APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Ammons made a motion to approve minutes from the meeting held on December 5, 2016. Alderman Smyth seconded. Motion carried by voice vote. C. Professor Francis Boyle addressed the committee in support of Sanctuary Cities and read an article from the New York Times(Editorial published 12- 19-16) for the record as follows: A recent Global Strategy Group poll found that Americans oppose, 58 percent to 28 percent, repealing President Obama’s DACA program, which shields the young immigrants called Dreamers from deportation. A Quinnipiac poll taken after the election found that Americans strongly support — 72 percent to 25 percent — allowing unauthorized immigrants to stay, with 60 percent supporting a path to citizenship. This support is higher than at any point in the four years it has been asking the question, Quinnipiac said. The following residents addressed the committee in opposition of Resolution No. 2016-12-070R: David Baker and Janice Mouschovias The following residents expressed their concerns regarding the Times Center and the need for a homeless shelter: Sandra Ahten, Karen Aram, Kristin Davis, Brian Dunn, Katie Harrell, James Kilgore, Don McClure Jr., Merianne O’Grady, Robin Shealy, and Julie Watkins. Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Alderwoman Marlin reported on behalf of a constituent from ward 5 in appreciation of the good services provided by Urbana Police, Fire and Public works. Alderman Smyth asked to add a couple of changes to the Ordinance as follows: A method to calculate the increase of bike usage in a more accurate way and a tracking method to discover the most popular bike paths. Community Development Director Elizabeth Tyler announced another home dedication for Habitat for Humanity that will take place at 1306 W. Dublin at 6 p.m. December 22, 2016. I. NEW BUSINESS 1. Resolution No. 2016-12-072R: A Resolution Approving an Intergovernmental Agreement with the Board of Trustees of the University of Illinois Concerning Certified Housing Inspections (Term of 2016 to 2019) Building Safety Manager John Schneider presented Resolution No. 2016-12-072R with recommendation for approval. This resolution, if approved, would authorize the mayor to execute the agreement. Mr. Schneider explained the agreement details, terms and conditions. There being no further discussion Alderman Smyth made a motion to approve Resolution No. 2016-12-072R as presented. Alderwoman Marlin seconded. Motion carried by roll call vote.
