The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session
Monday, September 11, 2017, in the Council Chambers of the Urbana City Building.

1. CALL TO ORDER AND ROLL CALL
There being a quorum, Chair Eric Jakobsson called the meeting of the Committee of the
Whole to order at 7:00pm.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Miller made a motion to approve minutes from the meeting held on August 28,
2017. Motion seconded by Alderwoman Wu and carried by voice vote.
3. ADDITIONS TO THE AGENDA
There were none.
4. PETITIONS AND COMMUNICATIONS
Scott Greene addressed the committee to extend an invitation to an event he organized
called Urbana Drive Electric Fair. It will be held September 16, 2017 at the Farmers Market
parking lot. Discussion ensued.
Mayor Marlin read a Proclamation proclaiming September 9-17, 2017 as “Drive Electric
Week” and presented it to Scott Greene.
5. PRESENTATIONS
a. Curtis Road Corridor Study Presentation - Champaign County Regional Planning
Commission (CCRPC)

Ashlee McLaughlin from the Champaign County Regional Planning Commission (CCRPC),
Champaign-Urbana Urbanized Area Transportation Study Division (CUUATS) gave a
presentation about the preliminary report of the Curtis Road Corridor Study. Ms.
McLaughlin acknowledged the member agencies: Illinois Department of Transportation
(IDOT), Mass Transit District (MTD), City of Champaign, City of Urbana, Village of Savoy,
and University of Illinois. CCRPC/CUUATS carried out the Curtis Road Corridor Study on
behalf of the mentioned agencies. Ms. McLaughlin also addressed questions from

6. STAFF REPORT
Economic Development Specialist Elizabeth Horwitz presented the August Business and
Development report and gave an overview of the many activities for the month of August.
Updates: Salt and Light continues to move forward with their new location on South Philo
Road. The Sweetcorn Festival was a success with a reported crowd of 40,000 visitors, 30
local bands and 80 food, merchandise, informational vendors. Over 20,000 ears of
sweetcorn were consumed.
Ms. Horwitz addressed questions from committee and announced upcoming events. These
events were as follows: September 16, 4:00pm CU Pride Parade, Downtown Champaign;
September 20-24, Pygmalion Festival, Champaign-Urbana; September 26, 11:00am-2:00pm
Urbana Food Truck Rally, Urbana Civic Center at 108 E. Water; October 6, 4:00pm-
11:00pm, Urbana First Fridays, Downtown Urbana.
Mayor Marlin asked department heads from Public Works, Fire, and Police to give some
information about the response process during a time of disasters such as Hurricane Harvey
and Irma. Brief descriptions of MABAS, ILEAS, and Public Works emergency response
through the Illinois Emergency Management Agency were provided.
7. Ordinance No. 2017-09-051: An Ordinance Amending Schedule J of Section 23-172 of the
Urbana Local Traffic Code Establishing Curb Loading Zones on Certain Streets (Goose
Alley)
Assistant City Engineer Craig Shonkwiler presented Ordinance No. 2017-09-051 with
recommendation for approval. He explained that this ordinance would allow a 15-minute
loading zone designation in the Goose Alley from Race Street to City Parking Lot #11 for
the eastbound traffic. Mr. Shonkwiler said that it has been brought to the attention of Public
Works that an additional five minutes would make a tremendous difference for the business
owners in the area. The changes were presented to the traffic commission and they
concurred with the change. The time will be adjusted in the final ordinance to reflect 20
minutes instead of 15 minutes.
There being no questions or concerns, Alderman Roberts made a motion to send Ordinance
No. 2017-09-051 with the 20-minute time period to council with the recommendation for
approval. Alderman Hazen seconded. Motion carried by voice vote.
8. Ordinance No. 2017-09-052: An Ordinance Amending Schedule J of Section 23-183 of
the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets
(Division Avenue; Thompson Street)

Assistant City Engineer Craig Shonkwiler presented Ordinance No. 2017-09-051 with
recommendation for approval. He said that this ordinance is a modification to an
ordinance that was presented to committee July 10, 2017 when committee directed staff to
re-examine the intersection to include visibility sight study of the northern portion of the
intersection. The Traffic Commission recommends the installation of parking restrictions
on Division Avenue and Thompson Avenue Street. Mr. Shonkwiler addressed questions
and concerns from committee.
There being no further questions or concerns, Alderwoman Wu made a motion to send
Ordinance No. 2017-09-052 to council with recommendation for approval. Alderman
Ammons seconded. Motion carried by voice vote.
9. Resolution No. 2017-09-061R: A Resolution Approving an Emergency Solutions Grants
Program Subrecipient Agreement with Crisis Nursery (FY 2017-2018)
Grants Management Division Manager Kelly Mierkowski presented Resolution No. 2017-
09-061R with recommendation for approval. This agreement has no impact on the City
General Fund because all funding comes from the Department of Human Services (DHS).
She addressed questions and concerns from the committee, including a correction to the
grant amount for Crisis Nursery. Discussion ensued.
After discussion, Alderman Miller made a motion to send Resolution No. 2017-09-061R to
council with a recommendation for approval. Alderman Brown seconded. Motion carried
by voice vote.
10. Resolution No. 2017-09-062R: A Resolution Approving an Emergency Solutions Grants
Program Subrecipient Agreement with United Way of Champaign County, New Covenant
Fellowship Church, and Faith United Methodist Church (FY 2017-2018)
Grants Management Division Manager Kelly Mierkowski presented Resolution No. 2017-
09-062R with recommendation for approval.
There being no additional questions or concerns, Alderman Miller made a motion to send
Resolution No. 2017-09-062R to council with recommendation for approval. Alderman
Brown seconded. Motion carried by voice vote.
11. Ordinance No. 2017-09-053: An Ordinance Amending Urbana City Code Chapter 9.5,
Article II (Raffles/2017)
City Attorney James Simon presented Ordinance No. 2017-09-053 with recommendation for
approval. Mr. Simon also acknowledged the collaboration from Assistant City Attorney Curt
Borman and City Clerk Charles Smyth. Mr. Simon explained that there have not been any
changes made to the ordinance since 1999. The new ordinance will reflect changes to state
law and inflation cost. Discussion ensued.
After discussion, Alderman Roberts made a motion to send Ordinance No. 2017-09-053 to
council with recommendation for approval. Alderman Miller seconded. Motion carried by
voice vote.
12. Ordinance No. 2017-08-049: An Ordinance Amending Urbana City Code Chapters 1 and
14 (Regulating Special Events)

City Attorney James Simon presented Ordinance No. 2017-08-049 with the
recommendation for approval. Mr. Simon explained the materials that were included in the
committee packet.
At the request of committee, this ordinance was sent back for further review at its August
28th meeting. The revision addresses the two concerns presented by committee members.
The concerns were the carrying of concealed handguns to special and/or free speech events,
because the State of Illinois allows citizens with a concealed carry permit to carry a loaded or
unloaded handgun.
Mayor Marlin said that once the final version of the ordinance is approved a one-page
summary would be available on the city’s website for the public. Discussion ensued.
After debate, Alderman Roberts made a motion to send the updated version of Ordinance
No. 2017-08-049 to council with recommendation for approval. Alderman Hazen seconded.
Motion carried by voice vote.
13. Resolution No. 2017-08-059R: Resolution Regarding the Release of Closed Sessions
Minutes (For the Period Ending August 28, 2017)
City Clerk Charles Smyth presented Resolution No. 2017-08-059R with recommendation for
approval. He said that he has come across three other recordings of meetings the minutes of
which would have to be reviewed in closed session. He asked committee if they would like
to have a closed session meeting on Monday before approving the current resolution or wait
until the next approval of closed session minutes sometimes in January or February of next
year. Discussion ensued.
There being no further discussion. Alderman Miller made a motion to send Resolution No.
2017-08-059R to council with recommendation for approval. Alderwoman Wu seconded.
Motion carried by voice vote.
14. ADJOURNMENT
There being no further business before the committee, Chair Jakobsson declared the
meeting adjourned at 9:06pm.
