URBANA CITY COUNCIL SPECIAL MEETING MINUTES DATE: August 27, 2018 TIME: 6:30pm PLACE: Urbana City Council Chambers, 400 S. Vine St., Urbana, IL 61801 MINUTES The City Council of the City of Urbana, Illinois, met in special session Monday August 27, 2018 at 6:30 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members (CM) Maryalice Wu (Ward 1), Eric Jakobsson (Ward 2), Aaron Ammons (Ward 3), Bill Brown (Ward 4), Dennis Roberts (Ward 5), Dean Hazen (Ward 6), Jared Miller (Ward 7), Diane Wolfe Marlin (Mayor), Charles A. Smyth (City Clerk) ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Carol Mitten, Todd Rent, Michelle Brooks, Elizabeth Hannan, John Schneider, Brandon Boys, James Eggert OTHERS PRESENT: News-Gazette, WCIA, Charles Lauss I. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order 6:30 p.m. II. PUBLIC INPUT There was none III. NEW BUSINESS a. Mayoral Staff Appointments 1. Police Department a. Interim Police Chief – Deputy Chief Bryant Seraphin Mayor Marlin nominated DC Seraphin as Interim Police Chief reading a short biography. CM Hazen recused himself from police department appointments. CM Ammons moved approval of the appointment, seconded by CM Roberts and passed by roll call vote (6-0): Ammons – Aye, Brown – Aye, Jakobsson – Aye, Miller – Aye, Roberts – Aye, Wu – Aye. b. Interim Deputy Chief – Lieutenant Robert Fitzgerald Mayor Marlin nominated Lt. Fitzgerald as Interim Deputy Chief reading a short biography. CM Miller moved approval of the appointment, seconded by CM Jakobsson and passed by roll call vote (6-0): Ammons – Aye, Brown – Aye, Jakobsson – Aye, Miller – Aye, Roberts – Aye, Wu – Aye.  2. Fire Department a. Fire Chief – Charles E. Lauss Mayor Marlin nominated Charles Lauss as Fire Chief reading a short biography. CM Roberts moved approval of the appointment, seconded by CM Wu and passed by roll call vote (7-0): Ammons – Aye, Brown – Aye, Hazen – Aye, Jakobsson – Aye, Miller – Aye, Roberts – Aye, Wu – Aye. Mayor Marlin asked Chief Lauss to speak. Chief Lauss spoke briefly saying he looks forward to serving alongside city fire fighters and city staff. He stated that it is an awesome department with its Class I rating and thanked the city for the opportunity. Interim Chief Seraphin also spoke briefly saying that he’s excited about the opportunity and noted that he wants to continue forward with developing relationships with the community begun by himself and Chief Morgan. Mayor Marlin thanked Interim Fire Chief Jim Eggert for his service as well as leadership during the search. She thanked all involved in the search process. b. Mayoral Appointments to Boards and Commissions 1. Zoning Board of Appeals a. Adam Rusch – term ending June 30, 2023 Mayor Marlin nominated Adam Rusch to the Zoning Board of Appeals reading a short biography. CM Jakobsson moved approval of the appointment, seconded by CM Brown and passed by unanimous voice vote. IV. CLOSED SESSION a. To consider the setting of a price for sale of City property, pursuant to 5 ILCS 120/2(c)(6) CM Jakobsson moved to go into closed session for the purpose of setting of a price for sale of City property, pursuant to 5 ILCS 120/2(c)(6). The motion was seconded by CM Miller and passed by roll call vote (8-0): Ammons – Aye, Brown – Aye, Hazen – Aye, Jakobsson – Aye, Miller – Aye, Roberts – Aye, Wu – Aye, Mayor Marlin – Aye. City Council and staff moved to the executive conference room with selected city staff. City Council returned to chambers at 7:20. CM Miller moved to return to open session, seconded by CM Ammons and the motion passed by unanimous voice vote. V. ADJOURNMENT There being no further business to come before the City Council, Mayor Marlin declared the meeting adjourned at 7:22 p.m. Charles A.
