CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, February 25, 2019 CITY COUNCIL CHAMBERS - 400 SOUTH VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, February 25, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Bill Brown; Dean Hazen; Shirese Hursey; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu; Charles A. Smyth; Diane Wolfe Marlin ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Brad Bennett, Shannon Beranek, Kevin Garcia, Nick Hanson, Wendy Hundley, Carol Mitten, John Schneider, Lorrie Pearson, Craig Shonkwiler, Jim Simon OTHERS PRESENT: Members of the Media 1. Call to Order and Roll Call There being a quorum, Chair Dean Hazen called the meeting of the Committee of the Whole to order at 9:41pm following a special city council meeting. 2. Approval of Minutes of Previous Meeting Alderwoman Maryalice Wu made a motion to approve the minutes from the meeting held on January 28, 2019. Alderman Jared Miller seconded. Alderman Dennis Roberts made corrections to the minutes. After correction, the motion carried by unanimous voice vote. 3. Additions to the Agenda There were none. 4. Public Input There was none. 5. Presentations There were none. 6. Staff Report Alderman Dennis Roberts announced a Sister Cities event to Thionville, France from November 17-18, 2019. It will be a celebration of the 75th Anniversary of the Liberation from Nazi regime. Anyone interested in attending the event must contact Alderman Roberts. All attendees will be responsible for their own travel expenses. More information will be forthcoming. 7. Ordinance No. 2019-02-017: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Abercorn Street, Rainbow View) Assistant City Engineer Craig Shonkwiler introduced Civil Engineer Shannon Beranek and both presented Ordinance No. 2019-02-017 with a recommendation for approval. Page 1 of 2 Ms. Beranek said that the Engineering staff received a request to study parking along the curve connecting Abercorn Street and Rainbow View in the Savannah Green subdivision. Staff analyzed the location and noticed residents parking along the east and north sides of the curve, making it difficult to maneuver around the parked vehicles, therefore it is a safety concern. The Urbana Traffic Commission approved the motion to restrict parking along the east and north sides of the curve and forward the item to the Council for consideration. After presentation and discussion, Alderman Dennis Roberts made a motion to send Ordinance No. 2019-02-017 to council with the recommendation for approval. Alderman Brown seconded. Motion carried by unanimous voice vote. 8. Ordinance No. 2019-02-018: An Ordinance Authorizing the Sale of Certain Real Estate (917 N. Linview Avenue) Community Development Director John Schneider introduced Home Inspector Nick Hanson. Mr. Hanson presented Ordinance No. 2019-02-018 with the recommendation for approval. He said that the city acquired the property located at 917 N. Linview Ave by Judicial Deed in March of 2018. The property was appraised at $18,000 and at this time, staff proposes putting it up for an auction by the city with a minimum bid price of $15,000 contingent upon the buyer obtaining a Certificate of Occupancy within 180 days of closing. This sale would similar to the one 1301 E. Washington with a public hearing as published in the News-Gazette to be held at next City Council. Alderwoman Wu asked Mr. Hanson to reiterate the locations where the notice will be posted for anyone who may be interested in purchasing this property. Mr. Hanson said that the notice for auction would be displayed at the house 917 N. Linview, News-Gazette, and the City’s website. There being no questions or concerns, Alderwoman Shirese Hursey moved to send Ordinance No. 2019-02-018 to council with the recommendation for approval. Alderman Dennis Roberts seconded. Motion carried by unanimous voice vote. 9. Adjournment With no further business before the committee, Chair Miller adjourned the meeting at 9:52pm. Wendy M.
