Clark, City Clerk *** SPECIAL MEETING *** URBANA CITY COUNCIL MEETING Thursday, October 27, 2016 The City Council of the City of Urbana, Illinois, met in special session Thursday, October 27, 2016 at 5:30 p.m. in the Council Chambers at the Urbana City Building. Call To Order and Roll Call There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 5:32 p.m. II. Petitions and Communications There were none III. UNFINISHED BUSINESS There was none IV. ORDINANCE NO. 2016-10-107: An Ordinance Designating UC2B NFP Recommended Purchaser for UC2B Network Assets (Purchase of UC2B Network Assets from iTV- 3, LLC, an affiliate of Countrywide Broadband, LLC) Urbana City Council (Special Meeting) Minutes: October 27, 2016 Page 2 of 3 City Attorney James Simon presented Ordinance No. 2016-10-107 to council with recommendation for approval. Mr. Simon reported the NFP continues to negotiate at this time and has formally requested that both cities designate the Not-For-Profit the entity for the UC2B Network Assets. Following a brief discussion, ordinance 2016-10- 107 was moved for approval by Alderperson Smyth and seconded by Alderperson Marlin. Disposition: Voting Aye: Ammons, Brown, Madigan, Marlin, Roberts and Smyth. Voting Nay: None. Ordinance No. 2016-10-107 passes with 6-Ayes and 0-Nays. V. ORDINANCE NO. 2016-10-106: An Ordinance Fixing the Salary of City Officers who are elected for a definite Term of Office (2017-2020) Mayor Prussing presented Ordinance No. 2016-10-106 to council with recommendation for approval. Mayor Prussing advised that the ordinance had a change that removed IMRF for council members. Alderperson Brown moved for discussion, Alderperson Marlin seconded. Alderperson Smyth pointed out that the City Clerk received an additional $5,728.00 per year from the Township which makes it a $2,000.00 difference in the yearly salary of the Mayor and the Clerk. It appears to be insufficient as the Mayor is the Chief Executive Officer of the City and works full time and should be compensated accordingly. Alderperson Smyth moved a onetime bump to the existing amount proposed for the Mayor’s salary of $5,000.00 then to increase each year thereafter by the proposed $1,000.00 as presented. Alderperson Roberts seconded. The motion failed by a roll call vote. Voting Aye: Roberts and Smyth; Voting Nay: Ammons, Brown, Madigan and Marlin. Mayor Prussing relinquished the Chair to Alderperson Smyth to enter discussion. Mayor Prussing set out this is a full time position and she elaborated on the kind of decisions that she has had to make to save employee jobs and to save revenue to the City in excess of $3,000,000.00 during her term as Mayor. Mayor Prussing expressed that the increase is not for the person holding the office as it is for the position itself. Mayor regains the chair. Alderperson Roberts presented a compromise to Alderperson Smyth’s motion to give a onetime bump of $3,000.00 and a $1,000.00 per year increase for each year thereafter. Alderperson Smyth seconded the motion. [Alderperson Madigan left the meeting.]. Discussion ensued. Alderperson Marlin called for the question. Disposition: Voting Aye: Ammons, Roberts and Smyth; Voting Nay: Brown and Marlin. Ordinance No. 2016-10-106 passed with 3-Ayes and 2-Nays. VI.
