The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session
Monday, April 8, 2019, in the Council Chambers of the Urbana City Building.

1. Call to Order and Roll Call
There being a quorum, Chair Eric Jakobsson called the meeting of the Committee of the
Whole to order at 7:00pm.
2. Approval of Minutes of Previous Meeting
CM Jared Miller made a motion to approve the minutes from the March 25, 2019 meeting.
Motion seconded by CM Dean Hazen and carried by voice vote.
3. Additions to the Agenda
There were none.
4. Public Input
Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak but wanted their
concerns about the Dr. Ellis subdivision sewer problems entered into the record.
Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis
subdivision sewer problems, equity, and historic impact be entered into the record.
Mayor Marlin proclaimed the week of April 7 – 13, 2019 National Library Week in the City of
Urbana, Illinois. She presented the proclamation to Celeste Choate, Executive Director of the
Urbana Free Library. Mayor Marlin also congratulated Ms. Choate for her five year anniversary
with the library.
Mayor Marlin announced that various City of Urbana employees and departments donated
money totaling $1235 to the Dublin Street Church of Christ to help purchase Chromebooks
and other items for the church’s tutoring program. Pastor Caruthers was present and said that
the tutoring program is for children in fifth through twelfth grade, began with two children and
has expanded to 25. He thanked the City for the donation that enabled the purchase of three
Chromebooks for program and encouraged everyone to stop by the church to see how the

program is doing.
5. Presentations
There were none.
6. Staff Report
Community Development Director John Schneider told committee members that the property
at 917 N. Linview sold at auction for $36,000.
Scott Tess presented the annual Environmental Sustainability Division report. He said this year
they are starting Solar Urbana Champaign 4.0 and hopefully they will start solar power hours
this month. The dates will be posted at www.solarurbanachampaign.com. He said the state’s
first solar incentive lottery will be Wednesday, April 8, and they will be watching for the results
for the closed landfill solar development that is entered in the lottery. Mr. Tess addressed
questions and concerns from committee members.
7. Resolution No. 2019-04-005R: A Resolution Approving the Transfer of Volume Cap in
Connection with Private Activity Bond Issues and Related Matters (Assist Program, Series
2019)
Grants Division Manager Sheila Dodd presented this resolution. She explained the Private
Activity Bond Cap is a bond issued by on the behalf of a local or state government for the
purpose of financing a project or for private use. She said there have been two requests for
the City to cede bond caps. One request was from the Illinois Housing Development
Authority and it would be used for affordable housing. The second request was from Assist,
to do a mortgage credit certificate program, which has been done in the community for quite a
while. Ms. Dodd explained this is not a transfer of cash, but a transfer of the opportunity to
sell the bonds. If the city did not cede the opportunity to utilize the bonds, then they would go
to the State of Illinois.
After discussion, CM Roberts made a motion to send Resolution No. 2019-04-005R to
Council with recommendation for approval. Motion seconded by CM Miller and carried by
voice vote.
8. Resolution No. 2019-04-006R: A Resolution Approving the Transfer of Volume Cap in
Connection with Private Activity Bond Issues and Related Matters (Illinois Housing
Development Authority Series 2019)
CM Brown motioned to send Resolution No. 2019-04-006R to council with recommendation
for approval. Motion seconded by CM Miller and carried by voice vote.
9. Resolution No. 2019-04-007R: A Resolution Approving Amendment No. 1 to an Urbana
Home Consortium Subrecipient Agreement (Rosecrance TBRA FY 2018-2019)
Grants Division Manager Sheila Dodd presented this resolution. She said in May of 2018 the
city allocated $35,000 to Rosecrance to operate a tenant based rental assistance program, which
is a two year undertaking. During the two year program, rental assistance gives occupants the
opportunity to go to school or do job training to help them improve their lives. She said the
program has been very successful and Rosecrance has committed all the funds. In order to
complete the two year process, Rosecrance needs an additional $20,000. She said the City of
Champaign has an allocation of their home funds they are willing to give Rosecrance so they
can complete the project.
CM Miller made a motion to send Resolution No. 2019-04-007R to council with

recommendation for approval. Motion seconded by CM Roberts and carried by voice vote.
Mayor Marlin reminded everyone about the annual Cunningham Township Board meeting on
Tuesday, April 9, at 6:00pm in the city council chambers.
10. Adjournment
With no further business before the Committee, Chair Jakobsson declared the meeting
adjourned at 7:33pm
