Call To Order and Roll Call There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:01 p.m. II. Formalizing the November 24, 2014 Agenda Items Mayor Prussing explained that due to time constraints and the requirement of presenting the levy at two (2) Council meetings to Urbana City Counsel (Special Meeting) Minutes: November 24, 2014 Page Two consider/approve the levy, Mayor Prussing requested a motion supported by a two-thirds vote to put Resolution No. 2014-11-062R and Resolution No. 2014-10-057R on the Agenda for this Special Meeting of the Urbana City Council held this 24th day of November, 2014. Alderman Smyth moved to put the Resolution No. 2014-11-062R and Resolution No. 2014-10-057R on the Agenda for this Special Meeting of the Urbana City Council. Alderwoman Ammons seconded. The motion was carried by roll call. Votes were as follows: Carol Ammons – Aye Diane Marlin – Aye Bill Brown – Aye Dennis Roberts - Aye Eric Jakobsson – Aye Charles Smyth - Aye DISPOSITION: Resolution No. 2014-11-062R and Resolution No. 2014-10- 057R, were approved to be put on November 24, 2014 Special Meeting of the Urbana City Council Agenda by roll call vote (6 – Ayes; 0 – Nays). III. Public Input Mike Dilley, Urbana Firefighter gave his input in support of funding the Fire Pension at the amounts that the actuary recommends. Mayor Prussing addressed Mr. Dilley’s concerns in that the City is recommending the same amount that the actuary recommended. Dave Smysor, Urbana Police officer and Secretary for the Urbana Police Pension Fund, presented concerns regarding the adequate funding of the Police Pension fund. Carol McKusick spoke on her concerns regarding the handling and sorting of materials (specifically roofing shingles) brought to Henson Disposal’s construction and demolition recycling facility, after the facility is completed and operational. Ms. McKusick also made comments suggestions regarding the Freedom of Information Act, and the persons designated to handle the requests. IV. Resolution No. 2014-11-062R: A Resolution Determining the Amounts of Money Necessary to be Raised by the Tax Levy (2014) – FIN Mayor Prussing opened discussion regarding Resolution No. 2014-11-062R by suggesting that the City of Urbana hold the tax rate for the City of Urbana constant. Mayor Prussing presented that this suggestion is largely based on the City’s financial situation changing dramatically as a result of Carle Hospital shifting $10,000,000.00 of taxes to other people and entities, and discussed that this shift of tax liability has resulted in a substantial increase in Urbana residents’ property taxes. Elizabeth Hannan, Finance Director, then addressed Council and gave an overview of the proposed Resolution. Discussion with Council members and Mayor Prussing ensued regarding the proposed Resolution, the tax rate and the distribution of the monies collected under the levy. Alderman Brown motioned to send Resolution No. 2014-11-062R to the second Council meeting as required, but with a change to the Resolution Urbana City Counsel (Special Meeting) Minutes: November 24, 2014 Page Two changing “Section 4” to “Section 18-60” in the second paragraph of the resolution. Alderman Roberts seconded. After further discussion, questions and clarification that the Resolution is to be presented to Council a second time as required, the motion was carried by roll call. Votes were as follows: Carol Ammons – Aye Dennis Roberts - Aye Bill Brown – Aye Charles Smyth - Aye Eric Jakobsson – Aye Mayor Prussing - Aye Diane Marlin – Aye DISPOSITION: Resolution No. 2014-11-062R was approved to be presented to Council a second time as required by roll call vote (7 – Ayes; 0 – Nays). V. Resolution No. 2014-10-057R: A Resolution Approving a Collective Bargaining Agreement with International Association of Firefighters, Local 1147(term of July 1, 2013, through June 30, 2016) – UFD Fire Chief Brian Nightlinger presented the language changes made to the proposed collective bargaining agreement. There was brief discussion with Council and Mayor Prussing regarding the changes, and that the wage increase would be addressed by budget amendment. Alderman Smyth made a motion to approve Resolution No. 2014-10-057R. Alderwoman Marlin seconded. The motion was carried by roll call. Votes were as follows: Carol Ammons – Aye Diane Marlin – Aye Bill Brown – Aye Dennis Roberts - Aye Eric Jakobsson – Aye Charles Smyth - Aye Disposition: Resolution No. 2014-10-057R was approved by roll call vote (6 – ayes; 0 – Nays).
