URBANA CITY COUNCIL MEETING MINUTES DATE: Monday, October 1, 2018 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St, Urbana, IL 61801 The City Council of the City of Urbana, Illinois, met in regular session October 1, 2018 at 7:00 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Maryalice Wu (Ward 1), Eric Jakobsson (Ward 2), Aaron Ammons (Ward 3), Bill Brown (Ward 4), Dean Hazen (Ward 6), Jared Miller (Ward 7), Diane Wolfe Marlin (Mayor), Charles A. Smyth (City Clerk) ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Dennis Roberts (Ward 5) STAFF PRESENT: Carol Mitten, Bryant Seraphin, John Schneider, Joel Sanders, Lorrie Pearson, Elizabeth Hannan, Jim Simon OTHERS PRESENT: News-Gazette, Rev. Dr. Evelyn Underwood, Elderess Melinda Carr, Terry Townsend, Jackie Curry A. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:39 p.m. following a meeting of the Cunningham Town Board. B. APPROVAL OF MINUTES OF PREVIOUS MEETING City Council Member (CM) Miller made a motion to approve minutes from September 10, 2018 Public Hearing and revised minutes of regular meeting from September 10, 2018, seconded by CM Wu, and passed by unanimous voice vote. C. ADDITIONS TO THE AGENDA There were no additions. Mayor Marlin announced that the developers for the Union Gardens project asked for a delay in voting to October 15. CM Jakobsson made a motion to move the three ordinances (2018-09-58, -59, -60) to October 15, 2018 City Council meeting. Motion seconded by CM Miller and passed by unanimous voice vote. D. PUBLIC INPUT Mayor Marlin read a proclamation designating October as Domestic Violence Awareness Month in the City of Urbana. She noted how the Urbana-Champaign community through Courage Connection (then known as A Woman’s Place) was the first to provide services related to domestic abuse in North America. Executive Director Isak Griffiths received the proclamation on behalf of Courage Connection. Terry Townsend spoke in opposition to the Union Gardens Annexation agreement noting that he served as an officer of HACC for 10 years. He stated that this proposal will accelerate gentrification and is a step backwards. He indicated that he was troubled by University of Illinois growth plans as putting revenue over people. He suggested a town hall meeting on affordable Page 1 of 3  housing. He also suggested going directly to students with concerns. He expressed his concern that planning departments aren’t coming up with plans to alleviate poverty with overcrowding as families move in together even as housing for students seems overbuilt. CM Ammons expressed interest in the impact on rental rates of various developments and asked Mr. Townsend why he thinks the development is a form of gentrification. Mr. Townsend replied that taxes are going up incrementally pricing those in the area out. Housing overcrowding is resulting as affordable housing is removed for development so people are moving in with family. He is concerned that nationally if internationals students pull out, who will fill the housing. CM Brown asked about overabundance of housing noting that some say that the oversupply should lead to lower rents. Mr. Townsend agreed theoretically yes but not seeing it as the overbuilding is targeted to high income students. Rev. Dr. Evelyn B. Underwood asked that her position be entered into the record regarding her concerns for the Dr. Ellis Subdivision sewer issues. She spoke to the Union Garden development noting that Mr. Townsend had said much of what she intended adding that the News-Gazette article was good. She indicated her concern about gentrification and costs to the elderly indicating her opposition to the Union Gardens coming into her neighborhood area. She asked “Where is the grocery store” and “What about affordable housing” concerned that no one will be able to live there. She noted that the neighborhoods near the proposed development are the first African American subdivisions in Champaign and Urbana. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems, equity and historic impact be entered into the record. She also indicated her opposition to the three ordinances related to Union Garden. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole – (Reported by Council Member Dean Hazen) a. Ordinance No. 2018-09-062: An Ordinance Revising the Annual Budget Ordinance (Budget Amendment #3 – Body-Worn Cameras) For the committee, CM Hazen moved to approve Ordinance 2018-09-062, seconded by CM Ammons. With no discussion, the motion passed by roll call 7-0: Ammons – Aye; Brown – Aye; Hazen – Aye; Jakobsson – Aye; Miller – Aye; Wu – Aye; Mayor Marlin – Aye. b. Ordinance No. 2018-09-059: An Ordinance Amending the Urbana Zoning Map (Rezoning a Real Estate Parcel with Permanent Index Number 91-21-06-451-005 from R-3 to R-4 / Plan Case No. 2348-M-18) Moved to City Council Meeting October 15, 2018 c. Ordinance No. 2018-09-058: An Ordinance Approving an Annexation Agreement (A Real Estate Parcel with Permanent Index Number 30-21-06-326-015 / Judy Heimburger Trust and Trinitas Development LLC) Moved to City Council Meeting October 15, 2018 Page 2 of 3  d. Ordinance No. 2018-09-060: An Ordinance Annexing Certain Territory to the City of Urbana (A Real Estate Parcel with Permanent Index Number 30-21-06-326-015 / Judy Heimburger Trust) Moved to City Council Meeting October 15, 2018 e. Ordinance No. 2018-09-063: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class R-1 liquor licenses for La Mixteca Inc. dba La Mixteca, 510 N. Cunningham Ave., Ste. 5, Urbana, IL) CM Miller recused himself as an employee of a firm holding a liquor license in the City of Urbana. For the committee, CM Hazen moved to approve Ordinance 2018-09-063, seconded by CM Brown. With no discussion, the motion passed by roll call 5-0: Ammons – Aye; Brown – Aye; Hazen – Aye; Jakobsson – Aye; Wu – Aye. G. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS There were none. I. NEW BUSINESS 1. Mayoral Appointments to Boards and Commissions a. Market at the Square Advisory Board – term ending June 30, 2019 1. Gary Taylor Mayor Marlin nominated Gary Taylor, Common Ground Food Co-op Manager, to the Market at the Square Advisory Board as the Downtown Business representative. CM Miller moved approval, seconded by CM Wu and passed by unanimous voice vote. J.
