The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday,
June 1, 2020, at 7:00pm and Reconvened on Wednesday, June 3, 2020, at 7:00pm via Zoom.

Prior to starting the meeting Chair Miller read a statement about the structure of the meeting for everyone
attending via Zoom.
1. Call to Order and Roll Call
With a quorum virtually present, Chair Jared Miller called the meeting of the Committee of the
Whole to order at 7:00pm.
2. Approval of Minutes of Previous Meeting
CM Bill Colbrook made a motion to approve the minutes from the May 18, 2020 meeting. Motion
seconded by CM Bill Brown and carried by unanimous voice vote.
3. Additions to the Agenda
Chair Jared Miller stated that in lieu of current events, this meeting will be dedicated to public input
and reconvened Wednesday, June 3, 2020 at 7pm via zoom.
4. Presentations and Public Input
Chair Miller announced the logistics of the meeting during public. Started by receiving committee
members input, followed by emails received via City Council, and public input form attendees via
zoom.
Mayor Marlin read a statement condemning the cold-hearted murder of George Floyd and the
officers who stood and watched. Applauding the bravery of the 17-year-old girl who stood there and
recorded this horrific event. Mayor Marlin also gave an update about the arrest of Aleyah Lewis and
where the city is in regards to the process of hiring an independent agency to investigate all of the
events that took place during this incident, and the encounter with resident who posted video on
Facebook. Ending her comments by commending everyone for wearing a mask during the peaceful
protest that took place this afternoon.

Police Chief Bryant Seraphin read a statement acknowledging the killing of George Floyd with shock,
anger, and sadness and condemning this type of behavior and grateful to have had a peaceful protest.
Additionally, saying that Urbana Police Department is not perfect but understand change is a process
and strive to be better by continuing to work through partnership.
Council Members provided their feedback about the current events and how to move forward, some
of the suggestions provided were: restorative principal, stop the status quo, reevaluate police force
policy, ongoing CPRB reporting, place officers under administrative leave, independent review, and
hold each other accountable.
Chair Miller acknowledged and apologized for the awful zoom bombing with unacceptable language
and indecent exposure with the intent to disrupt the meeting.
Public input was provided via Zoom from the following people: Brown, Minnie Pearson, Ricardo
Diaz, Danielle Chynoweth, Sarah Nixon, Bijal Patel, Scott, Dossett, Tracy Chong, Christopher
Hansen, Ben Joslyn, Shannon Briash, Taylor Dent, Precious Kelly, Lisa Shenk, Allan Axelrod,
Donald Owen. Comments included: call for justice on behalf of Aleyah Lewis, all charges against
Aleyah Lewis should be dropped, both Mayors should join forces together, officers should be place
on administrative leave, empower CPRB board, call for police reform, and stop justifying the
wrongdoing of officers.

charges against Aleyah Lewis, stop displacing blame from violent, racist police officers on their
survivors begin an independent inquiry into the case, it’s time for police accountability in this town,
for the officer who beat Ms. Lewis to be put on leave pending investigation, and reform the CPRB
make it a meaningful oversight and comply with its ordinance requirements.
Bishop King James Underwood and Rev. Dr. Evelyn Underwood asked that their concerns about the
Dr. Ellis subdivision sewer problems be entered into the record.
Orlando Thomas send an email in support of CDBG funds to support small businesses.
CM Wu made a motion to reconvene this meeting Wednesday, June 3, 2020 at 7pm. CM Jakobsson
seconded. Motion carried by unanimous voice vote.
**Wednesday, June 3, 2020 at 7pm reconvened meeting. With a quorum virtually present, Chair
Jared Miller called the meeting to order at 7:00pm., by acknowledging the presence of CM Brown,
Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu, Mayor Marlin, and Deputy City Clerk Wendy
Hundley. CM Miller also announced the structure of the meeting as the city has moved to using the
webinar version of zoom to address some of the issues encountered at the previous meeting.

5. Staff Report
a. Civilian Police Review Board (CPRB) Reports
CPRB chair Mikhail Lyubanski addressed the committee by clarifying that he was speaking for
himself alone and the not rest of the board. He expressed his position about the murder of
George Floyd and peaceful protests taking place across the country. He gave a brief background
about the board, structure, compliant processes, and investigation focused models available.
Finance/HR Director Elizabeth Hannan addressed the committee and said that the city failed to
provide reports that were required, and assured the board that this will be addressed moving
forward. Ms. Hannan presented a summary of required Civilian Police Review Board (CPRB)
reports and the status of those reports, as requested by the City Council a couple of weeks ago.
After presentation, Ms. Hannan, Human Relations Officer Vacellia Clark, chair Lyubanski, and
Board member Scott Dossett addressed questions from committee members. Discussion ensued
about police complaint forms requirements, complaint filing process, notary requirements,
Tasers, bodycam reviews, and Uniform Peace Officers’ Disciplinary Act.
b. Capital Improvement Plan (CIP) Project was presented by the following staff members:
Management Analyst William Kolschowsky, Civil Engineer Shannon Beranek, Deputy Director
for Operations Vince Gustafson, Interim City Engineer Justin Swinford. They gave an overview
of changes in all transportation projects, storm and sanitary sewers and current facilities projects.
Value of Major City Assets, Major Funds, Changes to the CIP, Planning Processes, variances from
previous CIP. Future projects include the City Building, Fire Station #1, and Civic Center
Divestment. After presentation, staff addressed questions from committee.
6. Ordinance No. 2020-03-014: An Ordinance Approving an Amendment to a Planned Unit
Development (1208 Bradley Avenue / Plan Case No. 2396-PUD-20) [COW 03/16/2020; 04/06/2020;
06/01/2020]
Planner Lily Wilcock presented Ordinance No. 2020-03-014 and Ordinance No. 2020-06-030
together. She gave a brief recap summary about previous concerns expressed by committee that
suggested entering into a formal agreement with the developer to have an option to purchase right-
of-way. This project would allow an affordable housing developer to build a by-right multi-family
development. Based on prior discussion with Committee Members and subsequent conversations
with the developer, staff recommends the following condition to the PUD amendment: That the
owner and developer record a signed development agreement with the City prior to the closing of
the subject property at 1208 Bradley Avenue.
The development agreement allows the City to obtain the ROW for the next 10 years, if the City
chooses to obtain the property. The City will need to study area traffic and find funding sources for a
transportation improvement project in the optional ROW
After presentation and comments from committee CM Wu made a motion to send Ordinance No.
2020-03-014 to council with the recommendation for approval. CM Brown seconded. Motion carried
by unanimous voice vote.
7. Ordinance No. 2020-06-030: An Ordinance Approving an Agreement with Union Development
Holdings, LLC, and Scion Urbana Land LLC
Planner Lilly Wilcock presented this Ordinance with the recommendation for approval. After
presentation and comments as mentioned in Ordinance No. 2020-03-014 CM Roberts made a
motion to send Ordinance No. 2020-06-030 to council with the recommendation for approval. CM
Jakobsson seconded. Motion carried by unanimous voice vote.

8. Ordinance No. 2020-06-031: An Ordinance Approving the City of Urbana and Urbana Home
Consortium (Champaign/Urbana/Champaign County) Consolidated Plan for Fiscal Years 2020-2024
and Annual Action Plan for Fiscal Year 2020-2021
Community Development Grants Manager Sheila Dodd presented this item. The Five Year
Consolidated Plan is required by the Department of Housing and Urban Development that guides
program planning and implementation of the CDBG and HOME funds. As the lead agency for the
HOME funds, Urbana is responsible for the implementation of the plan. Each City is responsible
for its CDBG funding allocations, however, Champaign’s is attached to this plan. Staff from the City
of Urbana and Champaign, Champaign County RPC, as well as other stakeholders provided input on
the plan. Community plans such as C-U Public Health Community Plan and Champaign Co Housing
Authority Move to Work Plan were also reviewed.
After presentation, Ms. Dodd addressed all questions from committee. CM Hursey made a motion to
send Ordinance No. 2020-06-031 to council with the recommendation for approval. CM Jakobsson
seconded. Motion carried by unanimous voice vote.
9. Resolution No. 2020-06-024R: A Resolution Approving the Housing Rehabilitation Program
Operational Guidelines Program Years 2020-2024
Community Development Grants Manger Sheila Dodd presented this item with the recommendation
for approval.
After presentation and questions, CM Roberts made a motion to send Resolution No. 2020-06-
024Rto council with the recommendation for approval. CM Wu seconded. Motion carried by
unanimous voice vote.
10. Resolution No. 2020-06-025R: A Resolution Approving a Covid-19 Program Manual (Fiscal Year
2020-2024)
Community Development Grants Manger Sheila Dodd presented this item with the recommendation
for approval. She said that programs were developed to meet the community needs, help those not
already served by other programs, and respond directly to the pandemic. After presentation, CM
Jakobsson made a motion to send Resolution No. 2020-06-025R to council with the recommendation
for approval. CM Hursey seconded. Motion carried by unanimous voice vote.
11. Adjournment
With no further business before the committee, Chair Miller adjourned the virtual meeting
Wednesday, June 3, 2020 at 10:15pm.

It appears Zoom prefers for users to download and install their meeting client software on your computer.

Providing Public Input by phone:
· Please turn-off the sound from watching the meeting on the TV or streaming service, as there will be a
