Allan Max Axelrod provided updated COVID-19 data to the council and urged them to do something to address the upcoming gap in utility assistance programs. Spoke in opposition to the SRO contract renewal and encouraged a community based approach to addressing community violence. Michael Turner an Urbana student spoke in support of the SRO program. Stepheny Price Hannan spoke in support of the SRO program. Principal Nance spoke in support of the SRO program. Tori Exum spoke in support of the SRO program. Budget Presentations: CD, Finance, Fire, Library, Public Works Mayor Marlin provided an introduction to the budget process and explained how this year’s budget took the Mayor and Council strategic goals into the planning process. Elizabeth Hannan the Finance and Human Resources Director shared a PowerPoint presentation reviewing factors that impacted this year’s budget process. Alyana Robinson from the Finance Department presented slides that detailed revenue and expenditures in the last budget and compared the presented draft budgets values. Carol Mitten the City Administrator touched on specific budgetary proposal requests that are derived from the Strategic Goals. Tim Cowan the Public Works Director presented the Public Works Department budget presentation. Celeste Cahote the Director of the Urbana Free Library presented the Library budget and announced the suspension of late fees in the next FY. Sheila Dodd the Interim Community Development Director and Grants Manager presented the budget for the Community Development Department. Carol Mitten the City Administrator shared the budget presentation for the Executive Department. Questions and discussion ensued. The ARPA Standard Allowance allocation proposal, Fire and Police Department budget presentations will be on Monday June 13, 2022. The public hearing and final vote on the FY 23 budget will be on Monday June 27, 2022. 5. Staff Report Mayor Marlin announced the upcoming City observance of the Juneteenth independence holiday on Monday, June 20. 2022. All non-essential City offices will be closed. The regularly scheduled Committee of the Whole will be on Tuesday, June 21, 2022. At the meeting on the 21st RPC will be presenting initial ARPA standard allowance allocation proposals and Community Development will be presenting draft HOME ARP allocation plans. 6. Resolution No. 2022-06-044R: A Resolution Approving and Authorizing the School Resource Officer Program Intergovernmental Agreement between the City of Urbana and Urbana School District No. 116 - UPD Presented by Police Chief Richard Surles and Urbana School District Superintendent Jennifer Ivory Tatum. Item renews the School Resource Officer program in Urbana schools for another three years. Agreement allows two Urbana Police officers to work full time in the Urbana Middle and High school. Principal Nance presented the Council with petitions signed by 335 students and 32 staff at Urbana schools (see attached following public input). Questions and discussion ensued. Item lends support to the Illinois Municipal League in lobbying for protections to maintain Tax Increment Financing (TIF) Districts. If passed, the City of Urbana would be among other municipalities in support of maintaining TIF. Questions and discussion ensued. Item revises the Intergovernmental Agreement to reflect the required occurrences of meetings and reduces it from twice a year to once a year with the ability to meet beyond that instance if necessitated. Resolution No. 2022-06-056R: A Supplemental Resolution for Improvement under the Illinois Highway Code (State Motor Fuel Tax for West Windsor Road Resurfacing) – PW Presented by Tim Cowan the Public Works Director. Item is to allow for additional funding for West Windsor Road Resurfacing project because of a plan change to allow for 2 inch instead of 1.5 inch patches. Ordinance No. 2022-06-021: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class GH Liquor Licenses for Martin Place Inc. d/b/a Martin Place, Inc. 1804 N. Cunningham Ave., Urbana, IL) – EXEC Presented by Mayor Marlin. Item authorizes an additional Liquor License for a new business on Cunningham Avenue, Martin’s Place. A Liquor License is required for all businesses to have video gaming terminals. Questions and discussion ensued. Motion to approve to regular agenda by CM Wu and seconded by CM Evans. Council Input and Communications CM Quisenberry thanked all for conversation at last night’s meeting and shared appreciation for community engagement. Provided explanation for his votes on staff reappointments and asked for fellow council members to do the same. CM Evans expressed discomfort with public hires and fires and shared a preference for a process where Council members can enter into remediation with staff possibly in closed session before reappointment votes. Thanked all involved with organizing the WBE and MBE mixer in May and asked for an update on policy regarding women and minority business contracting efforts. Echoed appreciation for community engagement. CM Kolisetty apologized for her lateness to the meeting. Thanked community and students for their involvement in the SRO process. Expressed importance of separating votes for reappointment process and the ability for Council to address concerns with staff. Expressed concerns about how conversation has been framed around the Page 5 of 6  staff reappointment vote. Reassured residents that Council members are individuals and that all discussion has been publicized. Mayor Marlin addressed the staff reappointment process, shared the efforts made by the City to receive feedback from Council leading up to the staff reappointment vote. Encouraged Council to reach out if they have issues with staff members. Expressed desire to understand No votes and issued caution about the impact of No votes during the staff reappointment process. CM Wu asked Council to address employee supervisors to schedule remediation should there be concerns with City staff and discouraged surprise votes. Hopes next appointment process will have no surprises. CM Hursey shared her own experiences in remediation efforts and encouraged Council to reach out to staff if they have concerns. 21. To Urbana City Council, Hello, my name is Pastor Angel Johnson. I am Vice President of Angels Youth Center. We were turned down for a grant that just went out on April 4th, 2022. Our organization is in good standing with the state of Illinois as a 501 c3 nonprofit. I spoke with Mr. Beacher, and from my understanding, we were denied the grant because the request was too much. Furthermore he stated they never provide funding to open new businesses. I said ok, that's fine, but since this is a grant, can you reconsider but don't change my amount. Mr. Beacher stated he changed the amount of our request, but he said no to both requests of 2000 to 5000 dollars. I pleaded for the demand for 2000 to 5000 dollars, but he refused. So after close observation of the recent reports, I noticed an organization requesting $80,000. How is it possible for those organizations but not ours? In addition, Mr. Belcher stated Angels Your Center sent a 2020 Illinois Charitable Organization Annual Report form; however. We sent Mr. Bleacher an annual record for 1-1-2021 to 12-31-2021. Our organization requests a meeting with our ward person and Mr. Bleacher to discuss our concerns and figure out why Angels Youth Center was turned down for funding. Mr. Bleacher has turned down every request, and we would like answers because other organizations are receiving their requested amount. AYC would like to volunteer to help Urbana schools. The youth and their teachers need more help. We want to offer our MOM and POP programs for the children and the parents. I know we all have been impacted worldwide by what's going on in our schools with the youth and the SROS. Now it's time to let us in to help out! Thank you kind Regards, Pastor Angel Johnson 1 June 6, 2022 Dear Alderman Wilkin, It is my understanding that several of our Urbana City Council members met with students of Urbana High School during the last week of school to listen to their concerns regarding gun violence in our schools and community. Thank you sincerely to those members who took time to listen to the voices of our Urbana youth . As you know, I have written you directly several times as my Alderman in Ward 6 to document serious incidents of gun violence within your ward, as well as the impact this violence has had on our own children, in addition to those who attend Urbana School District #116. I thank you for reading my correspondence openly to the Council and I ask you to do so again this evening. Ironically, while you were reading my communications aloud to the Council in the fall months, I could hear sounds of gunshots in our ward. In fact, Council member Jaya Kolisetty commented on one of those occasions that she could also hear gunshots from the City Chambers . Among the numerous incidents of horrific gun violence in your ward, you may recall the two-year-old who was shot as the result of a drive-by shooting while inside the home in April last year-and the 17-year-old who was shot and killed as a result of local gang violence more recently in December. Before you voice your opinion on the SRO Intergovernmental Agreement this evening, I would like to respectfully ask for answers to the following questions. In fact, to underscore your oath to the residents of Urbana, I urge you to respond to these questions on public record when reading this document aloud this evening. Your answers will signal to your constituents whether you have done due diligence in service to your ward: • Did you accept the recent invitation to meet with Urbana High School students and tour the school two weeks ago? • Have you specifically met with and asked Urbana High School (UHS) and Urbana Middle School (UMS) students from Ward 6 for their feedback regarding gun violence in our community? • t-Jave you surveyed Urbana School District #116 families in Ward 6 to assess their concerns regarding the impact of local gun violence on Urbana Schools? • Do you have children enrolled at UHS or UMS and have you set foot in either school within the past year? I want to applaud the number of agenda items that represent youth services. $100,000 is a lot of money and those programs have the potential to have a positive impact on many young people in our community, and their families. I'm looking forward to hearing the budget presentations today, although I do have questions about other sections of the budget that aren't on the agenda for today: no surprise, I'm sure, UPD. At a first glance, the proposed police budget is a smaller percentage of the general fund than it was last year - 13% vs the 18% from fy2021-2022. But even though the police did not use 3million of the 12million that were budgeted to them last year, we're still adding an additional 200k to their budget; I don't understand why this would be. Even in years prior to fy2022, the police department haven't used more than 11.Smillion in 2020 or 2021- can we take some of that 200K, or being optimistic that extra million on top, and add that to the amount of youth services we're investing in, and encourage even more young people? To our infrastructure plans? The SWFT program? Where else could we budget those dollars to bring positive change to Urbana? It would be irresponsible of The City Council to approve this because: 1) The Resolution lacks accountability to Urbana School District and 2) It is not supported by data that show SRO presence improves relationships or reduces crime. There is no national or local research that give viability to the presence of SROs in schools. We question the SRO Program goals and why we are spending money on policing our students rather than counselors, social workers, or psychologists to provide necessary support. We cannot continue to throw authority & police at school problems. Please vote NO to the Resolution. Hello City Council members. I am expressing my support of continuing having School Resource Officers in the schools. Just as their title implies- these highly qualified educators are there to be a resource- to the students, staff, administrators, parents and guardians. I know of situations where students were having difficulties outside of school and needed intervention. Because a school resource officer recognized a particular student from school and was aware of his unique learning needs, the student was able to get the appropriate assistance. This situation could have been inappropriately addressed if an officer who didn't know the student tried to intervene. School Resource officers are part of a team to support students and families when they do not know who to turn to. We must support students, teachers, and administrators with these highly qualified educators. It has been years since I have been in the schools- I made this decision to support the school staff, students and administrators- they know what support they need in the schools to address current issues. Dear Urbana City Council Members, It is my understanding the topic of SRO's is once again on the meeting agenda for further discussion. I am humbly writing to you again in support of School Resource Officers. As an African American parent of recent Urbana High School graduates and family members currently attending schools in the Urbana School District, it is imperative that the council understands the importance and greater need of School Resource Officers. Two of my own children were impacted by bullying through middle school and one during their first year of high school. As a result of the lack of resources available during that time and to the present, I asked questions, advocated, and pushed for policy changes to be made. There are constant conversations regarding school psychologists, social workers, and more, however, we were not afforded school psychologists and social workers who were trained to handle hostile situations or having a good understanding of how to intervene in such situations that would help to minimize acts of bullying whatsoever. We did not have any prevention or intervention services that would support nor reassure active parents, such as myself and my husband that our children were in a safe environment and there were no school resource officers hired to assist with these types of bullying incidents. Our son was afraid, did not want to go to school, stabbed with pencils, scissors, sucker punched daily, teased his body parts, and body powder and oil poured on him as 1 he tried very hard to dress for PE every day. In addition, our oldest daughter was bullied and beaten by a young lady who attended READY and did well enough to go back into the school system, only for our daughter to be her sixth victim before she was expelled from Urbana. These aggressive acts of bullying lessened when school resource officers was voted upon to be in the school districts. Though our kids had to go through extensive therapy for over two years as a result of being bullied, should we hold school officials and council members accountable for all students who have been victimized by bullying aggressors? I find it interesting that many of the decision makers in this process do not have children that attend the district currently or had children that attended the district years ago. Recent studies have shown how school resource officers are beneficial to have employed in schools. While their roles go deeper than just being employed, many foster and build relationships with the kids and their families. Officers Burnett and Robinson have done an amazing job with the kids. The officers know the kids and their families and have built a good rapport with them. While I am not sure what statistics some of the general audience are going by, however, I will say after completing and defending my own dissertation that includes bullying and the intervention and prevention programs that should be included with these types of programs, school resource officers align with the study. I ask that you ste_p out of your comfort zone, visit the schools, spend time with some of the kids in all of the schools, instead of listening to hearsay from individuals that have no interaction with the school district whatsoever, including those who politically judge and make decisions without seeking to understand or have lived experiences to share. In the wake of all of the recent shootings at schools, churches, supermarkets, random, and hospitals, why do we continue to sit here and brainstorm about the need of school resource officers when teachers, administrators teach and live in fear of not having the protection they deserve? 2 I will leave this question with you to ponder: How many minutes are you willing to wait for officers to respond to a call and arrive on a scene with multiple fatalities than having trained school resource officers in the building who can initiate contact in many ways prior to their fellow officers from all agencies arriving on the scene? But about a year ago, after so much gun violence here in C/U and in the country generally, I changed my mind. Our two major co-obligations to students is to teach them and to protect them. These two obligations go hand- in-hand. It is terrible that we are witnessing such violence in and out of school. It is dangerous to be a kid in school, in the playgrounds, and in the streets.
