The City Council of the City of Urbana, Illinois, met in regular session April 1, 2019 at 7:00 p.m. in the
Council Chambers at the Urbana City Building.
ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Eric Jakobsson
(Ward 2); Shirese Hursey (Ward 3); Bill Brown (Ward 4); Dennis Roberts (Ward 5); Dean Hazen (Ward
6); Jared Miller (Ward 7); Diane Wolfe Marlin (Mayor); Charles A. Smyth (City Clerk)
ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None
ELECTED OFFICIALS ABSENT: Maryalice Wu (Ward 1)

A. CALL TO ORDER AND ROLL CALL
There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to
order at 7:01 p.m.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
City Council Member (CM) Miller made a motion to approve minutes from the March 18, 2019
Regular Meeting, seconded by CM Roberts, and passed by unanimous voice vote.
C. ADDITIONS TO THE AGENDA
There were no additions.
D. PUBLIC INPUT
Robert Naiman invited council to a showing of Nina Paley’s movie Seder Masochism to be shown
at the Art Theater April 23. He reviewed efforts at blacklisting this movie due to political views
held by Ms. Paley. He expressed astonishment that this could happen in our university
community, something his grandfather experienced in the McCarthy era. He described his
attempts to break this blacklist by renting the Art Theater and showing this movie. However, the
Executive Director of the Art Theater is not allowing him to rent due to Mr. Naiman’s political
views. He compared this to the blacklisting of those who protested during the McCarthy period.
He is in the process of appealing this decision to the board of the Art Theater. CM Jakobsson
expressed his support for Mr. Naiman’s efforts as a member of the Art Theater as well as being a
fan of Ms. Paley. CM Roberts indicated that he enjoyed another work of Ms. Paley and asked if
she was handling copyright issues as in her past movies to which Mr. Naiman noted that it is
similar but there are differences.
CM Hursey arrived at 7:06pm.

2. Ordinance No. 2019-03-022: An Ordinance Revising the Annual Budget Ordinance
(Budget Amendment #9 - Omnibus)
For the committee, CM Jakobsson moved approval of Ordinance 2019-03-022, seconded by CM
Roberts. With no discussion, the motion passed by roll call vote (7-0): Brown – Aye; Hazen –
Aye; Hursey – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye; Marlin -- Aye.
b. Ordinance No. No. 2019-03-023: Suspension of Processing and Granting
Applications for Class G-1 liquor licenses
For the committee, CM Jakobsson moved approval of Ordinance 2019-03-023, seconded by CM
Miller. With no discussion, the motion passed by roll call (6-0): Brown – Aye; Hazen – Aye;
Hursey – Aye; Jakobsson – Aye; Miller – Aye; Roberts – Aye.
G. REPORTS OF SPECIAL COMMITTEES
There were none.
H. REPORTS OF OFFICERS
Mayor Marlin made three announcements. Boneyard Creek Community Day is April 13 and
volunteers are being sought (www.boneyardcreek.org). This is an important event where we clean
up our waterway. Second, the upcoming Christie Clinic Illinois Marathon needs volunteers during
this event at the end of the month. This event brings over 20,000 people to our community:
volunteer@illinoismarathon.com. Tomorrow, Election Day April 2, is the last day to vote in local
elections for Park Board, School Board as well Parkland College.
