The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session
December 9, 2019, at 7:00pm in the Council Chambers of the Urbana City Building.

1. Call to Order and Roll Call
With a quorum present, Chair Jared Miller called the meeting of the Committee of the Whole to
order at 7:54pm, following a public hearing.
2. Approval of Minutes of Previous Meeting
CM Bill Brown made a motion to approve minutes from the November 25, 2019 committee
meeting, and the special committee meeting held on December 2, 2019. Motion seconded by CM
Maryalice Wu and carried by voice vote.
3. Additions to the Agenda
There were none.
4. Presentations and Public Input
Committee Members Dennis Roberts and Maryalice Wu gave a PowerPoint presentation showing
highlights of the trip to Thionville, France in November. CM Roberts and CM Wu, along with
Wendy Hundley and Kate Brickman, travelled to Thionville, a Sister City to Urbana, as part of the
Sister Cities program,. Thionville invited Urbana to participate in the celebration of the 75th
anniversary of their liberation from German occupation.
After the presentation, CM Roberts presented Mayor Marlin with gifts sent by the Mayor of
Thionville.
Bishop King James Underwood did not wish to speak, but asked that his position be entered into
the record regarding the Dr. Ellis Subdivision sewer issues.
Rev. Dr. Evelyn Underwood did not wish to speak, but asked that her continual concerns about
the Dr. Ellis Subdivision sewer problems be entered into the record.
5. Staff Report
Economic Development Coordinator Stepheny McMahon presented the Business and
Development Report. Going over the highlights, she informed committee members that the Philo
Road Business District Grants have expanded to $3,000, from $1,000 in available grants. Some
downtown businesses have expanded, including Stango Cuisine, Analog and Bohemia.
Ms. McMahon and Economic Development Manager Brandon Boys answered questions from

committee members concerning various development projects. Mr. Boys said Gather is moving
along as planned and is expected to close on the property any day. Concerning the Landmark
Hotel, Mr. Boys said the developer has until January 31 to close on the property.
6. Resolution No. 2019-12-054R: A Resolution Approving an Intergovernmental Agreement with
Danville, Illinois, for Purchase of Asphalt Emulsion
City Administrator Carol Mitten presented this resolution. She explained that asphalt emulsion is
not produced in the winter months, but the City of Danville has enough storage capacity on-site
to provide the City of Urbana with enough emulsion to do road patching during those months.
She said the City will buy approximately 800 gallons this fiscal year at $2.75/gallon, and this
would allow patching of the roads throughout the winter. Ms. Mitten responded to questions
from committee members.
CM Wu made a motion to send Resolution No. 2019-12-054R to council to a consent agenda
with recommendation for approval. Motion seconded by CM Roberts and carried by voice vote.
7. Ordinance No. 2019-12-071: An Ordinance Amending Urbana City Code Sections 2-25 and 2-28
City Clerk Charles Smyth explained that this Ordinance changes committee of the whole
meetings from the second and fourth Mondays of the month to the first and third Mondays,
council meetings to the second and fourth Mondays, and adds language clarifying that meetings
will be held the Tuesday following a Monday legal holiday.
CM Wu made a motion to send Ordinance No. 2019-12-071 to council to a consent agenda.
Motion seconded by CM Hursey and carried by voice vote.
8. Resolution No. 2019-12-055R: A Resolution Amending City Council Rules and Committee of
the Whole Rules
Clerk Smyth told committee members this drops the Resolution on Resolutions, which is rule
number four. It allows council to consider a resolution under new business if it has not been
considered first by committee.
CM Roberts moved to send Resolution No. 2019-12-055R to council to a consent agenda with
recommendation for approval. Motion seconded by CM Hursey and carried by voice vote.
9. Approval of 2020 City Council and Committee of the Whole Annual Meeting Schedule
Clerk Smyth said this calendar for next year shows the schedule for next year with committee of
the whole meetings on the first and third Monday, and council meetings on the second and fourth
Monday of each month.
CM Jakobsson moved to send the calendar of city council and committee of the whole meetings
to council to a consent agenda with recommendation for approval. Motion seconded by CM
Hursey and carried by voice vote.
10. Discussion – December 23 Committee of the Whole meeting
Clerk Smyth explained there are no agenda items for the meeting on December 23, and according
to council rules the mayor or the chair would be able to cancel the meeting if there were no
agenda items.
11. Adjournment
With no further business before the committee, Chair Miller adjourned the meeting at 8:49pm.
