engineer Brad Bennett presented Ordinance No. 2016-12-
116 with recommendation for approval. Mr. Bennett said that this
Ordinance will allow the Finance Director to transfer $ 200,000 from
the MCORE Project Storm Sewer budget line item (A10 1- 0400-0200) to
cover the City’s cost share of the Sediment and Removal Project.
Alderman Smyth made a motion to send Ordinance No. 2016-12-116 to
council with recommendation for approval. Alderman Jakobsson seconded.

15. Ordinance No. 2016-12-117: An Ordinance Amending Schedule H of Section
23-93 of the Urbana Local Traffic Code Requiring Stop Signs at Certain
Intersections (Main Street at Smith Road; Tatman Court at Industrial
Circle)
Assistant City Engineer Craig Shonkwiler presented Ordinance No. 2016-
12-117 to council with recommendation for approval. This ordinance is

for the installation of stop signs for eastbound and westbound traffic
on Main Street at Smith Road and for eastbound on Tatman Court at
Industrial Circle.
Alderman Smyth made a motion to send Ordinance No. 2016-12-117 to
council with recommendation for approval. Alderman Roberts seconded.
Motion carried by voice vote.
16. Ordinance No. 2016-12-118: An Ordinance Amending Schedule J of Section
23-183 of the Urbana Local Traffic Code Prohibiting Parking at all
Times on Certain Streets (Webber Street, Lynn Street and Wabash Avenue
between Washington Street and Oregon Street)
Assistant City Engineer Craig Shonkwiler and Public Works Director
William Gray presented Ordinance No. 2016-12-118 to council with
recommendation for approval. This ordinance is for the restriction of
parking along Webber Street, Lynn Street and Wabash Avenue between
Oregon Street and Washington Street.
Alderman Smyth made a motion to send Ordinance No. 2016-12-118 to
council with recommendation for approval. Alderman Brown seconded.
Motion carried by voice vote.
Alderwoman Marlin made a motion to extend the meeting to 11:00pm.
Alderman Smyth seconded. Motion carried unanimously by voice vote.
17. Ordinance No. 2016-12-119: An Ordinance Revising the Annual Budget
Ordinance for FY 2016/17 (MCORE Project 1 Green Street Improvements)
Assistant City Engineer Craig Shonkwiler and Public Works Director
William Gray presented Ordinance No. 2016-12-119 with recommendation
for approval. This ordinance will allow an additional $800,000 in
order to complete the project. Discussion ensued.
After discussion Alderman Roberts made a motion to send Ordinance No.
2016-12-119 to council with recommendation for approval. Alderwoman
Marlin seconded. Motion carried by voice vote.
18. Ordinance No. 2016-12-120: An Ordinance Levying Taxes for the Fiscal
Year Beginning July 1, 2016 and Ending June 30, 2017
Finance Director Elizabeth Hannan presented Ordinance No. 2016-16-12-
120, Ordinance No. 2016-12-121 and Ordinance 2016-12-122 in omnibus
fashion.
Ms. Hannan said that the first ordinance is to levy the tax that will
be collected in 2017. The second ordinance is to abate the tax. The
third is to abate a portion of the 2016 tax levy. Ms. Hannan addressed
questions and concerns from committee.
After presentation, Alderman Smyth made a motion to send Ordinance No.
2016-12-120 to council with recommendation for approval. Alderman
Roberts seconded. Motion carried by voice vote.
19. Ordinance No. 2016-12-121: An Ordinance Directing the Champaign County
Clerk to Abate the Tax levy for the General Corporate Fund for the Tax
Year Beginning July 1, 2016, and ending June 30, 2017
Alderman Smyth made a motion to send Ordinance No. 2016-12-121 to
council with recommendation for approval. Alderman Ammons seconded.

20. Ordinance No. 2016-12-122: An Ordinance Directing the Champaign County
Clerk to Abate a Portion of the 2016 Tax Levy Related to General
obligation Bonds, Series 2012, and General Obligation Bonds, Series
2014
Alderman Smyth made a motion to send Ordinance No. 2016-12-122 to
council with recommendation for approval. Alderman Roberts seconded.
Motion carried by voice vote.
21. Ordinance No. 2016-12-123: An Ordinance Amending the 2005 Comprehensive
Plan of the City of Urbana, Illinois (Adoption of the 2016 Urbana
Bicycle Master Plan as an Amendment to the Comprehensive Plan – Plan
Case 2272-CP-16)
Planner II Kevin Garcia and Regional Representative Gabe Lewis
presented Ordinance No. 2016-12-123 to council with recommendation for
approval. Mr. Garcia and Mr. Lewis addressed board questions and
concerns.
After presentation the board was given three options from which to
choose: a. Approve the proposed 2016 Urbana Bicycle Master Plan and
adopt it as an element of the 2005 Urbana Comprehensive Plan;
b. Approve the proposed 2016 Urbana Bicycle Master plan with specific
changes and adopt it as an element of the 2005 Urbana comprehensive
plan or c. Do not approve the proposed 2016 Urbana Bicycle Master Plan.
Alderman Smyth made a motion to send Ordinance No. 2016-12-123 to
council with recommendation for approval. Alderman Brown seconded.
Motion carried by voice vote.
22. Resolution No. 2016-12-071R: A Resolution Approving and Authorizing
Entering into and Executing an Intergovernmental Agreement for the
Performance of Liquor License Inspections
At 11:00pm Chair Madigan relinquished the chair to Alderwoman Marlin
due to conflict of interest as a liquor license holder.
Fire Chief Brian Nightlinger presented Resolution No. 2016-12-071R to
with recommendation for approval. This resolution will authorize the
execution of a contractual agreement with Illinois Department of
Revenue Alcoholic Liquor Enforcement Pilot Program.
Alderman Smyth made a motion to send Resolution No. 2016-12-071R to
council with a recommendation for approval. Alderman Ammons seconded.
Motion carried by voice vote.
23. Adjournment
There being no further business before the committee, Chair Brown
declared the meeting adjourned at 11:03pm.
