URBANA CITY COUNCIL SPECIAL MEETING MINUTES DATE: October 8, 2018 TIME: 6 :00pm PLACE: Urbana City Council Chambers, 400 S. Vine St., Urbana, IL 61801 Minutes The City Council of the City of Urbana, Illinois, met in Special session October 8, 2018 at 6:00 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Maryalice Wu (Ward 1), Eric Jakobsson (Ward 2), Aaron Ammons (Ward 3), Bill Brown (Ward 4), Dennis Roberts (Ward 5), Dean Hazen (Ward 6), Jared Miller (Ward 7), Diane Wolfe Marlin (Mayor), Charles A. Smyth (City Clerk) ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Carol Mitten, John Schneider, Elizabeth Hannan, Michelle Brooks, Todd Rent, Randy Burgett, Brandon Boys OTHERS PRESENT: News-Gazette I. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 6:00 p.m. II. PUBLIC INPUT There was none. III. CLOSED SESSION 1. To consider: a. Collective Bargaining Issues, Pursuant to 5 ILCS 120/2 (c) (2); b. Sale of Certain Real Estate, Pursuant to 5 ILCS 120/2 (c) (6); c. Acquisition of Certain Real Estate, Pursuant to 5 ILCS 120/2 (c) (5); d. Pending Litigation Pursuant to 5 ILCS 120/2 (c) 11 CM Miller made a motion to go into Closed Session to consider Collective Bargaining Pursuant to ILCS 120/2(c)(2), Sale of Certain Real Estate, Pursuant to 5 ILCS 120/2(c)(6), the Acquisition of Certain Real Estate, Pursuant to 5 ILCS 120/2(c)(5), and Pending Litigation Pursuant to 5 ILCS 120/2(c)11. Motion was seconded by CM Hazen and passed by roll call vote (7-0): Ammons – Aye; Brown – Aye; Hazen – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Wu – Aye. The city council, mayor, and selected staff moved to the Executive Conference Room at 6:03 p.m. The city council, mayor, and staff returned to Council Chambers at 6:49. CM Brown made a Agenda: Urbana City Council Meeting Monday, May 21, 2018 Page 2 of 2 motion to return to open session, seconded by CM Roberts, and passed by unanimous voice vote. IV. Resolution No. 2018-10-046R: A Resolution Approving a Collective Bargaining Agreement with the American Federation of State, County and Municipal Employees, AFL- CIO, Council 31, Local 1331 (Term of July 1, 2017 through June 30, 2021) Mayor Marlin introduced Resolution 2018-10-046R. CM Ammons moved approval of Resolution 2018-10-064R, seconded by CM Roberts. Mayor Marlin thanked all involved in bringing the agreement to fruition noting the hard work involved. With no further discussion, the motion passed 7-0 by roll call: Ammons – Aye; Brown – Aye; Hazen – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Wu – Aye. V. Ordinance No. 2018-10-064: An Ordinance Revising the Annual Budget Ordinance (Budget Amendment #4 – AFSCME Labor Agreement) Mayor Marlin introduced Ordinance 2018-10-064. CM Roberts moved approval of Ordinance 2018-10-064, seconded by CM Ammons. The motion passed 8-0 by roll call: Ammons – Aye; Brown – Aye; Hazen – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Wu – Aye; Mayor Marlin – Aye. VI. Mayoral Appointments to Boards and Commissions 1. Sustainability Advisory Commission Vice Chair - term to end June 30, 2020 a. Andrew Stumpf Mayor Marlin nominated Andrew Stumpf, a current member of the Sustainability Advisory Commission, to the position of Vice Chair. Motion to approve the appointment was made by CM Jakobsson, seconded by CM Ammons, and passed by unanimous voice vote. VII. ADJOURNMENT There being no further business, Mayor Marlin adjourned the meeting at 6:54 p.m. Charles A.
