Dr. Evelyn Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL Chair Bill Brown called the special meeting of the Committee Of The Whole to order at 8:24 p.m. 2. PETITIONS AND COMMUNICATIONS There were none 3. Resolution No. 2014-11-059R: Resolution to Endorse the Champaign Urbana Urbanized Area Transportation Study Long Range Transportation Plan 2040 - CD Public Works Director William Gray and Community Development Director Elizabeth Tyler presented an introduction and brief background on the purpose of a Long Range Transportation Plan (LRTP), the CUUATS multi- agency comprehensive study, and the future goals to be achieved by a functional LRTP. CUAATS representatives Rita Black and Ashlee McLaughlin gave a presentation summarizing the Sustainable Choices 2040 LRTP. The presentation included explaining the four components of the LRTP, giving an overview of planning pillars and models used to support the LRTP 2040 vision, discussing the types of transportation used and to be used along with the possibility and feasibility of high speed rail transportation, and discussing the directive to be achieved by implementing the LRTP. After the presentation, discussion between Council and the CUAATS representatives ensued regarding various pros, cons and other potential issues and concerns related to the LRTP 2040 as presented. During the discussion, Chair Bill Brown relinquished the Chair to Dennis Roberts City of Urbana Committee Of The Whole Minutes: November 3, 2014 Page 2 of 2 from 9:16 p.m. to 9:19 p.m., to pose questions and take part in the discussion. Alderwoman Ammons made a motion to send the proposed Resolution to council, Alderman Jakobsson seconded. Motion carried by voice vote. 4.
