Commissioners Present: Chairperson Stacy Gloss, Dustin Allred, Todd Rusk, Andrew Stumpf,
Morgan White
Commissioners Absent: Beth Meschewski
Staff Present: Scott Tess, Kathryn Levy
Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:00 p.m. by Stacy Gloss. Kathryn Levy called the roll and a
quorum was present.
Changes to the Agenda
Motion was made by Ms. White, second by Mr. Stumpf, to add an Agenda item of iMatter Climate
Resolution under New Business. Motion carried.
Approval of Minutes
Motion was made by Ms. White, second by Mr. Rusk, to approve the minutes from the September
12, 2017 meeting with corrections. Motion carried.
Motion was made by Ms. Johnson, second by Ms. White, to approve the minutes from the October
13, 2017 meeting with corrections. Motion carried.
Public Input
There was no public input.
Communications
Staff Report
Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan
(CAP) Phase 2, highlighting retrofitting existing outdoor lighting through an investment grade
energy audit, an update on Solar Urbana-Champaign.
Progress on the Sustainable Water Management Plan was discussed.
Additionally, Tess noted public engagement with area student to survey and improve the impact of
the U-Cycle brochures.
The Report stated December 5, 2017 as the next meeting date.
Continuing Business
There was no continuing business.
New Business
Tracking Summary for Climate Action Plan (CAP) Phase 2
Scott Tess provided a tracking summary of continuous and completed goals and action addressed in
the CAP. Discussion ensued with topics such as LEED for Neighborhood Development
designation, stormwater impacts, municipal electric aggregation, long-term bundled renewable
energy, and vehicle mode share. Chairperson Gloss indicated that now would be a good time to
assess the current plan and update as needed.
iMatter Climate Resolution
Chairperson Gloss led a discussion with Commission members concerning the iMatter proposal for
addressing climate change in our community; specifically the goals of net carbon neutrality by 2040
and 100% renewable energy by 2025. The CAP has a current goal of 80% reduction in carbon
emissions by 2050, similar to numbers set in the Paris Climate Agreement, and no renewable energy
goal stated.
Ms. White indicated that care is needed in committing to these goals as there are a lot of scenarios to
consider when working through needed systemic change, as well as attention to the financial
feasibility involved. Additionally, she mentioned that she would welcome more details from the
group before standing behind the resolution.
Members continued to express their desire for collaboration with youth partners in the community
and look forward to their perspective on sustainability issues.
