URBANA COMMITTEE OF THE WHOLE MEETING MINUTES DATE: Monday, June 15, 2020 TIME: 7:00 P.M. PLACE: *Held virtually due to Governor’s and Mayoral Emergency Declarations The Committee of the Whole of the City of Urbana, Illinois, met in regular session on Monday, June 15, 2020, at 7:00pm via Zoom. Call to Order and Roll Call With a quorum present, Chair Maryalice Wu called the meeting of the Committee of the Whole to order at 9:54pm following a public hearing and regular meeting of Cunningham Township, and a special City Council meeting. 2. Approval of Minutes from Previous Meeting CM Miller made a motion to approve minutes from the June 1, 2020 meeting. Motion seconded by CM Brown and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 3. Additions to the Agenda Mayor Marlin added Ordinance No. 2020-06-034: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class C liquor licenses for Mama Tried LLC, dba The Rose Bowl Tavern, 106 N Race St., Urbana, IL). CM Roberts made a motion to add Ordinance No. 2020-06-034 to the agenda. Motion seconded by CM Hursey and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 4. Public Input and Presentations a. Public Input Public Input via Zoom: Rev. Dr. Evelyn Underwood expressed her concern about everything that is going on and appreciates all of the support from various organizations. She said she also wanted her concerns about the Dr. Ellis subdivision sewer problems entered into the record. Page 1 of 3 Christopher Hansen told committee the public is waiting for dialog from them concerning the police reform or Civilian Police Review Board (CPRB) reform. Public Input via Email: Allan Axelrod said council members should recommend charges against Aleyah Lewis be dropped. Aiden Watson-Morris said charges against Lewis should be dropped and reforms should be made to the CPRB. Council should address the concerns of the community about the police department. b. Presentation – Deputy Fire Chief Fire Chief Charles Lauss spoke about the position of Deputy Fire Chief. He said in the absence of the Fire Chief this position would assume the chief’s duties. The Deputy Chief would focus on day to day processes of the department, helping make day to day department processes more efficient. He said a deputy chief would help develop strong leadership in the department and build a succession plan, among other things. Chief Lauss said this position will be in place on October 1, 2020. Chief Lauss responded to questions and concerns from committee members. At 10:25pm CM Wu announced the end time for the meeting would have to be extended to finish all items on the agenda. CM Miller made a motion to extend the meeting another 30 minutes, to 11:00pm. Motion seconded by CM Brown. CM Wu asked CM Jakobsson to take the chair at 10:26pm. She asked if there would be enough time to take care of all items on the agenda. It was decided there would be enough time. CM Jakobsson gave the chair back to CM Wu at 10:27. The motion to extend the meeting 30 minutes was carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 5. Staff Report There was no staff report. 6. Resolution 2020-06-029R: A Resolution Approving the Capital Improvement Plan City Administrator Carol Mitten presented this resolution. Management Analyst William Kolschowsky was also present to respond to questions. Ms. Mitten explained that the Capital Improvement Plan (CIP) has the results from long-term studies, is updated annually, and the 2020 CIP is organized by project, rather than by fund. She said there is no way to pay for the facilities master plan without borrowing. Built in to the projections in the CIP is a $10 million bond issuance in calendar year 2022, which is for planning purposes only, and will depend on the financial position of the city at the time. Ms. Mitten and Mr. Kolschowsky responded to questions and concerns from committee members. After discussion CM Miller moved to send Resolution No. 2020-06-029R to council with recommendation for approval. Motion seconded by CM Roberts and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 7. Resolution No. 2020-06-030R: A Resolution Approving a Collective Bargaining Agreement with International Association of Fire Fighters, Local #1147 (Term of July, 2020 through Page 2 of 3 June 30, 2022) Finance Director Elizabeth Hannan presented this ordinance. She introduced Firefighter Steven Doggett, who is president of the Firefighters Local #1147 and helped with this contract. Ms. Hannan went over some of the details of the contract and discussion ensued. CM Roberts moved to send Resolution No. 2020-06-030R to council with recommendation for approval. Motion seconded by CM Hursey and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 8. Ordinance No. 2020-06-034: An Ordinance An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing Number of Class A Liquor Licenses for Mama Tried LLC dba The Rose Bowl Tavern, 106 N Race St, Urbana, IL) Mayor Marlin presented this ordinance. She reminded committee members about the change the Rose Bowl made a few weeks before, changing their liquor license classification from Class A to Class C, changing from a bar license to a package liquor license. In anticipation of moving into Phase 4, they are changing their license back to a bar license. CM Miller made a motion to send Ordinance No. 2020-06-034 to council with recommendation for approval. Motion seconded by CM Jakobsson and carried by roll call vote as follows: Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu Nay: None 9.
