Smyth, City Clerk URBANA CITY COUNCIL Monday, July 16, 2018 The City Council of the City of Urbana, Illinois met on Monday, July 16, 2018 at 7:00pm in the Council Chambers at the Urbana City Building. Dr. Evelyn B. Underwood; Members of the Media A. CALL TO ORDER AND ROLL CALL Mayor Marlin called the meeting of the Urbana City Council to order at 7:04pm, following a special City Council meeting. B. APPROVAL OF MINUTES OF PREVIOUS MEETING There were no minutes to approve. C. ADDITIONS TO THE AGENDA There were none. D. PUBLIC INPUT 1. Public Input Rev. Dr. Evelyn B. Underwood asked that her position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems, equity and historic impact be entered into the record. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole (Council Member Jared Miller) Chair Jared Miller suggested using omnibus vote for all action items on the agenda. He asked if it would be possible to do that, and City Attorney James Simon responded, saying voting in omnibus fashion could be done whether or not items are related. There would have to be a motion to vote in omnibus fashion, with a second and a unanimous voice vote to do so. Urbana City Council Minutes: July 16, 2018 Page 2 of 4 Chair Miller then made a motion to move the entire agenda in omnibus fashion. Motion was seconded by Council Member Dean Hazen. The motion to vote omnibus fashion for all items on the agenda failed by voice vote. a. Ordinance No. 2018-06-047: An Ordinance Amending Urbana City Code Chapter 23 (Operation and Parking of Dockless Bicycles on City of Urbana Rights-of-Way and Property) Chair Miller approve Ordinance No. 2018-06-047 as forwarded by committee. CM Dennis Roberts seconded the motion, which was carried by roll call vote as follows: Ammons – Aye Brown – Aye Hazen – Nay Jakobsson – Aye Miller – Aye Roberts – Aye Wu – Aye Disposition: Resolution No. 2018-06-047 was carried by roll call vote (6-aye; 1- nay) b. Ordinance No. 2018-07-049: An Ordinance Amending Urbana City Code Chapter 20, Articles II and V Chair Miller made a motion to approve Ordinance No 2018-06-049. Ordinance No. 2018-07-050: An Ordinance Amending Urbana City Code Chapter 14, Section 14-7, Regarding the Schedule of Fees Chair Miller made a motion to approve Ordinance No 2018-06-050. Resolution No. 2018-07-029R: A Resolution Authorizing Entry Into Inter local Agreement (Cooperative Purchasing Program with Region VIII Education Service Center, Pittsburg, Texas) Chair Miller made a motion to approve Resolution No 2018-07-029R. REPORTS OF OFFICERS Mayor Marlin said the city has received a $100,000 grant from the Regional Planning Commission to study the extension of the Kickapoo Rail Trail from the terminus, by Walmart, to Lincoln Avenue. Mayor Marlin also reported that the city received a certificate of excellence for financial reporting from the Government Finance Officers Association. She congratulated Finance Director Elizabeth Hannan and City Accountant Sophie Pham for the achievement. I. NEW BUSINESS There was none. J. ADJOURNMENT With no further business before the city council, Mayor Marlin declared the meeting adjourned at 7:17pm.
