Commissioners Present: Chairperson Marya Ryan, Vice Chair Stephen Wald, Bart Bartels,
Todd Rusk, Brian Sproul, Rachel Vellenga
Commissioners Absent: Ryan Wolber
Staff Present: Scott Tess, Kate Brickman
Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:00 p.m. Kate Brickman called the roll and a quorum was
present.
Changes to the Agenda
Scheduled Continuing Business presentations by representatives from Champaign-Urbana Public
Health District and Ameren Illinois were both cancelled. Bart Bartels' discussion on Household
Hazardous Waste Collection was added to the agenda under New Business.
Approval of Minutes from Previous Meeting
Motion was made by Ms. Vellenga, second by Mr. Sproul, to approve the minutes from the
March 4, 2014 meeting. Motion carried.
Public Input
There was no public input.
Communications
Staff Report
Scott Tess gave the monthly Staff Report that included updates on various Goals and Actions
from the Climate Action Plan and the Sustainable Water Management Plan and an update on
progress for both. The report also noted several public engagement opportunities. The report
noted May 6 as the next meeting date.
Tess provided a memo detailing the 2013 City Waste & Diversion Report prepared by Courtney
Rushforth, Recycling Coordinator.
Ms. Ryan added that Tess would be taking an ICLEI (International Council for Local
Environmental Initiatives) webinar on ClearPath, their next generation greenhouse gas
accounting software.
Continuing Business
Climate Impact and Adaptation pursuant to the Climate Action Plan – Presentation by Rick
Manner, Executive Director, Urbana-Champaign Sanitary District
Rick Manner, Executive Director of the Urbana-Champaign Sanitary District discussed climate
change projections and the potential impacts on wastewater treatment for Central Illinois.
New Business
Household Hazardous Waste Collection
SAC member Bart Bartels, Zero Waste Coordinator at University of Illinois at Urbana-
Champaign, discussed his involvement with the Champaign County Regional Planning
Commission in identifying more efficient ways to collect household hazardous waste in central
Illinois.
Announcements
Scott Tess announced that the U.S. EPA will hold two public hearings about the Mahomet Sole
Source Aquifer Petition. Ms. Ryan suggested adding discussion of a written comment on behalf
of SAC to the May Agenda.
Scott Tess will be attending The Illinois River Watch Network Training Workshop on Saturday,
April 12th from 9:00 a.m. to 4:00 p.m. at Lake of the Woods Forest Preserve.
Mr. Sproul announced a Sierra Club Earth Day Happy Hour at Escobar, at which Scott Tess will
be speaking.
Mr. Wald relayed that donations are being accepted for the memorialization of the Sim
Hackberry tree and can be forwarded to the City of Urbana.

There being no further business to discuss, the meeting was adjourned at 8:32 p.m.
