Staff Present: Scott Tess, Kate Brickman
Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:00 p.m. Kate Brickman called the roll and a quorum was
present.
Changes to the Agenda
The presentation on Renewable Energy Markets by Kevin Borgia has been cancelled because
snowstorms in Chicago prevented Mr. Borgia from being able to travel to Urbana.
Approval of Minutes from Previous Meeting
Motion was made by Ms. Johnston, second by Ms. Vellenga, to approve the minutes from the
January 6, 2015 meeting. Motion carried.
Public Input
Jerre Stonecipher, Champaign, spoke about Citizens’ Climate Lobby, an advocacy organization
focused on national policies to address climate change. Commissioners engaged in discussion
regarding the Carbon Fee and Dividend policy proposal, created to internalize the costs of
burning carbon-based fuels, and asked for a future presentation at an upcoming meeting.
Communications
Staff Report
Scott Tess gave the monthly Staff Report that included progress for the Climate Action Plan
(CAP) Phase 2 highlighting the areas of the Georgetown University Energy Prize, the feasibility
of a Public Electric Vehicle Charging Station, and discussion with the Champaign County
Association of Realtors. Additionally, the report noted a City Green Team update, Public
Engagement at Clark-Lindsay Retirement Village, Fix a Leak Week promotional activities, and
various U-Cycle undertakings, including the announcement that he City of Urbana has been
awarded the 2014 WasteWise Local Government Partner of the Year Award by the US
Environmental Protection Agency for achievement in waste reduction, tracking, and reporting.
The Report stated March 3 as the next meeting date.
Continuing Business
There was no continuing business to address.
New Business
Draft Green Procurement Policy
Scott Tess distributed and briefly discussed a draft copy of a City of Urbana Green Procurement
Policy that would serve to minimize human health and environmental impacts from purchasing
choices.
Announcements
Scott Tess announced the Boneyard Creek Improvements Project Naming Contest. Ideas can be
submitted online by February 5 at www.urbanaillinois.us/naming-contest.

There being no further business to discuss, the meeting was adjourned at 8:03 p.m.
