COMMITTEE OF THE WHOLE – Monday, February 13, 2017 – 7:00 P.M.

The City Council Committee of The Whole of the City of Urbana, Illinois, met
in regular session Monday, February 13, 2017, in the Council Chambers of the
Urbana City Building.

1. CALL TO ORDER AND ROLL CALL
There being a quorum, Chair Ammons called the meeting of the Committee
of the Whole to order at 7:00 p.m.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Roberts made a motion to approve the minutes from the meeting
held on January 23, 2017. Alderwoman Marlin seconded. Motion carried
by voice vote.
3. ADDITIONS TO THE AGENDA
There were none.
4. PUBLIC INPUT
Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to
speak, but asked that their position be entered into the record
regarding the Dr. Ellis Subdivision sewer issues.
5. PRESENTATIONS
There were none.
6. STAFF REPORT
Community Development Director Elizabeth Tyler presented the January
Business & Development some of the highlights and announcements were as
follows:
• The Urbana Arts Grants Program application period for the 2017
closed February 6, 2017 with a total of forty six applications
received.
• Open Scene Public Workshop is now open and its first events will
take place February 24 & 26 at 202 S. Broadway Ave.

• Think Urbana Marketing efforts continue.
• February 23, 8:00am-10:00am Economic Development Homebuilders
breakfast will be held at Eastland Suites located at 1907 N.
Cunningham Ave.
• February 24, 7:30am Contractors breakfast will take place at El
Toro, 2561 W. Springfield Ave., Champaign.
• The Business and Development Luncheon with a presentation about
incentive programs will take place at Attie’s Bar and Grill,
2600 S. Stone Creek Blvd.
• Urbana Business Association Connections Over Coffee will take
place February 23, 7:30pm-9:00pm.
• Community Support Agriculture will meet March 3, 4:00pm-7:00pm at
108 E. Water St. promoting farms.
• March 3, 5:30:-8:30pm the 12th Annual Innovation Celebration to
take place at Parkland College Student Union, 2400 W. Bradley
Ave.
• New businesses - Bluebird Boutique and Ballet Studio
Community Development Grants Manager Kelly Mierkowski gave an update
concerning several social service events.
• Income assessment for the Lierman neighborhood will be going out
this week.
• Urbana Home Consortium affordable housing request for proposal
(RFP) will be taking applications for affordable housing
projects.
• Action Plan Fiscal year 2017-2018 is now in process and social
service funding applications will be available starting March 6,
2017 and are due by April, 2017.
• Blight Reduction Program (BRP) thirteen out of fifteen properties
have been demolished. The remaining two properties are owned by
Habitat and are in bidding process for demolition.
• Community Development also received a letter from HUD regarding
approval of renewal application for Supportive Housing
Program/Homeless (NOFA) Families in Transition. Discussion
ensued.
Public Works Director William Gray addressed the committee to give an
update about the status of the IDOT study that was presented October,
2015 for the University/Race/Wright corridor. The project is in its
preliminary design phase. Information will be forthcoming.
Chief of Police Patrick Connolly gave a brief report regarding crime
activities that took place over the weekend.
7. Ordinance No. 2017-01-008: An Ordinance Amending Urbana City Code
Chapter 20, Articles II and V
Assistant City Engineer Brad Bennett and Planning Manager Lorrie
Pearson presented Ordinance No. 2017-01-008 with recommendation for
approval.
Mr. Bennett gave a PowerPoint presentation about proposed changes to
the City Code Chapter 20, Article II and V. These changes are
necessary due to the increase in monopoles and towers in the public
right of way. Discussion ensued.

After presentation and discussion Alderman Smyth made a motion to send
Ordinance No. 2017-01-008 to council with recommendation for approval.
Alderwoman Marlin seconded. Motion carried by voice vote.
8. Ordinance No. 2017-02-006: An Ordinance Amending Schedule J of Section
23-183 of the Urbana Local Traffic Code Prohibiting Parking at All
Times on Certain Streets (Hill Street between Romine Street and Goodwin
Avenue)
Assistant City Engineer Craig Shonkwiler presented Ordinance No. 2017-
02-006 with recommendation for approval. This Ordinance will remove
parking restrictions on the south side of Hill Street between Romine
Street and Goodwin Avenue. The new parking restrictions will be on the
north side of Hill Street between Romine Street and Goodwin Avenue.
Ms. Stephanie Record from Crisis Nursery was available to addressed
questions and concerns from committee members.
After presentation and discussion Alderman Roberts made a motion to
send Ordinance No. 2017-02-006 to council with recommendation for
approval. Alderman Madigan seconded. Motion carried by voice vote.
9. Ordinance No. 2017-02-007: An Ordinance Revising the Annual Budget
Ordinance for FY 2016/17 (Cohen Building Development, EAB Treatment
Program, and Other Items)
Mayor Prussing presented Ordinance No. 2017-02-007 with recommendation
for approval on behalf of Finance Director Elizabeth Hannan.
After presentation Alderwoman Marlin made a motion to send Ordinance
No. 2017-02-007 to council with recommendation for approval. Alderman
Smyth seconded. Motion carried by voice vote.
10. Resolution No. 2017-02-009R: A Resolution Approving an
Intergovernmental Collaboration Agreement (Assessment of Fair Housing
PY2020)
Grants Management Division Manager Kelly Mierkowski presented
Resolution No. 2017-02-009R with recommendation for approval. This
agreement will allow the City of Urbana to lead and participate in a
regional assessment of Fair Housing, as required by the Department of
Housing and Urban Development (HUD).
After presentation Alderman Smyth made a motion to send Resolution No.
2017-02-009R to council with recommendation for approval. Alderman
Roberts seconded. Motion carried by voice vote.
11. Adjournment
There being no further business before the committee, Chair Ammons
declared the meeting adjourned at 8:24pm.
