The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session
Monday, October 14, 2019, at 7:00pm in the Council Chambers of the Urbana City Building.

1. Call to Order and Roll Call
With a quorum present, Chair Eric Jakobsson called the meeting of the Committee of the Whole
to order at 7:00pm.
2. Approval of Minutes of Previous Meeting
CM Maryalice Wu made a motion to approve the minutes from the September 23, 2019 meeting.
After a correction was made, motion was seconded by CM Dennis Roberts and carried by voice
vote.
3. Additions to the Agenda
There were none.
4. Presentations
Mayor Marlin proclaimed the month of October as Domestic Violence Awareness Month and
spoke about the work Children’s Home and Aid has done to help families and children since 1883.
4. Public Input
Rev. Dr. Evelyn Underwood did not wish to speak but wanted her concerns about the Dr. Ellis
subdivision sewer problems entered into the record.
6. Staff Report
City Administrator Carol Mitten announced that at the next Committee of the Whole meeting
there will be an ordinance amending the section of the code that requires people in certain parts
of downtown and campus area to clear snow from sidewalks. She said clearing the sidewalks will
no longer be done in-house, but will be contracted out, and it could be an opportunity for
someone with a small business or someone who would like to start a small business.
The mayor announced that the draft liquor code is finished and will be mailed to all current liquor
license holders for feedback. There will be meetings held on October 29 and October 30 at which
an overview of the changes will be presented and questions will be answered.
7. Resolution No. 2019-10-041R: A Resolution Accepting a Midwest Grows Green Grant from the
IPM Institute of North America, Inc.
Sustainability and Resilience Officer Scott Tess presented this resolution. He said the IPM
Institute has offered the City a partial funding of $2,500 toward the $6,475 purchase price of a

compost spreader. The remaining balance of $3,975 is already in the budget. The spreader will be
used by the Arbor Division for top-dressing turf on City-owned landscapes, and will reduce or do
away with the use of synthetic chemicals. The Urbana Park District will also use the spreader on
one of the baseball fields to see how much they can eliminate in fertilizers and pesticides. Mr.
Tess said the spreader is too small to use on large areas.
CM Wu made a motion to send Resolution No. 2019-10-041R to council with recommendation
for approval. Motion seconded by CM Miller. CM Brown made a amendment to change the
letters “IPM” in paragraph three of the resolution to “Integrated Pest Management”. The motion
to send Resolution No. 2019-10-041R to council with the amended change carried by voice vote.
8. Ordinance No. 2019-10-056: An Ordinance Amending Schedule H of Section 23-93 of the
Urbana Local Traffic Code Requiring Stop Signs at a Certain Intersection (Cyprus Pointe at
Stillwater Landing
Interim City Engineer Craig Shonkwiler presented this ordinance. He said this is in the Edgewater
Subdivision at a three-way intersection with no traffic control.
CM Miller moved to send Ordinance No. 2019-10-056 to council with recommendation for
approval. Motion seconded by CM Hursey and carried by voice vote.
Mr. Shonkwiler announced his departure from the City of Urbana to the City of Bloomington,
Indiana where he will be employed as the Transportation and Traffic/City Engineer. Mayor
Marlin and committee members thanked Mr. Shonkwiler for his 14 years of service to the City
and wished him well.
9. Adjournment
With no further business before the committee, Chair Jakobsson adjourned the meeting at
7:24pm.
