CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, October 24, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, October 24, 2016, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Aaron Ammons; Bill Brown; Eric Jakobsson; Michael P. Madigan; Diane Marlin; Charles Smyth; Phyllis Clark; Laurel Lunt Prussing ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Dennis Roberts, Alderman Ward 5 STAFF PRESENT: Alex Bautista; Patrick Connolly; William Gray; Elizabeth Hannan; Mike Monson; Brian Nightlinger; Todd Rent; James Simon; Elizabeth Tyler OTHERS PRESENTE: Elderess Melinda Carr; Rev. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Ammons called the meeting of the Committee of the Whole to order at 7:47 p.m. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve the minutes from the meeting held on October 10, 2016. Alderman Brown seconded. Motion carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC INPUT Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. 5. Presentations a. UC2B – Legal City Attorney James Simon gave a brief update regarding the status of negotiations regarding the future of UC2B Fiber Optic Network, which is not-for-profit organization. If the not-for-profit and the potential partner reach an agreement, both Champaign and Urbana have until 5:00pm Central Standard Time, Saturday, October 29, 2016 to exercise the purchase rights directly or by designating a purchaser. Committee of the Whole Monday, October 24, 2016 Page 2 of 5 A special City Council meeting has been scheduled for Thursday, October 27, 2016 at 5:30pm. At this meeting the City Council will get a report whether an agreement was reached and whether to exercise the purchase rights or not. 6. Staff Report Mayor Prussing announced that the City of Urbana employees will be switching employee healthcare insurance from Health Alliance to Blue Cross Blue Shield. This will be a savings of 11% instead of an increase from Health Alliance of 4%. Community Development Director Elizabeth Tyler also announced the last food truck rally of the season that will take place this Tuesday from 11am-2 p.m. at the Civic Center parking lot. 7. Ordinance No. 2016-10-097: An Ordinance Revising the Annual Budget Ordinance for FY 2016-2017 (Staffing Adjustment) Human Relations Officer Alex Bautista and Human Resources Todd Rent presented Ordinance No. 2016-10-097 with recommendation for approval. The purpose of this Ordinance it so create a new position called the Community Outreach Coordinator in the Human Relations office. This position will assist the city in continuous community relations including implementation of the IDOT Traffic Task Force recommendation. Human Resources Manager Todd Rent reiterated the need for this position as it will be a great opportunity to engage with the community and to serve as a liaison for both by promoting positive police community relations. Discussion ensued. Alderman Ammons relinquished the chair to Alderman Jakobsson to join discussion from 08:09-8:12 p.m. After discussion Alderman Charles Smyth made a motion to send Ordinance No. 2016-10-097 to council with recommendation for approval. Alderman Eric Jakobsson seconded. Motion carried by voice vote. 8. Ordinance No. 2016-10-100: An Ordinance Amending Schedule H of Section 23-93 of the Urbana Local Traffic Code Requiring Stop Signs at a Certain Intersection (Orchard Street at California Avenue) Public Works Director William Gray presented Ordinance No. 2016-10-100 with recommendation for approval. Mr. Gray explained that this item and the next two items were forwarded from Plan Commission. The first ordinance is for the installation of stop signs for northbound and southbound traffic on Orchard Street at California Avenue. No discussion Alderwoman Diane Marlin made a motion to send Ordinance No. 2016-10-100 to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. Ordinance No. 2016-10-102: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Bradley Avenue between Lincoln Avenue and Western City Limits of Urbana) Public Works Director William Gray presented Ordinance No. 2016-10-102 with recommendation for approval. This ordinance is for the restriction of parking along Bradley Avenue between Lincoln Avenue and the western City limits of Urbana. Discussion ensued. Alderman Ammons relinquished the chair to Alderman Jakobsson to join discussion from 08:15-8:18 p.m. After a brief discussion Alderman Charles Smyth made a motion to send Ordinance No. 2016-10-102 to council without recommendation for approval. Alderman Eric Jakobsson seconded. Motion carried by voice vote. 10. Ordinance No. 2016-10-101: An Ordinance Amending Schedule K of Section 23-184 of the Urbana Local Traffic Code Prohibiting Parking during Certain Hours on Certain Streets (Michigan Avenue) Public Works Director William Gray presented Ordinance No. 2016-10-101 with recommendation for approval. This ordinance is for the removal of parking restrictions along a section of the north side of Michigan Avenue between Vine Street and the easternmost driveway for the Urbana Middle School’s (UMS) parking lot. Discussion ensued. After a brief discussion Alderman Charles Smyth made a motion to send Ordinance No. 2016-10-101 to council with recommendation for approval. Alderman Eric Jakobsson seconded. Motion carried by voice vote. 11. Ordinance No. 2016-10-104: An Ordinance Amending Section 23-192 of Chapter 23 of the Urbana Local Traffic Code (Parking Permits) Public Works Director William Gray presented Ordinance No. 2016-10-104 with recommendation for approval. This ordinance is to accommodate parking zone changes. The Urbana Middle School administrators requested a change from a bus loading zone to a permit parking zone. There being no further discussion Alderman Michael P. Madigan made a motion to send Ordinance No. 2016-10-104 to council with recommendation for approval. Alderman Charles Smyth seconded. Motion carried by voice vote. 12. Ordinance No. 2016-10-103: An Ordinance Amending Urbana City Code Chapter 20, Section 20-615 (Advertising on or in a sidewalk café) Public Works Director William Gray presented Ordinance No. 2016-10-104 with recommendation for approval. Committee of the Whole Monday, October 24, 2016 Page 4 of 5 The purpose of this Ordinance is to revise and amend Chapter 20, Section 20-615 to allow sandwich boards in the Campus Commercial District. There being no further discussion Alderman Charles Smyth made a motion to send ordinance No. 2016-10-103 to council with recommendation for approval. Alderman Michael P. Madigan seconded. Motion carried by voice vote. 13. Ordinance No. 2016-10-105: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class R-2 and G-1 liquor licenses for Bangkok Thai, 1104 N. Cunningham Ave., Urbana, IL) Alderman Madigan recused himself due to conflict of interest as a liquor license holder in the City of Urbana. Mayor Prussing presented Ordinance No. 2016-10-105 with recommendation for approval. Alderman Charles Smyth made a motion to send Ordinance No. 2016-10-105 to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 14. Ordinance No. 2016-10-106: An Ordinance Fixing the Salary of City Officers who are elected for a definite Term of Office (2017-2020) Mayor Prussing presented Ordinance No. 2016-10-106 to council with recommendation for approval. Mayor Prussing proposed an increase on the salary for elected official for the next four year. Committee members engaged in a discussion regarding the various options as far as what the new wage increase will be. Discussion ensued. Alderman Eric Jakobsson made a motion to add a 1% raise across the board. Alderman Bill Brown seconded. Motion failed due to lack of vote. Alderman Ammons relinquished the chair to Alderman Jakobsson to join discussion from 08:41-8:43 p.m. Alderman Michael P. Madigan made a friendly amendment to add 0% increase for Alderpersons and to give the Mayor and City Clerk a 1% increase. Alderman Charles Smyth seconded. Motion failed by voice vote. Alderman Bill Brown made a motion to give the Mayor and City Clerk an increase of $ 1,000.00 a year from May 2017-2020 and a no increase for alderpersons. Alderman Ammons relinquished the chair to Alderman Jakobsson to join discussion from 08:58-8:59 p.m. Alderman Aaron Ammons made a friendly amendment to increase the Mayor and City Clerk by $ 1,000.00 a year and $ 100.00 for Alderpersons per year. Alderman Eric Jakobsson seconded. Motion carried by voice vote. Committee of the Whole Monday, October 24, 2016 Page 5 of 5 After the friendly amendment the motion to increase the Mayor and City Clerk’s salary by $ 1,000.00 a year from May 2017-2020 and a $100.00 increase for Alderpersons from May 2017-2020 was carried by voice vote. 15. IDOT Task Force - Discussion Alderman Aaron Ammons asked the Urbana Police Chief to clarify some language used during traffic stops. Police Chief addressed his questions. Alderman Charles Smyth verified that a report will be provided at the next City Council meeting or the Committee of the Whole. 16. Adjournment There being no further business before the committee, Chair Ammons declared the meeting adjourned at 9:05pm. _Wendy M.
