Commissioners Present: Chairperson Marya Ryan, Vice Chair Stephen Wald, Bart Bartels,
Todd Rusk, Andrew Stumpf, Rachel Vellenga, Ryan Wolber
Staff Present: Scott Tess, Kate Brickman
Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:00 p.m. Kate Brickman called the roll and a quorum was
present.
Ms. Ryan welcomed the newest Commissioner, Andrew Stumpf.
Changes to the Agenda
There were no changes to the agenda.
Approval of Minutes from Previous Meeting
Motion was made by Ms. Vellenga, second by Mr. Bartels, to approve the minutes from the
April 1, 2014 meeting. Motion carried.
Public Input
There was no public input.
Communications
Staff Report
Scott Tess gave the monthly Staff Report that included updates on various Goals and Actions
from the Climate Action Plan and the Sustainable Water Management Plan and an update on
Progress for both. The report also included information charts and graphs detailing City facility
building and irrigation water use, and addressed various U·Cycle activities as well as staff
involvement in a food scrap composting pilot project at Urbana Middle School.
The Report noted June 3 as the next meeting date.
Continuing Business
Climate Impact and Adaptation pursuant to the Climate Action Plan – Presentation by Jim
Roberts, Environmental Health Director, Champaign-Urbana Public Health District
Jim Roberts, Environmental Director of the Champaign-Urbana Public Health District discussed
climate change projections and the potential health implications for Central Illinois and how the
District is planning and preparing.
Discussion of Climate Impacts and Implications
Scott Tess provided a summary of the speakers so far this year that have presented to SAC on
the topic of climate change adaptation. With this additional information from various entities,
Tess hopes to have Phase 2 of the Climate Action Plan finished by the end of the year.
New Business
Urbana Greenhouse Gas Inventory
Scott Tess provided an overview of the ICLEI ClearPath greenhouse gas accounting software.
Staff is using a fresh dataset to recalculate the baseline inventory to ensure consistency between
the baseline measurement and measurements in subsequent years. He noted the ICLEI has
offered to do some quality control to make sure the numerous facets of the program are being
utilized correctly.
Sole Source Aquifer Public Comment
Scott Tess provided a Sole Source Aquifer Public Comment draft memo to forward to U.S.
E.P.A. on behalf of SAC. In discussion, Andrew Stumpf suggested changing the wording of the
fifth sentence to as follows:
The Aquifer supports agriculture by providing a sufficient and reliable source of
clean water for irrigation and other rural and farm-related uses.
Motion was made by Ms. Vellenga, second by Mr. Wolber, to forward the memo to City Council
for their consideration. Motion carried.
Announcements
Scott Tess announced the following:
• Rain Barrel and Compost Bin Sale on May 17, 2014 at the corner of S. Vine
Street and E. Green Street in Urbana.
• May is Bike to Work Month and Bike to Work Day is May 15, 2014.
• Sole Source Aquifer informational meeting on May 13, 2014 from 6:30 p.m. to
7:15 p.m. followed by a formal public hearing from 7:30 p.m. to 9:00 p.m. at the
Hilton Garden Inn in Champaign.
Mr. Wolber announced the Illinois Green Business Association’s Illinois Green Business Ally
Program. The program will help organizations grow a more sustainable business model.

There being no further business to discuss, the meeting was adjourned at 8:42 p.m.
