CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:23 p.m. * Late start due to prior meetings. Urbana City Council ***Special Meeting*** Minutes: July 13, 2015 Page 2 of 5 II. PETITIONS AND COMMUNICATIONS Rev. Dr. Evelyn B. Underwood addressed the council with concerns regarding Ordinance No. 2015-07-067. III. Ordinance No. 2015-07-065: An Ordinance Approving a Major Variance (To allow a reduction of the required number of automobile parking spaces from between five and seven to four spaces in the City’s B-1, Neighborhood Business District, at 303 West Griggs Street / ZBA Case No. 2015-MAJ-07) **Alderman Smyth recused himself from 7:25-7:40 p.m. due to an abundance of caution. Planner II Kevin Garcia presented Ordinance No. 2015-07-065 to council with recommendation for approval. After presentation and discussion Alderwoman Marlin made a motion to approve Ordinance No. 2015-07-065 as presented. Alderman Ammons seconded. Before the final vote Alderman Roberts added a friendly amendment to condition number two, to reduce the parking spaces to 3. After the friendly amendment the motion was carried by roll call vote. Votes were as follows: Aaron Ammons – Aye Diane Marlin – Aye Eric Jakobsson – Aye Dennis Roberts - Aye Michael Madigan – Aye Charles Smyth – Recuse Disposition: Ordinance No. 2015-07-065 was approved by roll call vote (5-Ayes; 0-Nays) IV. Ordinance No. 2015-07-066: An Ordinance Amending the Zoning Map of the City of Urbana, Illinois (Rezoning of a 0.187 acre parcel at 703 N. Matthews Avenue from the R-2, Single-Family Residential district to the R-4, Medium Density Multiple-Family Residential district – Plan Case 2259-M-15 / C-U at Home) Planner I Christopher Marx and Planning Manager Lorrie Pearson presented Ordinance No. 2015-07-066. After presentation and discussion, Alderman Smyth made a motion to send Ordinance No. 2015-07-066 to the next council meeting. Alderman Roberts seconded. Motion carried by voice vote. Disposition: By unanimous vote Ordinance No. 2015-07-066 was sent to next council meeting. V. Ordinance No. 2015-07-067: An Ordinance Approving A Special Use Permit (Special Use Permit to allow a “Home for Adjustment – Women’s Shelter/Transitional Housing for Women” at 703 N. Matthews Avenue in the R-4, Medium Density Multiple-Family Residential Zoning District - Plan Case No. 2260-SU-15 / C-U at Home) Planner I Christopher Marx and Planning Manager Lorrie Pearson presented Ordinance No. 2015-07-067. Urbana City Council ***Special Meeting*** Minutes: July 13, 2015 Page 3 of 5 After presentation and discussion Alderman Smyth made a motion to send Ordinance No. 2015-07-067 to the next council meeting. Alderman Roberts seconded. Motion carried by voice vote. Melany Jackson from C-U Home addressed the council to answer their questions and concerns. Disposition: By unanimous vote Ordinance No. 2015-07-067 was sent to next council meeting. VI. Ordinance No. 2015-07-068: An Ordinance Approving and Authorizing the Execution of an Annexation Agreement (3106 N. Cunningham Avenue / Green Vistas, LLC / DGS Properties, LLC / Stark Excavating, Inc.) Planning Intern Maximillian Mahalek presented Ordinance No. 2015-07-068 with recommendation for approval. After presentation, there was no vote, and this ordinance was deferred to August 3, 2015 city council meeting. Disposition: Ordinance No. 2015-07-068 was deferred to August 3, 2015 in order to allow for a public hearing. VII. Ordinance No. 2015-07-078: An Ordinance Revising the Fiscal Year 2014- 2015 Annual Budget (TIF 3 Surplus) Finance Director Elizabeth Hannan presented Ordinance No. 2015-07-078 to council with recommendation for approval. Discussion ensued. After presentation Alderman Ammons made a motion to approve Ordinance No. 2015-07-078 as presented. Alderman Roberts seconded. Motion carried by roll call vote.
