The City Council of the City of Urbana, Illinois met on Monday, September 18, 2017 at 7:00 p.m. in
the Council Chambers at the Urbana City Building.

A. CALL TO ORDER AND ROLL CALL
Mayor Marlin called the meeting of the Urbana City Council to order at 7:00pm.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Jared Miller made a motion to approve the minutes from September 5, 2017 City
Council meeting. Motion seconded by Alderman Aaron Ammons and carried by voice vote.
C. ADDITIONS TO THE AGENDA
There were none.
D. PUBLIC INPUT
David Monk said he would like to see broadleaf plants in addition to grasses in finishing the
North Lincoln Avenue extension.
Michael Kilcullen, who is on the Sister Cities committee, spoke about a trip to Sister City
Thionville, France. Mr. Kilcullen is trying to schedule the trip for November 18, 2017, which

coincides with the week of Thanksgiving in the U.S. Participants will make their own
reservations and pay their own expenses. He said he can help with travel planning free of
charge for anyone who requests it.
Bishop King James Underwood did not wish to speak, but asked that his position be entered
into the record regarding the Dr. Ellis Subdivision sewer issues.
Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis
Subdivision sewer problems, equity and historic impact be entered into the record.

Motion seconded by Alderman Roberts and carried by roll call vote as follows:

Grants Program Subrecipient Agreement with Crisis Nursery (FY 2017-2018)
Alderman Jakobsson made a motion to approve Resolution No. 2017-09-061R.
Motion seconded by Alderman Miller. Grants Division Manager Kelly Mierkowski
told committee members she corrected the amount in this resolution for Crisis
Nursery from $9,160 to $9,760.
Motion was then carried by roll call vote as follows:

forwarded from Committee. Motion seconded by Alderman Ammons. City Clerk
Smyth informed council he found additional sets of closed session minutes, but there
were three sets he has been unable to locate. Motion to approve this resolution was
carried by roll call vote as follows:

H. REPORTS OF OFFICERS
Mayor Marlin announced a retirement and promotions in the Fire Department. Lieutenant
Keith Schafroth will retire effective September 20, after 28 years of service. Matt Ennis will
be promoted to Lieutenant and Mike Jannusch will be promoted to Engineer.
Public Works Director William Gray responded to questions about the lateral repair
program the City currently has. Mr. Gray said the City will pay up to $5,000 for backfill,
street and sidewalk repair. The property owner pays up front for the work. After the work is
finished, the invoices are reviewed by the contractors and the resident is reimbursed. He said
the problem in the Dr. Ellis subdivision also exists in other places in the City of Urbana and
added that the scheduled date to bring a revision to the plan is November 13, 2017.
Public Works Director William Gray had several announcements:
Prep work will begin next week for resurfacing the Vine Street underpass, which will
extend from Main Street to south of University Avenue.
North Lincoln Avenue resurfacing began last week, and extends from south of
Killarney Street to about one mile north.
Concrete will be poured on North Lincoln Avenue this week for the last segment to
tie into Olympian Drive.
Mr. Gray responded to questions about the methods used to notify contractors about
upcoming bids for jobs. He said that notices for job bids are advertised in the News Gazette
and are also emailed to those who have placed their names on a list to be notified by email.
Mayor Marlin acknowledged the work of Environmental Sustainability Manager Scott Tess
and Sustainability Advisory Commission Chair Stacy Gloss for hosting two events on
Saturday, September 16, which were the Midwest Grows Green and the Urbana Drive
Electric Fair.
I. NEW BUSINESS
1. Resolution No. 2017-09-063R: A Resolution of Protest against a Proposed Map
Amendment to the Champaign County Zoning Map (2200 E. University Ave.
rezoning)
Planning Manager Lorrie Pearson presented this resolution, explaining that the
recommendation was for the council to defeat the resolution. She said the new
owners of Woodland Acres mobile home park, located in the County, would like to
expand to add new units. The County has already begun the process of rezoning the
expansion, and the expansion requires new sanitary sewer connections. The new
connections require the area to be annexed to the City. The County will continue the
rezoning process to completion because both County and City zoning are consistent
in allowing manufactured homes in that area. The City will begin negotiations with
the applicant to annex the property.
After discussion, Alderman Miller made a motion to defeat Resolution No. 2017-09-
063R. Motion was seconded by Alderman Jakobsson and carried by roll call vote as
follows:

Mayor Marlin presented the appointments of Rev. Robert K. Freeman to the
Community Development Commission, Nancy Esarey Ouedraogo to the MOR
Development Board and Shaennon Clark to the Police Pension Board. Alderman
Miller made a motion to approve these appointments. Motion seconded by
Alderman Jakobsson and carried by voice vote.
Disposition: The appointments of Rev. Robert K. Freeman to the Community
Development Commission, Nancy Esarey Ouedraogo to the MOR Development
Board and Shaennon Clark to the Police Pension Board were carried by unanimous
voice vote.
J. ADJOURNMENT
With no further business before the city council, Mayor Marlin declared the meeting
adjourned at 7:41pm.
