Clark, Town Clerk CUNNINGHAM TOWNSHIP BOARD Tuesday, September 6, 2016 The Cunningham Township Board met in Regular session Tuesday, September 6, 2016 at 7 p.m. in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Laurel Lunt Prussing Trustees: Aaron Ammons; Bill Brown; *Michael P. Madigan; Diane Marlin; Dennis Roberts; Charles Smyth Town Clerk: Phyllis D. Clark Supervisor: Michelle Mayol Assessor: Absent ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: Aaron Ammons, Alderman Ward 3 ELECTED OFFICIALS ABSENT: Eric Jakobsson, Alderman Ward 2; Dan Stebbins, Assessor OTHERS PRESENT: Sheila Ferguson; Frederic M. Grosser; Members of the Media 1. ROLL CALL Chair Prussing called the meeting of the Cunningham Township Board to order at 7:00 p.m. Alderman Madigan joined the meeting at 7:16pm 2. PUBLIC PARTICIPATION There were none. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Dennis Roberts made a motion to approve minutes from August 1, 2016. Trustee Diane Marlin seconded. Motion carried by voice vote. 4. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: 1. Town Fund 2. General Assistance Fund Trustee Dennis Roberts made a motion to approve the Town Fund in the amount of $77,891.63 and the General Assistance Fund in the amount of $13,856.65. Trustee Bill Brown seconded. Motion carried by voice vote. 5. REPORTS OF OFFICERS Township Supervisor Michelle Mayol reported that a flag pole and Business sign are now installed. Cunningham Township Board Meeting Minutes: Tuesday, September 6, 2016 Page 2 of 3 6. UNFINISHED BUSINESS There was none 7. NEW BUSINESS a. Community Elements has ceased to exist as an independent organization. For that reason, the grants to Community Elements approved on June 20, 2016 for the period of July 01, 2016 through June 30, 2017 for the TIMES Center program in the amount of $18,300 and for the Roundhouse Runaway & Homeless Youth programs in the amount of $8,400 are to be cancelled. b. Rosecrance will take over operations of the TIMES program and the Runaway and Homeless Youth programs. For that reason, grants to Rosecrance will be approved for the period of July 01, 2017 through June 30, 2017 for the TIMES program in the amount of $18,300 and for the Runaway & Homeless Youth programs in the amount of $8,400 are to be approved. Township supervisor Michelle Mayol presented the changes regarding the social service funding line, per her attorney’s advice, a motion is needed in order to allocate the funds from Community Elements to Rosecrance as they have merged. Sheila Ferguson from Rosecrance was present to answer any questions and concerns from the board regarding the services that will be funded. Discussion ensued. After discussion Trustee Charles Smyth made a motion to approved allocation of funds from Community Elements to Rosecrance as presented. Trustee Bill Brown seconded. Motion carried by voice vote. 8. CLOSED AND OPEN SESSION TO CONSIDER Township Attorney Frederic M. Grosser stated that there is no need to go into closed session at this time. Mr. Grosser said that in the Carle Foundation case in the Illinois Supreme Court the Carle Foundation has filed its brief. The Department of Revenue has requested a further extension of time to file its brief. The American Hospital Association and the Illinois Health and Hospital Association have submitted amicus curiae or friend of the court briefs. We have filed objections to those briefs. 9.
