URBANA CITY COUNCIL MEETING MINUTES DATE: Monday, March 23, 2020 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St, Urbana, IL 61801 The City Council of the City of Urbana, Illinois, met in regular session March 23, 2020, at 7:00 p.m. in the Council Chambers at the Urbana City Building. *Due to Coronavirus this meeting was conducted in a combination of in person and virtual attendance via Zoom to maintain social distancing as required per the Governor’s State Order. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Bill Colbrook, Jared Miller, Diane Wolfe Marlin, Mayor; Charles A. Smyth, City Clerk ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: Bill Brown, Shirese Hursey, Eric Jakobsson, Dennis Roberts, Maryalice Wu ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Jason Liggett, Carol Mitten, Austen Pontious, James Simon, Scott Tess OTHERS PRESENT: Various members of the public joined the electronic meeting via Zoom A. CALL TO ORDER AND ROLL CALL Prior to calling the meeting to order Mayor Marlin read a statement about the structure of the meeting for everyone attending via Zoom. There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:01pm B. APPROVAL OF MINUTES OF PREVIOUS MEETING CM Miller made a motion to approve minutes from the March 9, 2020 (Public Hearing), March 9, 2020 (Regular Council Meeting), March 16, 2020 (Special Meeting). Motion seconded by CM Hursey and carried by voice vote. C. ADDITIONS TO THE AGENDA There were no additions. D. PRESENTATIONS AND PUBLIC INPUT 1. Input Cards No public input emails received. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES Committee of the Whole – (Council Member Jared Miller) 1. CONSENT AGENDA 2. REGULAR AGENDA a. Ordinance No. 2020-03-009: An Ordinance Authorizing the Purchase of Certain Real Estate (1107 N. Gregory St. / 2020) Page 1 of 3 CM Miller made a motion to approve Ordinance No. 2020-03-009 as forwarded from committee. CM Colbrook seconded the motion. No discussion, motion carried by roll call vote. Votes were as follows: (7-Aye: 0-Nay) Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None b. Resolution No. 2020-03-015R: A Resolution Adopting Financial Policies CM Miller made a motion to approve Resolution No. 2020-03-015R as forwarded from committee. CM Colbrook seconded the motion. No discussion, motion carried by roll call vote. Votes were as follows: (7-Aye: 0-Nay) Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None G. REPORTS OF SPECIAL COMMITTEES There were none H. REPORTS OF OFFICERS There were none I. NEW BUSINESS 1. Resolution No. 2020-03-016R: A Resolution Approving a Solar Facility Ground Lease with Solar Star Urbana Landfill East, LLC **City Administrator Carol Mitten and Sustainability and Resilience Officer Scott Tess presented Resolution No. 2020-03-016R with the recommendation for approval. Ms. Mitten gave a summary and background of the project, emphasizing the process of the **qualifications and solicitation to find an entity to build a solar array on the city’s closed landfill. In 2019, the City/SunPower project was selected for two Low-Income Community Solar (LICS) incentives for two separate solar developments on the landfill by the Illinois Solar For All program. The project companies allow SunPower to bring in an investor who may optimally finance the projects. SunPower has selected Nexamp, a firm with extensive experience investing in solar energy assets. Mr. Tess said SunPower will pay the City of Urbana $300,000 in one payment for the 15- year lease of the array location to the central portion of the landfill. There was extensive discussion during which Mr. Tess answered questions about lease agreements, low-income qualifications, maintenance, and vegetation work. CM Miller made a motion to approve by Resolution No. 2020-03-016R as presented. CM Colbrook seconded. Motion carried by roll call vote. Votes were as follows: (7-Aye: 0- Nay). Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 2. Resolution No. 2020-03-017R: A Resolution Approving a Solar Facility Ground Lease with Solar Star Urbana Landfill West, LLC CM Miller made a motion to approve by Resolution No. 2020-03-017R as presented. CM Colbrook seconded. Motion carried by roll call vote. Votes were as follows: (7-Aye: 0- Nay). Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None Page 2 of 3 3. Ordinance No. 2020-03-016: Ratification of Emergency Order 20-02 Delivery of Package Liquor Issued on March 18, 2020 Mayor Marling presented Ordinance No. 2020-03-016 with the recommendation for approval. She added that this ordinance is to accommodate the local businesses by giving them the opportunity to sell package liquor for off-promises consumption. CM acknowledged the efforts the city has in place to help and support local businesses. After brief statements from council members, CM Miller made a motion to approve Ordinance No. 2020-03-016 as presented. CM Colbrook seconded. Motion carried by roll call vote. Votes were as follows: (7-Aye: 0-Nay). Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None Mayor Marlin ended the meeting by thanking everyone for complying with the Governor’s executive order to stay at home and shelter in place. She also thanked UPTV and the City Clerk’s Office. She gave the following announcement: • The Landscape Center will be closed, and no new orders taken but previous orders will be fulfilled. • The City building will be closed but available by appointment to protect employees who are working in the building. Some employees have transitioned to work remotely. • All city functions will continue and expect to be the course during this pandemic. J. ADJOURNMENT With no further business to come before the council, Mayor Marlin adjourned the meeting at 7:42 p.m. Wendy M.
