Commissioners Present: Chairperson Marya Ryan, Vice Chair Stephen Wald, Bart Bartels,
Todd Rusk, Brian Sproul, Rachel Vellenga, Ryan Wolber
Staff Present: Scott Tess
Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:02 p.m. Scott Tess called the roll and a quorum was
present.
Ms. Ryan welcomed new commissioners Brian Sproul and Bart Bartels.
Changes to the Agenda
There were no changes to the agenda.
Approval of Minutes from Previous Meeting
Motion was made by Mr. Wald, second by Ms. Vellenga, to approve the minutes from the
February 11, 2014 meeting. Motion carried.
Public Input
There was no public input.
Communications
Staff Report
Scott Tess gave the monthly Staff Report that included updates on various Goals and Actions
from the Climate Action Plan and the Sustainable Water Management Plan and a work plan for
the remainder of the year. The report also noted that Urbana is participating in a test pilot energy
management software with the Smart Energy Design Assistance Center.
Tess also provided handouts detailing a commercial energy efficiency survey conducted by the
City and a report on transportation behaviors commissioned by the Champaign-Urbana Mass
Transit District.
The Report noted April 1as the next meeting date.
Continuing Business
Climate Adaptation pursuant to the Climate Action Plan – Presentation by Steve Wegman,
Senior Engineer, Illinois American Water
Steve Wegman, Senior Engineer with Illinois American Water presented a slide show that
discussed climate change projections and the potential water utility impacts for Central Illinois.
Wegman also commented on the company’s Climate Resiliency Action Plan and Operational
Risk Center. Some items covered included evaluating available options for mitigation and
adaptation, projecting future needs, and identifying capital projects.
Climate Adaptation pursuant to the Climate Action Plan – Presentation by William Gray,
Director, City of Urbana Public Works Department
Bill Gray, Director at the City of Urbana Public Works Department, provided his observations
concerning climate impacts on the Department in the future. He noted the potential of extreme
challenges regarding employee work production, roadway longevity, flood abatement in the
storm and sanitary sewer systems, urban forest mortality rates, and material availability. Gray
indicated the need to revisit engineering design standards and many master plans.
New Business
Draft Council Goals
Commissioners were provided a copy of the Draft Council Goals and were invited to enter
recommendations into the public comment. Following from Bill Gray's presentation, Marya
Ryan put forward the recommendation to add an assessment of green and gray infrastructure
needs related to climate change adaptation. Rachel Vellenga made a formal motion as follows:
“I move that we make that suggestion.”
Ryan Wolber seconded and the motion carried.
