URBANA CITY COUNCIL MEETING MINUTES DATE: Monday, March 4, 2019 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St., Urbana, IL 61801 The City Council of the City of Urbana, Illinois, met in regular session Monday, March 4, 2019 at 7:00pm in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Maryalice Wu (Ward 1); Eric Jakobsson (Ward 2); Shirese Hursey (Ward 3); Bill Brown (Ward 4); Dennis Roberts (Ward 5); Jared Miller (Ward 7); Diane Wolfe Marlin, Mayor ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Dean Hazen (Ward 6); Charles A. Smyth (City Clerk) STAFF PRESENT: Wendy Hundley; Charles Lauss; Carol Mitten; John Schneider; James Simon OTHERS PRESENT: Elderess Melinda Carr; Tim Odom, Bishop King James Underwood, Rev. Dr. Evelyn Underwood A. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:36 p.m. following a Cunningham Township Board meeting and a City Council Public Hearing. On behalf of the City of Urbana Mayor Marlin acknowledged the passing of Bernadine Evans Stake and her legacy of service to the community. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Miller made a motion to approve minutes from February. 18, 2019 regular meeting and February 25, 2019, special meeting, seconded by Alderman Roberts, and approved by unanimous voice vote. C. ADDITIONS TO THE AGENDA There were no additions. D. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems, equity and historic impact be entered into the record. Tim Odom addressed the council to express his concerns about loading/unloading zone regulations. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole – (Council Member Dean Hazen) a. Ordinance No. 2019-02-017: An Ordinance Amending Schedule J of Section 23-183 Page 1 of 2  of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Abercorn Street, Rainbow View) *In the absence of Alderman Hazen, Alderman Miller presented items from committee. Alderman Miller made a motion to approve Ordinance No. 2019-02-017 as forwarded from committee with a recommendation for approval. Alderman Jakobsson seconded. There was no discussion and the motion carried by roll call. Votes were as follows: Brown – Aye Miller - Aye Hazen – Absent Roberts - Aye Hursey – Aye Wu - Aye Jakobsson – Aye Disposition: Ordinance No. 2019-02-017 was approved by a roll call vote of (6-Aye; 0-Nay). b. Ordinance No. 2019-02-018: An Ordinance Authorizing the Sale of Certain Real Estate (917 N. Linview Avenue) Alderman Miller made a motion to approve Ordinance No. 2019-02-018 as forwarded from committee with a recommendation for approval. Alderwoman Wu seconded. There was no discussion and the motion carried by roll call. Votes were as follows: Brown – Aye Miller – Aye Hazen – Absent Roberts – Aye Hursey – Aye Wu – Aye Jakobsson – Aye Mayor Marlin – Aye Disposition: Ordinance No. 2019-02-018 was approved by a roll call vote of (6-Aye; 0-Nay).
