SPECIAL MEETING MINUTES
DATE: Monday, June 15, 2020

The City Council of the City of Urbana, Illinois held a special meeting on June 15, 2020, at
7:00pm in the Council Chambers at the Urbana City Building.

I. CALL TO ORDER AND ROLL CALL
There being a quorum present, Mayor Marlin called the special meeting of the Urbana City
Council to order at 7:32pm following a Cunningham Township meeting .
Mayor Marlin had several announcements:
• Community Engagement Coordinator position has been posted and can be viewed
by going to www.urbanaillinois.us and clicking on the Employment button.
• A special meeting of the Civilian Police Review Board will be held on June 24 during
which staff will make recommendations for procedural changes.
• The 10 Shared Principles workshop will take place on September 17, 2020 and is a
joint project of the NAACP and the Chiefs Association. It is a structured workshop
and attendance will be by invitation only.
• The scope of the proposal for independent review of the Aleyah Lewis arrest is in
the process of being finalized . The contract will be reviewed and should be signed
by the end of the week.
II. PUBLIC INPUT
Mayor Marlin read public input emails into the record. Public input via email for this
meeting came from the following: Bend the Arc: CU; Marci Adelston-Schafer; David

Shinbrough; Andrea Black; Allison Casar; Sarah Roper; Theodore Johnson; Rachel
Kaufman; Amy Graef; Alana Ackerman; Rohn Koester; Amy Williams; Jamie Keener;
Aiden Watson-Morris; Sarah Nixon;.
Public input was provided via Zoom by the following: Tracy Chong; Christopher Hansen;
Danielle Chynoweth; Maya Gouliard; Meghan McDonald; Austin Hoffman; Lena Walker;
Amy Graef; Alana Ackerman.
Public input comments made included: people are gathered outside in protest of killing
and brutalization of black and brown residents; there was racial profiling in the Aleyah
Lewis case; drop Lewis charges; demanding accountability for actions of police; Open

Meetings Act violations when not all public input is read or taken from callers; city is
corrupt for lack of information for Freedom of Information Act responses and for
charging money for information; defund the police and use funds for social programs to
help residents; do not reappoint Bryant Seraphin as police chief; Civilian Police Review
Board is ineffective; what is cost of hiring firm for independent review of Lewis arrest.
III. Resolution No. 2020-06-026R: A Resolution of Protest Against a Proposed Text
Amendment to the Champaign County Zoning Ordinance (CCZBA-973-AT-20 / Adult-
Use Cannabis Regulations)
Planner Marcus Ricci presented this resolution. He said this is very similar to the text
amendment passed by Urbana last year and the Urbana Plan Commission voted six to
zero to forward a recommendation to City Council to defeat this resolution of protest
against the proposed text amendment.
Discussion ensued. John Hall, Champaign County Zoning Administrator was present
and responded to questions and concerns from council members. Community
Development Director Lorrie Pearson also responded to questions concerning this
resolution.
After discussion, CM Miller moved to approve Resolution No. 2020-06-026R. Motion
seconded by CM Jakobsson and carried by roll call vote as follows:
Aye: Brown, Colbrook, Roberts, Wu
Nay: Hursey, Jakobsson, Miller
IV. Resolution No. 2020-06-027R: A Resolution Approving a Professional Energy
Consulting Services Agreement with Good Energy, L.P. (Municipal Electrical
Aggregation)
Scott Tess, Sustainability and Resilience Officer, presented this resolution and
Resolution No. 2020-06-028R. He said the current contract for residences and small
businesses expires at the end of the year. This consulting agreement is necessary for the
consultant to broker on behalf of the city for a new price on bid day, which is Thursday,
June 18. A small fee will be paid to the consultant for every kilowatt hour purchased
through the program.
Mr. Tess responded to questions and concerns from council members.
After discussion, CM Jakobsson moved to approve Resolution No. 2020-06-027R.
Motion seconded by CM Roberts and carried by roll call vote as follows:
Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu
Nay: None
V. Resolution No. 2020-06-028R: A Resolution Authorizing Execution of a Service
Agreement with the Lowest Responsible bidder for the Supply of Electricity for
Residential and Small Commercial Customers Who Do Not Opt Out of Such a
Program (Municipal Electrical Aggregation/2020)
CM Roberts made a motion to approve Resolution No. 2020-06-028R. Motion
seconded by CM Wu and carried by roll call vote as follows:
Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu
Nay: None
VI. CLOSED SESSION
a. To consider the purchase or lease of real property, pursuant to 5 ILCS 120/2(c)(5)
b. To consider Collective Bargaining Issues, Pursuant to 5 ILCS 120/2(c)(2)
Mayor Marlin announced the closed session would be for only for item b, to consider

CM Miller made a motion to go into closed session. Motion seconded by CM
Jakobsson and carried by roll call vote as follows:
Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu
No: None
Council members, mayor and staff went into closed session via Zoom at 9:17pm.
Council members, mayor and staff went back into the open Zoom session at 9:51pm.
CM Miller moved to come back into open session. CM Wu seconded the motion,
which was carried by voice vote as follows:
Aye: Brown, Colbrook, Hursey, Jakobsson, Miller, Roberts, Wu
Nay: None
VII. ADJOURNMENT
With no further business to come before the council, Mayor Marlin adjourned the meeting
at 9:53pm.

PUBLIC INPUT and meeting date in the subject line.
Providing Public Input from a computer browser or the Zoom app on a mobile device:
· The link to join by computer and the Webinar ID to join by the Zoom app are listed on the
agenda. You will be asked to provide a name and email before joining.
· Make sure you have a microphone on your computer if you wish to speak. Please identify
yourself with first and last name in Zoom for the record if you wish to speak*. FCC Guidelines will
be followed.
· We will be muting participants except during public input, when they will be recognized to speak
