CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Engineering Conference Room, Urbana Public Works Building Tuesday, September 6, 2016 Commissioners Present: Chairperson Marya Ryan, Vice Chair Stephen Wald, Stacy Gloss, Beth Meschewski, Todd Rusk, Andrew Stumpf Commissioners Absent: Morgan Johnston Staff Present: Scott Tess, Kate Brickman Call to Order, Roll Call, and Declaration of Quorum The meeting was called to order at 7:05 p.m. Scott Tess called the roll and a quorum was present. Changes to the Agenda Continuing Business will immediately follow Public Input. Approval of Minutes Motion was made by Ms. Meschewski, second by Ms. Ryan, to approve the minutes from the July 19, 2016 meeting with corrections. Motion carried. Motion was made by Mr. Rusk, second by Ms. Gloss, to approve the minutes from the August 2, 2016 meeting. Motion carried. Public Input There was no public input. Continuing Business Youth Engagement A discussion concerning youth engagement was continued from the last meeting where commission members and middle school, high school and college students considered alternate ways to engage youth in the mission and activities of SAC. It was requested to add a Youth Report Agenda item to SAC meetings when warranted. Tess thanked the students for their participation and asked them to provide email addresses so that they could be kept informed as this discussion continues. Communications Staff Report Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan (CAP) Phase 2, highlighting the potential retrofit of existing outdoor lighting, U.S. Department of Energy Solsmart designation, and support of the Champaign County Association of Realtors in establishing coded energy efficiency features in their MLS system listings. Associated with Public Engagement, Tess mentioned staff involvement in the Future City Club at the Urbana Middle School again this year. Additionally, an update on U-Cycle activities was provided that included advertising opportunities, the upcoming electronics recycling event on October 15, and Urbana Sweetcorn Festival recycling information. The Report stated October 11, 2016 as the next meeting date. Property Assessed Clean Energy (PACE) Presentation Scott Tess gave a brief presentation on the Property Assessed Clean Energy (PACE) Program, a mechanism that enables local governments to finance renewable energy and energy efficiency projects on private property. Tess shared his insights gained from contact with other programs and lenders from around the country. He also made note of Illinois Senate Bill 0116. The Commission discussed the information. Ms. Gloss volunteered to research and come up with language to draft a recommendation to City Council in support of the proposed legislation. This item will be placed on the Agenda for the next regularly scheduled meeting. New Business There was no new business. Adjournment There being no further business to discuss, the meeting was adjourned at 8:49 p.m. This meeting was recorded.
