Sustainability Advisory Commission Meeting

CITY OF URBANA, ILLINOIS SUSTAINABILITY ADVISORY COMMISSION Council Chambers, Urbana City Building Tuesday, June 6, 2017 Commissioners Present: Chairperson Marya Ryan (via telephone), Acting Chair Stacy Gloss, Morgan Johnston, Beth Meschewski, Todd Rusk, Andrew Stumpf Commissioners Absent: Vice Chair Stephen Wald Staff Present: Scott Tess, Kathryn Levy Call to Order, Roll Call, and Declaration of Quorum The meeting was called to order at 7:00 p.m. by Stacy Gloss. Kathryn Levy called the roll and a quorum was present. Changes to the Agenda There were no changes to the Agenda. Approval of Minutes Motion was made by Ms. Johnston, second by Mr. Stumpf, to approve the minutes from the May 2, 2017 meetings. Motion carried. Public Input Stuart Levy, Urbana, spoke to the Commission regarding the Future Energy Jobs Bill, the potential for a community solar field, and the Mayor’s Climate Action Plan. Ms. Johnson suggested placing further discussion of a community solar project on the next agenda. Communications Staff Report Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan (CAP) Phase 2, highlighting the Guaranteed Energy Savings Project, an update on Solar Urbana- Champaign and the Property Assessed Clean Energy bill. Related to Public Engagement, Tess noted staff participation at various community events over the last month. Associated with the Sustainable Water Management Plan, Tess discussed a planned tour of green infrastructure and pollinator plant installations in collaboration with the Champaign County Sustainability Network. Additionally, various U-Cycle activities including the most recent Electronics Recycling Event and work with the Illinois Product Stewardship Council were mentioned. The Report stated July 11, 2017 as the next meeting date. Capital Improvement Plan Presentation Brad Bennett, Assistant City Engineer for Drainage and Development, gave a presentation on the most recent City of Urbana Capital Improvement Plan (CIP) Update. He relayed that the CIP is a 5-year infrastructure planning document that uses funding from several different sources. Bennett spoke of cash flow projections, recommended projects, schedules, and challenges. Discussion ensued with SAC members stating that they would like future opportunity to share their input, observations and questions and the Commission be integrated into the planning and coordination of the CIP. Continuing Business There was no continuing business. New Business There was no new business. Mr. Rusk mentioned an article from the News Gazette announcing the Library purchase of green space/infrastructure at Race and Green Street. Marya Ryan bid farewell to the Commission and Commissioners thanked her for her years of insight and service to the City and sustainability efforts.
