CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, September 25, 2017 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, September 25, 2017, in the Council Chambers of the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Bill Brown called the meeting of the Committee of the Whole to order at 7:00pm. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Wu made a motion to approve minutes from the meeting held on September 11, 2017. Motion seconded by Alderman Jakobsson and carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC INPUT Bishop King James Underwood did not wish to speak, but asked that his position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. 5. Presentations 1. Visit Champaign County – Jayne DeLuce This item will be presented at a future meeting. 6. Staff Report 1. Boneyard Creek Community Day Civil Engineer Justin Swinford told committee members that the original date for this event this year had been April 29, but because of inclement weather, it was rescheduled to August 5. He said there were 17 volunteers, who covered two shoreline miles. Next year’s event is scheduled on April 7 with an April 21 rain date. 7. Resolution No. 2017-09-064R: A Resolution Approving an Intergovernmental Agreement (JAG Program) Police Chief Sylvia Morgan told committee members that the 2016 JAG grant covered two years of the five year lease of eight TASERS with cameras and cartridges. The 2017 JAG grant amount for Committee of the Whole Monday September 25, 2017 Page 2 of 3 Urbana is $10,315.56, which is $303 short of paying the additional three years of the lease. She said the $303 could be absorbed through an equipment line item in the police department budget. After discussion, Alderman Jakobsson made a motion to send Resolution No. 2017-09-064R to council with recommendation for approval. Motion seconded by Alderman Hazen and carried by voice vote. 8. Ordinance No. 2017-09-054: An Ordinance Naming a Street, Avenue, Alley, or Other Public Place (Changing “North Lincoln Avenue” to “West Oaks Road”) Assistant City Engineer Brad Bennett told committee members this existing part of North Lincoln Avenue will be renamed to avoid confusion when the new portion of North Lincoln Avenue, now under construction, is opened later this fall. He said no mailing addresses will be affected by the change. Alderman Jakobsson made a motion to send Ordinance No. 2017-09-054 to council with recommendation for approval. Motion seconded by Alderwoman Wu and carried by voice vote. 9. Resolution No. 2017-09-065R: A Resolution Approving an Intergovernmental Agreement (Agreement for sewer system modeling) Civil Engineer Justin Swinford informed committee members that this intergovernmental agreement would allow for cost-sharing by the Urbana-Champaign Sanitary District (UCSD), the City of Champaign, and the City of Urbana. The cost-share is for the services of Innovyze, Inc. to complete the initial model buildout for a fee of $42,000. UCSD will pay the $42,000 for the work by Innovyze and will be reimbursed by the other agencies. The cost-share amounts will be: $21,000 for the UCSD portion, $14,000 for the City of Champaign portion and $7,000 for the City of Urbana portion. After discussion and clarifications by Mr. Swinford, Alderman Jakobsson made a motion to send Resolution No. 2017-9-065R to council with recommendation for approval. Motion seconded by Alderman Hazen and carried by voice vote. Ordinance No. 2017-09-055: An Ordinance Amending Urbana City Code Section 3-8 (Liquor Delivery) City Attorney James Simon informed committee members this amendment will allow the delivery of alcoholic liquor in original package form, as well as some convenience goods to a customer’s residence or the location from which the order was placed. For alcoholic liquor delivery, everyone involved in the order would have to be 21 years of age, including the person taking the order, the person picking the alcohol part of the order, the delivery driver and the recipient of the order. ID is checked and scanned upon delivery and run through a database from the state that issued it and has to match the ID of the person who placed the order. Rafael Ilishayev, Harlan Powell and Adib Maki, with Go Brands were present to answer questions from committee members. Alderman Jakobsson made a motion to send this ordinance to council with recommendation for approval. Motion seconded by Alderwoman Wu and carried by voice.
