CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES DATE: Monday, April 6, 2020 TIME: 7:00pm PLACE: Urbana City Council Chambers, 400 S. Vine St., Urbana, IL 61801 The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, April 6, 2020, at 7:00pm. *Due to the Coronavirus this meeting was held virtually via Zoom to maintain social distancing as per Governor’s State Order, extended to April 30, 2020. ELECTED OFFICIALS PHYSICALLY PRESENT: None ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: City Council Members (CM), Bill Brown, Bill Colbrook, Shirese Hursey, Eric Jakobsson, Jared Miller, Dennis Roberts, Maryalice Wu; Diane Wolfe Marlin, Mayor; Charles A. Smyth, City Clerk ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Jason Liggett, Carol Mitten, Lorrie Pearson, James Simon, Justin Swinford, Lily Wilcock OTHERS PRESENT: Ryan Clark, Lori Edwards, Christopher Hansen, Emily Vaias, and two other unidentified members of the public joined the electronic meeting via Zoom Chair: Maryalice Wu, Ward 1 Prior to starting the meeting Chair Wu read a statement about the structure of the meeting for everyone attending via Zoom. 1. Call to Order and Roll Call With a quorum present, Chair Maryalice Wu called the meeting of the Committee of the Whole to order at 7:00pm. 2. Approval of Minutes of Previous Meeting CM Dennis Roberts made a motion to approve the minutes from the March 16, 2020 meeting. CM Shirese Hursey seconded the motion, which carried by unanimous voice vote. 3. Additions to the Agenda There was none. 4. Presentations and Public Input Mayor Marlin announced the first Urbana resident who passed due to Covid-19, extended condolences to the family and encouraged everyone to stay home. City Clerk Smyth read a public input submitted via email per Christopher Hansen. Mr. Hansen expressed his disagreement about the process of electronic meetings and accessibility challenges. 5. Staff Report City Administrator Carol Mitten addressed the committee and gave a summary about staffing challenges, essential work, and policy procedures to accommodate the current circumstances. The city continues to provide essential services while maintaining social distancing. The city currently has 50 employees working remotely from home. Page 1 of 2 Ms. Mitten gave an update on infrastructure/construction projects, announcing the beginning of the Dr. Ellis resurfacing sidewalk work starting April 13, 2020. 6. Ordinance No. 2020-03-014: An Ordinance Approving an Amendment to a Planned Unit Development (1208 Bradley Avenue / Plan Case No. 2396-PUD-20) - {03/16/2020}– CD the property use and ownership structure. Planner Lilly Wilcock presented this ordinance. She said, on March 16, 2020, the Committee of the Whole considered an amendment to the Melrose Apartments of Urbana Planned Unit Development to remove a portion of land from the approved plans. This would allow an affordable housing developer to build a by-right multi-family development. This agreement was a recommended condition of the removal of the subject property from the approved Planned Unit Development (PUD). Ms. Wilcock and Community Development Director Lorrie Pearson addressed the concerns expressed from the March 16th meeting about the ability to walk/bike to Federal or Kenyon Road without using Lincoln Avenue, and bus pick-up/drop-off traffic on Lincoln Avenue. Discussion followed. After discussion, CM Brown made a motion to keep Ordinance No. 2020-03-014 in committee until April 20, 2020. CM Roberts seconded. Motion carried by unanimous voice vote. 7. Adjournment With no further business before the committee, Chair Wu adjourned the virtual meeting at 7:58pm. Wendy M. Email sent to this account is transmitted to all council members, the mayor, city administrator, and city clerk. Email must be received by the start of the meeting. Providing Public Input from a computer browser or the Zoom app on a mobile device: · The link to join by computer is listed on the agenda. · You do not need to install software on a computer to use Zoom. You can click “Join from your browser.” It appears Zoom prefers for users to download and install their meeting client software on your computer. Choose the option you are comfortable with and note, these may be browser specific. There is a Zoom app for smartphones. · Make sure you have a microphone on your computer if you wish to speak. Please identify yourself with first and last name in Zoom for the record. · Please turn-off any sound from other sources such as UPTV or cable, as there will be a lag in the audio if you are also watching the meeting. You should see the meeting video stream through Zoom, see the staff presentation slides, and hear people talking. · We will be muting participants except during public input, when they will be recognized to speak after raising their hand (see the next bullet point).
