Dr. Evelyn B. Underwood; Members of the Media A. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:04pm. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve minutes from the meeting held on February 6, 2017. Motion seconded by Alderwoman Marlin and carried by voice vote. Urbana City Council Minutes: February 20, 2017 Page 2 of 4 C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Presentation – Justice and Mental Health Collaboration Program Project Director Bruce Barnard and Collaborative Consultant Claudia Lennhoff gave a PowerPoint presentation about the Justice and Mental Health collaboration. They gave grant details, activities, goals and objectives and sequential intercept model, target population requirements and current priorities. • Awarding Agency – Department of Justice • Awardee – Champaign County Partnership between Sherriff’s Office and Rosecrance • Amount Awarded - $ 149,999 (October, 2015) • Project Period – 24 months • Technical Assistance provided by the Council of State Government Justice Center. Discussion ensued. Ms. Lennhoff made an announcement about a forum to address concerns regarding the ACA (Affordable Care Act). This event will take place February 21, 2017, 6:30pm at Presence Health Covenant. Everyone is welcome. Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Scott Greene addressed the council to express his interest in electric vehicle charging infrastructure expansion throughout the city of Urbana. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2017-01-008: An Ordinance Amending Urbana City Code Chapter 20, Articles II and V. Alderman Ammons presented Ordinance No. 2017-01-008 as forwarded from committee. Alderman Smyth suggested revising the language in paragraphs four and six. Discussion ensued. No action taken. Item was sent back to committee meeting. b. Ordinance No. 2017-02-006: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Urbana City Council Minutes: February 20, 2017 Page 3 of 4 Prohibiting Parking at All Times on Certain Streets (Hill Street between Romine Street and Goodwin Avenue). Alderman Ammons made a motion to approve Ordinance No. 2017-02-006 as forwarded from committee. Alderman Madigan seconded. Alderman Ammons addressed the council with concerns about the proposed parking restrictions. Discussion ensued. Alderman Roberts made a motion to send Ordinance No. 2017- 02-006 to committee for further study. Alderman Smyth seconded. Motion carried by voice vote. c. Ordinance No. 2017-02-007: An Ordinance Revising the Annual Budget Ordinance for FY 2016/17 (Cohen Building Development, EAB Treatment Program, and Other Items) Alderman Ammons made a motion to approve Ordinance No. 2017-02-007 as forwarded from committee. Alderman Smyth seconded. Motion carried by roll call vote. Votes were as follows: Aaron Ammons - Aye Michael P. Resolution No. 2017-02-009R: A Resolution Approving an Intergovernmental Collaboration Agreement (Assessment of Fair Housing PY2020) Alderman Ammons made a motion to approve Resolution No. 2017-02-009R as forwarded from committee. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS Public Works Director William Gray read an announcement from the Sunday News-Gazette newspaper about DART Corporation (formerly known as SOLO CUP). They will be recycling foam 24/7 at 1505 E. Main. Urbana City Council Minutes: February 20, 2017 Page 4 of 4 Mr. Gray also announced a pre-construction open house for the MCORE (Multimodal Corridor Enhancement) project. This event will be Wednesday, February 22, 2017, from 3-7 p.m. at the project field office located at 24 East Green Street, Unit 19, in Champaign. Alderwoman Marlin reminded everyone about the 12th Annual Innovation Celebration sponsored by the Champaign County Development program. This event will take place at Parkland College, Student Union Center from 5:30pm-8:30pm on Friday, March 3, 2017. Mayor Prussing stated that IMBIBE Urbana was awarded $1,000.00 by the City in December, 2016 for its event called First Fridays, and an additional $4,000.00 will be awarded this coming fiscal year. I. NEW BUSINESS 1. Mayoral Appointments to Boards and Commissions a. Public Arts Commission 1. Kathryn Harrell – term to expire June 30, 2017 b. Tree Commission Chair 1. Carol Augspurger Mayor Prussing presented the appointment of Kathryn Harrell for the Public Arts Commission and Carol Augspurger for the Tree Commission. No discussion. Alderman Smyth made a motion to accept the appointments as presented. Alderman Roberts seconded. Motion carried by voice vote. J.
